Iraq .. the likely arena of confrontation between America and Iran

With drone strikes and attacks on oil tankers in the Persian Gulf, tension between Iran and the United States is mounting, with fears of war escalating in one of the world's most important oil producing and exporting regions. But any conflict between the two states may actually begin on the territory of a third country with both sides having a military presence in Iraq.
This complex fact puts Iraqi officials in a difficult position while studying security relations with the United States and their political and religious ties with Iran, according to Ali Fayez, director of the Iran Project at the International Crisis Group.
"The Iraqi government can not afford the bias of either side, so they are now in the middle of nowhere," Fayez was quoted by Bloomberg as saying.
So far, direct confrontation between Americans and Iranians is avoided, and the prospect of an open war between them does not exist, given the vast military capabilities of the United States, but the situation remains tense.
US Deputy Assistant Secretary of State for Near East Affairs Joan Bulashik told a Senate hearing last week that the "rogue" pro-Iranian militias were plotting US interests and planned to carry out operations aimed at killing Americans and US allies and Iraqis. That these armed groups are monitoring American diplomatic installations "and continue to launch indirect armed attacks."

Iraq is an important strategic link for Iran's regional policy vis-à-vis the United States. The Iranians support Syrian President Bashar al-Assad and the Houthi rebels in Yemen in proxy regional wars and strengthen ties with Qatar, which hosts a major US military base.
"A large part of the Iraqi civilian military establishment, not just the militias, is strongly biased to Iran," says Ali Alfonig, chief researcher at the Arab Gulf Research Institute in Washington.

Abdul-Mahdi said that the criminal cases referred to the courts as of June 15 amounted to 1267 cases, "the number of accused of 2,200 accused, including four ministers and 123 accused of special grades."

Abdul Mahdi pointed to the existence of more than one thousand cases of corruption referred to the Integrity Courts, "out of 4117 cases under investigation." He added that "110 suspects were seized and the seized amounts are 21 billion dinars and 12 thousand dollars," while the Iraqi state recovered 33 million dinars.

{Baghdad: Al-Furat News} Rafidain Bank confirmed that the introduction to the advances of the employees of the local state departments salaries at the bank be electronically and through branches of the bank exclusively and spread in Baghdad and the provinces.
The bank's information office said in a statement received by the agency {Euphrates News} a copy of it that "the amount of the advance granted to employees is 3, 5 and 10 million dinars." 
He pointed out that "the introduction of the advances shall be electronically and through the card of the electronic employee exclusively and obtain it in a smooth and smooth flow away from patronage and nepotism in granting."

{Baghdad: Al-Furat News} The Iraqi Trade Bank, lending to the Ministry of Commerce announced 1.4 trillion dinars.
"The Iraqi Trade Bank will hold a press conference on Wednesday to announce the lending of 1.4 trillion dinars to the Ministry of Commerce / General Grain Trade Company for the purpose of paying farmers' benefits for the year 2019," the bank said in a statement. 
The statement called on the media to attend the headquarters of the General Directorate of the bank in Al-Rasheed Street in central Baghdad

7-24-2019   Newshound/Intel Guru Mnt Goat    [reference Mnt Goat post 7-23-2019]   This re-rating process has occurred already since 2012 over and over again when the new system was initiated. It should be obvious to everyone that there were still errors/bugs in the algorithms back then that needed fixing. Also an other problems was how to represent the Contractor rates separate from the market rates. This too is now all fixed. The rates change because they re-run the application from time to time, just as they will do when it all goes live someday. So right now, it is still in a “BETA Test” mode. They are still flushing out bugs but it is now very stable.  [post 1 of 2....stay tuned] 
7-23-2019  Intel/Newshound Guru sandyf   For all the talk of economic growth and currency value, I find it very sobering that one(1) Chinese Yuan equals 0.15 United States Dollar.  You should bear in mind a rate on its own does not mean a great deal. Denmark is about the same value as China and Norway/Sweden somewhat less. The Saudi Riyal is about 26 cents yet the Kuwait Dinar is 3.28 dollars.

7-23-2019   Newshound/Intel Guru Mnt Goat    From everything I know and have been told as FACTUAL this...The de-facto peg will go away. The currency auctions as we know them today will end. The dinar will then be pegged to an IMF SDR basket of currencies and be rated based on the values of these five currencies along with the assets of Iraq. This process is already underway today and has been ongoing since 2012.   So this is FACT not OPINION!  ...Then this new rate ($3.00 - $4.00+) will be reinstated on FOREX for trading. We are already seeing the new rate coming up on bank screens under HOLD subject to becoming LIVE. The rate has fluctuated anywhere from $3.20 upwards to $4.25. So again this process is already underway.   [post 1 of 2....stay tuned]

   [via PDK]   We are hearing from Asia they are pulling people in and preparing for it to go.  Military sources and Iraqi sources say its anytime between now and mid August...they feel this is it now and is going to be finished this time.  I personally do not think we will be waiting 3 more weeks...not with all the positive chatter from everyone involved. [So they are being KAWAITED !! They did that then...and when they said that they released the RV the next day!!]  Yes when Kuwait was revalued…they took out a big ad saying they were not going to RV…then they did it that afternoon...big fake out.  My Iraqi contractor friend is excited as he has been asked to compute new rates for his employees. They think the new rate is very close. At redemption centers they are working today and have been asked to cancel their vacations for the near future...this is good news for us.

7-23-2019  Newshound Guru Kaperoni   ...This [International Monetary Fund] article IV consultation that took place just a couple of months ago is being created now and printed.  My understanding is it said July in the press release.  This is a significant item for us to review because what is it going to say?  Is it going to encourage them to move to Article VIII and open up for business?  Or is it going to say something we don't want to read?  We won't know until we read it.  You wouldn't have all these activities happening in Iraq if the financial system needed the brakes to be put on...We said a year and a half ago they are never going to go into Article VIII until they are in 2% compliance...nothing ever happened because they weren't in compliance...[They are now in compliance]...

The Cabinet holds its regular session chaired by Prime Minister Adel Abdul Mahdi

The Council of Ministers held its regular session Tuesday, July 23, 2019, chaired by the Prime Minister, Mr. Adel Abdul Mahdi.

The Council of Ministers endorsed the reports of the Republic of Iraq on the universal periodic review and the consolidated core document of the Republic of Iraq.

The Council voted to approve the customs fees for medicines, medical devices and imported medical supplies.

It was agreed to amend the first item of Article (20) of the Rules of Procedure of the Council of Ministers No. (2) of 2019.

The Council of Ministers voted to authorize the Prime Minister to approach the Council of Representatives to appoint advisers and heads of bodies.

The Cabinet also approved the authorization of the Ministry of Agriculture to announce to various companies their fertilizer requirements in the form of shipments of not less than 50 thousand tons.

Prime Minister Adel Abdul Mahdi on Tuesday revealed the importance of his visit to Iran and his contact with British Defense Minister Benny Murdon yesterday, pointing out that Iraq will play an important role in easing the escalation in the region.

"Contact with the British Defense Secretary discussed the tension in the region, and we discussed with Rohani the issue of the detained vessels and stressed the importance of reducing the escalation," Abdul Mahdi told the weekly conference attended by Mawazine News.

The Cabinet approved in its regular session Tuesday the customs duties of imported medicines, medical devices and supplies, and authorized the Prime Minister to appoint consultants and heads of bodies.

"The Council held its regular session under the chairmanship of Prime Minister Adel Abdul-Mahdi, where he approved the reports of the Republic of Iraq on the Universal Periodic Review and the unified core document of the Republic of Iraq," the Information Office of the Prime Minister said in a press statement.

A parliamentary question to the Minister of Finance on the non-imposition of the territory of the import tax and the amount of collection

A member of the Parliamentary Integrity Committee MP from the bloc of wisdom opposition Khaled al-Geshmi, a parliamentary question to the Minister of Finance Fouad Hussein on the non-imposition of the authorities of the Kurdistan region import tax on goods in its border rival other than the rest of the federal ports.

Al-Gha'mi asked the Presidency of the Council of Representatives to set a date for hosting the Minister in one of the meetings on "the amount of money transferred from the Kurdistan Regional Government to the Ministry of Finance [State Treasury] for collecting customs fees and collecting taxes for various taxes in the tax departments in the region and the measures taken by the Minister On the violation of the territorial authorities of the tax laws in respect of the import of goods entering through the ports of the region.

Prime Minister reveals four ministers accused of corruption

Prime Minister Adel Abdul-Mahdi, on Tuesday, the presence of 4 ministers accused of corruption.
"The number of criminal cases referred to the investigation offices until mid-June amounted to 1267 cases, while the number of accused referred to the judiciary 2,200 accused," Abdul Mahdi said at his weekly press conference.

He added that "among the defendants referred to the judiciary 4 ministers, while the special grades of general managers and heads of the body amounted to 123 accused of the origin of 2200, and the seizures 2061 and the seized amounts 121 billion dinars."

"The total number of cases under investigation is 4117, and the recruitment orders included 11 ministers and 176 special grades," he said
