Accusing the prime minister of responding to political pressure
Friday, 26 July 2019 AD Issue No. [14850]
The leader of the "crowd" has promised US sanctions
Baghdad: Fadel Al Nashmi
The affected parties in the "popular crowd" are still in the decision of Prime Minister Adel Abdul-Mahdi to vacate security checks for the "crowd" in the Nineveh Plain, seeking to influence the prime minister and push him back from his decision three days ago, Political figures and leaders in the "crowd" of the province of Nineveh on the list of wanted for corruption and violations of human rights.
Among those leading figures, al-Qaddu promised the commander of the 30th brigade in the crowd, the brother of the deputy for the network component Haneen al-Qaddu, Rayyan al-Chaldani, commander of the 50th Brigade in the crowd, and the two leading their forces in Mosul and the Nineveh Plain areas.
The MP called on the network component Haneen al-Qaddu yesterday, Prime Minister Adel Abdul-Mahdi to cancel the decision.
"The withdrawal of elements from the main checkpoints of the Nineveh Plain is a surprise decision for us," Qaddo told a press conference in the parliament building. "The commander-in-chief of the armed forces was the result of political pressure known by political leaders."
He called on Abdul Mahdi to "cancel this decision to reassure and care for the Nineveh people of the displaced who have just returned to their areas."
Groups close to the "crowd" talk of arrangements between Baghdad and Erbil for Kurdish security forces to return to the Nineveh Plain and talk about new arrangements to restore the status of these areas to what they were before the rise of the "Daqsh" and occupation of those areas in 2014.
"The bombings and kidnappings that took place between 2007 and 2014 in the Nineveh Plain were under the watchful eye of the 5th Brigade of the 2nd Brigade, the Zirvani Brigade and other Peshmerga brigades," Haneen al-Qaddu said. In reference to the lack of acceptance of the mobilization groups the possibility of returning the Kurdish security forces to those areas.
As part of the ongoing pressure on the prime minister to back down, the Shabak groups in the crowd and their allies are expected to take part in a demonstration on Friday against the US sanctions resolution on the four figures and demand that the prime minister rescind the decision to release the " .
Some of the components of the Nineveh Plain met yesterday and condemned the American decision. Sheikh Abdul Hadi Saeed, head of the Senate and Democratic Shabak Gathering, said: "The American decision is a violation of Iraqi sovereignty. We demand that the prime minister rescind his decision to release security measures from the" .
The situation in the Nineveh plain is very difficult and complex in terms of overlapping allegiances and intersections between the various minorities there. In this direction, a source familiar with what is happening in the Nineveh plain confirms that, "Things are very complicated. The Shiite Shiite, the promise of al-Qadu, consists of a mixture of Sunnis, Shiites, Sunni Arabs and Shiites, as well as Christians and Yezidis, so we see that loyalties are fully intertwined, as are the differences between the components of the Nineveh Plain. "
"The Qaddou family, which controls (the 30th Brigade) in the crowd, controls vast areas in Nineveh and controls all the small and large areas in these areas, and there are quite a few population complaints about their actions there," said the source, who preferred not to be named. The source ruled that "the Shabak mobilizer and his leadership easily bow to the decision of Abdul Mahdi, because they are not ready to lose their influence growing and large in the Nineveh plain and the whole of Mosul."
In another regard to the commander of the 50th Brigade in the "crowd" led by Ryan Chaldean, which is also on the US list, the Chaldean Church in a statement issued yesterday, support for the Diwani order issued by Prime Minister Adel Abdul Mahdi, the "popular crowd" early This month. "The Church respects the personal decision of individuals to belong to the popular crowd or to political action, but not to form a Christian faction," the statement added.

Continuing to disrupt government sessions threatens the presidential compromise
Of the meeting yesterday between Presidents Michel Aoun and Saad Hariri (Dalati and Nahra)
Beirut: Mohammed Choucair
Those who bet that the government's involvement in the "finger biting" game will push its president, Saad Hariri, to reinvigorate government action after approving the referral of the mountain incident to the Justice Council in exchange for stopping the cabinet's detention and preventing it from convening after the fourth week's suspension,
The sources confirmed to Asharq Al-Awsat that the parties' persistence in disrupting the meetings would not only affect the government, but also the "strong covenant" as the government was his first government. He said that Hariri's insistence on inviting the cabinet to convene, Until now, will inevitably test the intentions to find out who stands behind the President of the «Lebanese Democratic Party» MP Talal Arslan in linking the resumption of hearings by referring the mountain incident to the Justice Council.
The source pointed out that the continued disruption of the meetings is a test not only for the position of President Michel Aoun; but for the settlement that was behind his election, especially since many believe that its effects withdraw on the Prime Minister without others, specifically the President of the Republic and the «Free Patriotic Movement» and «Hezbollah» .
In this context, the ministerial sources explain that the disruption of the Council of Ministers means from the point of view of several political parties that extortion by imposing the conditions for the convening does not affect the Prime Minister without others; the first of them the President of the Republic. She added that whoever tries to prevent the cabinet from convening does not target the prime minister and at the same time exempts the president from its consequences, and attributes the reason that its continuation will lead to the encirclement of the covenant and paralyze its ability in cooperation with the government to give,
The same sources believe that the political settlement is not flying towards the promised achievements in one wing; specifically without the wing of the Prime Minister, who will not bow to the game of extortion, and therefore not in the need to resign or I'tikaaf.
In other words, ministerial sources believe that the investment of political settlement and employment to promote the country economically from the commitment to a road map to measure the decisions of the Conference, "Cedar", can be difficult if some want to take from them what suits him. And stresses that such a belief based on selectivity in the implementation of the most prominent headlines in the political settlement, will lead to imbalances within the internal political parties would be asked to question the fate of the "Taif Agreement" in light of the excesses that threaten him.
According to these sources, the internal balance of power, coupled with the surplus power of some parties belonging to Hezbollah's "axis of resistance" and with the direct support of the Syrian regime and also from Iran, allows them to continue to besiege Hariri, : The acceptance of these conditions, or the preparation to overthrow the government, «such a bet will plunge the country into a political adventure where the previous adventures ?!».
The sources confirm that there is no room for these two options in Hariri's calculations, and says that "there is a need to provide the conditions conducive to activating the government's work because this will enable the financial and economic collapse to be stopped. This is an achievement for the era. , As long as there are trying to fabricate obstacles to block the way forward in the project of economic advancement ».
"The continuation of the disruption of the meetings of the Council of Ministers will return negatively to those who continue to besiege the government and will result in a number of repercussions," the sources say, "as those who are on the list of disabling engage in political engagement with the international community, especially if they plan To encircle the President (Progressive Socialist Party) Walid Jumblatt on the one hand, and pressure on the Prime Minister to push him to accept their conditions »on the other hand.
The sources warn of missing the international and regional opportunity given to Lebanon through the Cedar conference.
The sources confirm that most Arab and foreign ambassadors accredited to Lebanon "realize the magnitude of the suffering experienced by the prime minister and show solidarity with him, and see no substitute for him at the present time, unless some aspire to overthrow his government control of the country, which will lead to the siege of Lebanon by The countries in force, in addition to the crisis will go beyond the issue of forming a new government to a crisis that threatens the Lebanese regime as a whole ».
Therefore, depending on the position taken by the President of the Republic to determine the overall course of the situation in Lebanon, "because there is a need to cause a political shock to restore the regularity of the work of institutions," and this is betting on ministerial sources that it is "the time to say the President's speech. The sources believe that President Aoun's initiative to resolve his position is due primarily to the many "jurisprudence" in explaining his view on the insistence of Arslan and those behind him to link the meeting of the Council of Ministers to refer the mountain incident to the Justice Council.
She added that the Director General of Public Security, Major General Abbas Ibrahim was launched in his mediation in the light of the amendments made to it and accompanied by the Minister of State for Presidential Affairs Salim Jerisati, from marketing to the settlement to reconsider the resumption of meetings of the government, and is based on the file of the investigation conducted by the «Information Division» The Internal Security Forces and at the request of Acting Public Prosecutor, Judge Emad Qablan, to the Military Court. "The majority of the parties dealt with this director as having come at the initiative of President Aoun after Nabih Berri was the first to propose it when he met with him, but it later transpired that Jarzati hurried to wash his hands from him, , Which explains the rigidity he showed and shows through his (semi-daily) tweets or through his government representative Saleh al-Gharib, who repeated the same position at his last meeting with the prime minister. " The sources ask: "The validity of what is said that President Aoun was behind this proposal; it was put forward in an attempt to open a gap in the direction of consensus on a settlement, without changing his position in adopting referral of the incident to the Justice Council."
Although the ideas for absorbing the mountain incident did not make any progress that could be established to create a breach that would pave the way for consensus on the way out, the strange minister's statement that the "military court" is the mandatory crossing to the "judicial council" remains within the will, The profile to «العدلي»!
As for Hariri's reluctance to call on the Council of Ministers to convene, it does not mean that he will be distracted from it, especially since this call is consistent with the position of President Berri, who believes that there is a need to activate the government's work. The political circles are waiting for what Hezbollah Secretary General Hassan Nasrallah will say in his speech today on the government situation.

On Monday 22 July 2019, the President of the Supreme Judicial Council, Judge Faik Zaidan, called on the House of Representatives to lift the immunity of its members "accused of corruption cases" during their executive duties, stressing cooperation among all bodies in the field of integrity issues.

And Navi Sills, is one of the most powerful and special units of the Special Forces in the US military, the Special Operations Force Primary Navy.
The Navi Sills team was involved in the killing of former al Qaeda leader Osama bin Laden in May 2011 in Abbottabad, eastern Pakistan.
The Joint Task Force commander in Iraq ordered the Silesian team to be relocated to San Diego, California, because of irregular discipline outside the operations, according to the published statement.
A defense official familiar with the case told CNN that the move came because of allegations that the team consumed alcohol after service times, in violation of the general orders issued by the forces involved in foreign campaigns.

I really think this weekend is in play ...We have been on edge a long time...but today…I think is a day we should be alert and on edge...I am very excited about what is happening today...
7-25-2019 Newshound Guru Kaperoni This is not speculation. If you go back and look at the last Article IV consultation which might have been in 2016 or 17 they specifically said in there that they should accept article VIII to send a message to the world that Iraq's banking system is open for business...Of course the dinar wasn't in compliance then so they couldn't. The step holding them back was the ability to sustain and manage the currency for 90 days or more and its been 16 17 months now. They have met the criteria. They just need to write the letter...If they want the money and they want the investment. And they want to rebuild they gotta put on the boots and jump across the pond... [Post 2 of 2]
7-25-2019 Newshound Guru Kaperoni [Question: Does the IMF have to invite Iraq into Article VIII or has the invitation been out there since the IMF has been working with Iraq?] ...They are not necessarily "invited" but they are in Article XIV...a developmental put your procedures in place and prove your abilities to manage money and to manage monetary policy. It's at a lesser level than Article VIII...There's no specific time frame but...they're supposed to be 'constantly striving to move into Article VIII'. And they're not going to get the benefits of Article VIII until they do. If they remain in Article XIV the banking system remains closed because it's a risky venture to engage with their banking system. [Post 1 of 2]
7-25-2019 Newshound/Intel Guru Mnt Goat Article: "IRAQ: SIGNING OF A NEW AGREEMENT WITH THE US STOCK EXCHANGE ON THE TECHNOLOGY OF TRADING AND DEPOSIT SECURITIES" If they were not going to relist (reinstate) the Iraqi dinar on FOREX then why ...would they be getting all this Nasdaq technology synced up? Trading the ISX on Nasdaq can not happen without the reinstatement of the dinar on FOREX first. Get it? This is a FACT not my opinion. The placeholder for the IQD is already established on FOREX and we are waiting for the rate to pop in.

7-24-2019 Newshound Guru Kaperoni The rate has not moved...its pegged to the dollar. Monitoring any kind of Forex or other service is a waste of time because it's just reflecting the dollar strengthening or weakening...the only official site for the dinar is CBI. IQ. The Official Rate of the Iraqi dinar is 1190 and as I stated it is pegged. The Market Rate or Street Rate is the rate that the dinar is sold in Iraq which is currently around 1205 within the IMF 2% compliance... [Note: You can always see the CBI's latest reported official rate and market rate for the dinar on the left side of this page.]

A deputy announces the suspension of his membership in parliament to protest against the delay of questioning two ministers
2019/7/25 15:25
[Baghdad-where]
MP Yusuf al-Kalabi, on Thursday, suspended his membership in the House of Representatives in protest against the delaying request to question the ministers of finance and oil on the issue of oil revenues from the Kurdistan region.
According to a document issued by his office today, Al-Kalabi said, "I have responded to this work to be the voice of the vulnerable of the Iraqi people, without distinction between one person and another on the basis of religion or doctrine or race or nationality, but all Iraq is home and all its people are my family."
"When I asked for equality between the people and the disclosure of oil money in the region did not target the Iraqi Kurdish people, but the theft of funds in Kurdistan, and when I asked to host ministers from the stakeholders did not mean only to know what the people and what it is.
"I am surprised by the lack of respect for ministers hosted by the Council of Representatives, this means disrespect for the people or at least to underestimate the national voice and reduce it," adding that "the file of non-delivery of oil and imports of border crossings and other resources is one of the most important files as well as unfair distribution of funds between the provinces" .
"I have decided to suspend my membership in the House of Representatives from July 25 until August 1 2019," he said, calling on members of the House of Representatives to support him in this demand.
The MP for a coalition of state law, Mansour al-Baiji, confirmed Thursday, that the continuation of the Minister of Finance to send funds to the Kurdistan region, is a violation of the federal budget law and the wealth of the provinces.
"The parliament voted on the budget this year, which stipulates that 250 thousand barrels per day of oil will be sent to the federal government until the regional share of the budget is sent, but the Kurdistan government did not send one barrel of oil and the Minister of Finance sends money to the region."
Al-Baiji said that "the Minister of Finance is acting in a national way and he works for the Kurdistan region and not for Iraq as a minister of the federal government and this is clear to all through his insistence on sending money despite the lack of commitment of the Kurdistan government to send oil and other imports as stipulated by the federal budget, To "intervene directly to preserve the wealth of other provinces that loot in front of everyone."
