Doubts about the possibility of resolving the differences of Baghdad and Erbil on oil and budget
Baghdad: «Middle East»
Baghdad and Erbil, struggling with an economic crisis, have resumed negotiations over oil and the budget for the autonomous region, two old disputes that remain unsettled, according to a number of experts.
Relations between Baghdad and Erbil have been strained for years, and worsened in 2014, when the Kurdish region took advantage of the prevailing chaos, following the invasion of an organization calling for the country to start exporting oil from its territory to Turkey directly.
Arbil and then-Oil Minister Adel Abdul Mahdi, who became prime minister, reached an agreement, but it has not been fully implemented. The Kurdistan authorities demand a larger share of the federal budget. The Kurdistan region produces between 400 and 500 thousand barrels per day. But, officially, it has to issue 250 thousand barrels per day through the company «Sumo» government oil, and to pay the revenues resulting from the remaining to the federal budget.
In return, Baghdad should pay about 12 percent of its federal budget to Erbil ($ 8.2 billion). The budget of 2019 precedent, namely to pay Baghdad salaries of employees of the Northern Territory, without requiring that Erbil to return oil revenues. But in fact, if Baghdad pays salaries monthly to its employees, it does not pay the budget allocated to the Kurds, saying that all the black gold in Kurdistan is exported to Turkey without going through its facilities.
Once named as the new head of the Kurdistan Regional Government, Barzani delighted to Baghdad, calling for "leaving the conflicts of the past behind us." According to Agence France-Presse, a government source points out that the fact that his "rush" to appear in Baghdad is "a good sign." Thus, the formation of joint technical committees to agree on the budget 2020. It seems that the region is determined to negotiate because it is strangled financially because of debts of the size of «14 billion dollars», according to Barzani. But the number is actually twice that, according to a number of experts.
As for the salaries of employees, it reached a record of 8.9 billion dollars in 2019, according to Erbil. Baghdad, however, allocates only $ 4.6 billion, citing fake jobs among its 1.2 million employees.
Economist Ahmed Tabgali says that with just $ 3.5 billion in oil revenues after deducting costs, according to experts, the region has not paid its staff for months. The dispute between Baghdad and Erbil "kills the economy of Kurdistan, people do not know whether they will be paid at the end of the month, and this affects the economy and investments, and more," says Kurdish MP Sarkot Shamsuddin. Erbil sees Adel Abdul-Mahdi as the best partner, he is "sympathetic, and agreements have already been signed with the Kurds," Shamsuddin said.
For his part, the prime minister, an independent who came to power unanimously against the divided deputies, is looking for a firmer base. In this context, he believes that Abdul Mahdi, burdened with parliamentarians quarreling among themselves, may find in the Kurds «natural allies».
The goodwill pledges between the two sides provide a "basis for dialogue," according to an official from the disputed oil province of Kirkuk, but "no resolution to solve the issue" so far. The same official adds that there are "regional and international interventions," while OPEC, foreign oil companies and the US ally regularly comment on the conflict between Erbil and Baghdad.
For her part, the expert on Iraqi oil affairs, Ruba al-Husri told AFP that Erbil and the federal government are in a dead end because the former rejects any federal control over its borders, oil and revenues, while the second does not talk to the Kurds with one voice. "Any new agreement will remain temporary and will have the same flaws as before."
To get parliament's approval, Abdul Mahdi will have to convince many MPs who accuse him of making too many concessions to the Kurdistan region.

IBBC visits Ramadi and Baghdad
29th July 2019
This past week, IBBC’s ,
Christophe Michels, Managing Director of the Iraq Britain Business Council (IBBC), and IBBC’s Deputy Chairman, Eng. Rasmi Al Jabri, visited Iraq with Brigadier James Ellery CBE, Chairman of Turnkey LLC.
The main focus of the visit was construction and redevelopment in Ramadi, Anbar Province, which has undergone a remarkable period of change since Islamic State was ousted from the area.
While in Ramadi, IBBC met with a number of tribal leaders, local business figures and the provincial governor, Mr Ali Farhan Hamid, who shortly intends to visit the UK. IBBC looks forward to hosting him on this trip, and will be organising events which will allow its members to meet and network with him in the near future.
Mr Michels commented:
“Overall, this trip was a great success. While always good to connect with members, it was particularly impressive to see how far the Anbar Province has come since its liberation from Islamic State.
“The level of infrastructure and construction I saw is some of the best in Iraq, and increasing long-term stability offers real potential for foreign investors.”
IBBC also visited Baghdad, where they met Dr Thamer Ghadhban, Deputy Prime Minister and Minister of Oil, Abdulkariem Al Faisal, Chairman the Prime Minister’s Advisory Commission, Professor Hamid Ahmed, Deputy Minister of Higher Education and Dr Salar Ameen, Deputy Chairman of the National Investment Commission.
They also hosted a dinner at the Alwiyah Club, which was kindly sponsored by the Iraqi International Islamic Bank and attended by over forty IBBC members.
A particular highlight of the trip’s time in Baghdad was a visit to the Iraqi National Museum. While closed for a number of years after the war, it has now reopened to the public, and is a world-leading collector and displayer of ancient artefacts from the region.

7-29-2019 Newshound Guru Kaperoni The once [one?] restriction appears to be a combination of the CBI requiring participants in the auction to have a bank account, and also the 2% spread. It does say the IMF is monitoring the situation. It does seem to be something that can be resolved fairly quickly if need be and it will be interesting to see what the IMF says in the future on this since the CBI has meet the 2% spread rule for the past 16+ months. 7-29-2019 Newshound Guru Kaperoni There is some confusion about Article XIV and Article VIII. If you go back and look at a few older Article IV Consultations I believe you will find that Iraq has met Article XIV conditions for a while. Therefore, they need to solve that prior to the IMF giving their blessing for acceptance into Article VIII. [post 1 of 2....stay tuned]
