Legal expert: Continuing excessive violence against demonstrators will put Iraq under international guardianship

28-01-2020 01:28 PM

Baghdad / news

Legal expert, Ali al-Tamimi, stressed that the continuation of excessive violence against demonstrators would place Iraq under international guardianship.

Al-Tamimi told Al-Ikhbaria that "the condemnation by 16 countries of excessive violence against demonstrators will mark the gradual start of international sanctions with the presence of 3 countries including permanent members of the Security Council and others in the European Union. It is noted that these countries from all continents and this may constitute a pressure on The United Nations to submit the matter to the Security Council, as the violence violates Articles 2 and 19 of the Universal Declaration of Human Rights and Article 22 of the Charter of the International Covenant, signed by Iraq.

He explained that "the continuation of this repression, especially after condemnation by Amnesty International, Human Rights Watch and Iraq, exposes Iraq to the sanctions stipulated in Articles 39 to 51 of the Charter of the United Nations, which begin and warn and end with the international trusteeship."

He added, "These crimes do not drop by statute of limitations and do not exempt superiors from criminal responsibility in accordance with articles 48 of the Penal Code, 24 of the Military Penal Code and 52 of the Internal Security Forces law ... Iraqi ... and they do not fall out of statute of limitations or the lapse of time according to Article 28 of the Criminal Court Law." International. "

And it shows that "this is genocide, according to the 1948 Genocide Prevention Agreement signed by Iraq. In addition, it will attack the embassies according to the 1961 diplomatic relations and embassy protection agreement."

The conversation between Abdul-Mahdi and Pompeo comes amid calls by several Iraqi parties to withdraw American forces (Reuters-Archive)

Caretaker Prime Minister Adel Abdul-Mahdi and US Secretary of State Mike Pompeo discussed the situation of foreign forces in Iraq, in light of demands to withdraw them, and the security of the American embassy in Baghdad after a new missile attack on it.

The office of Abdul-Mahdi said that Pompeo expressed - during a phone call that took place between them yesterday evening - his country's readiness to conduct serious discussions on the presence of foreign forces and cooperation to achieve Iraqi sovereignty.

The statement added that Abdul-Mahdi promised to reinforce the Iraqi forces responsible for protecting the US embassy in Baghdad.

For its part, the US State Department said that the Minister affirmed during the call his country's readiness to discuss the scope of the American forces' presence in Iraq over time.

After the assassination of the Quds Force commander, Qassem Soleimani, and the second man in the Iraqi popular crowd, Abu Mahdi Al-Muhandis, in a US raid in Baghdad early this month, the Iraqi parliament adopted a resolution authorizing the government to withdraw foreign forces, including more than 5,200 American forces.

Abdul-Mahdi himself also asked Washington to put in place mechanisms to withdraw its forces from Iraq, and President Donald Trump responded by threatening the Iraqis with sanctions that included billions of dollars in damages if they insisted on expelling the US forces in a humiliating manner.

For its part, the US Department of Defense said in the middle of this month that it had no plans to withdraw its soldiers from there. d

America announces a shocking decision to Iraq

Shafaq News / A spokesman for the US Air Force announced the suspension of all shipments of American weapons and ammunition to the Iraqi security forces.
In an email to the US Department of Defense, spokesman Bryan Perkins said that the shipments include parts and missiles for the Iraq fleet of F-16s, adding in his letter, seen inside Inside Defense, that delivery of weapons will resume when conditions in Iraq are safe enough.
The news portal added that the handover will return again "when the environment in Iraq is safe enough to resume." The last shipment was delivered on November 14.
A $ 1.8 billion deal was signed in May 2016 on Sidewinder missiles, Maverick missiles, and other weapons for Iraq.

BasNews 28/01/2020

Kurdistan Region President Nechirvan Barzani has condemned the rocket attack on the US embassy in Baghdad, saying that the diplomatic buildings in the country must be protected.
Barzani's statement came one day after five rockets targeted the Green Zone in Baghdad, one of them reportedly burned down the canteen of the US embassy.
The Kurdish president argued that such attacks will result in serious damage to Iraq's interests and stability in the country.
He also made it clear that the international law should not be violated, and that no foreign diplomats should be harmed.
Meanwhile, Barzani said, Iraq cannot be a battleground for regional and international parties.

Aversion of Iraqis and Lebanese from foreign interference

Last update: Tuesday 28 January 2020
The popular protests in Iraq and Lebanon clearly targeted corruption and the deterioration of economic conditions, but another factor that we must not ignore is the widespread frustration with the role that allied militias of Iran play in both countries. The concern of the Lebanese and Iraqis about the exploitation of sectarian groups from abroad to achieve regional ambitions, and this concern in itself is considered a new development.
In my 2013 book entitled Looking at Iran, I mentioned the rise and fall of Iran's image in Arab public opinion. Our polls at the "Zogby Research Center" concluded that while Iran had very large support rates in 2006 in every Arab country in which we conducted a survey, the approval rating ranged between 65% and 85%. But these positive numbers slipped in the following six years to less than 40% in every Arab country except Iraq and Lebanon, as support rates in both countries remained high at around 60%. Since then, the declining track of Arab tendencies in general towards Iran has continued, but this has been accompanied by an additional development. In our 2019 survey of Arab public opinion, we found that the Lebanese and Iraqis are now concerned about Iran.
And let's take a look behind the numbers. In 2006 and early 2008, Iran was well placed in the Arab world. The American invasion of Iraq and the Israeli attack on Lebanon not only led to anger throughout the Arab world, but these developments also provided Iran with an opportunity to support its position in facing the West. The Iranians claimed that the other Arab countries did not stand up to the United States and Israel. This rise in the Arab world to support Iran began to erode in 2008, when Hezbollah, its ally in Lebanon, resorted to arms in its dispute with its local Lebanese opponents. Iran appears to have become more interested in supporting sectarian conflict to serve its interests.
Then, high support rates for Iran in the Arab world began to decline a few years later, when Iran supported President Bashar al-Assad in the Syrian civil war and recruited sectarian militias from across the region in the fighting to support the Syrian regime. Even under these circumstances, the Iraqi and Lebanese attitudes toward Iran remained positive, partly because the wounds caused by the United States in Iraq and the Israeli violations in Lebanon were a greater threat than Iranian interference.
In the following years, support rates for Iran continued to decline throughout the Arab world, with Tehran increasingly appearing in events in Iraq, Syria, Lebanon and Yemen. When Iranian leaders boasted of their influence in several Arab capitals, the Arab public began to view Iran as a troubling intruder serving its interests rather than supporting the resistance.
By 2018, with the exception of Iraq and Lebanon, the highest rate of support for Iran in any Arab country in which polls were conducted was 20%, and that was in Jordan, down from 70% in 2006. The lowest rate of support was in Egypt, at less than 5%. However, support rates for Iran in Lebanon and Iraq remained at 60%.
One of the somewhat worrying results in these polls is the apparent sectarian divide in attitudes toward Iran in countries with large proportions of Sunnis and Shiites that can be measured. This, of course, is responsible for the much higher support rates that Iran obtained in Lebanon and Iraq, but a similar division has been observed in some Gulf countries.
When we conducted our poll in 2019, we noticed a marked change in attitudes towards Iran in Lebanon and Iraq. We asked respondents to identify areas of Iranian policy that are of concern to them, and arrange the importance of these areas for them. The respondents mentioned nine areas, and nearly six out of ten Lebanese indicated Iran's interference in their country as the most worrisome. Seven out of ten Iraqis indicated that they were concerned about Iran's involvement in their country. More importantly, nearly half of the Iraqi Shiites and a third of the Lebanese Shiites were among those who agreed that their greatest concern about Iran was its interference in their country's affairs.
Therefore, it is not surprising that Iran became one of the targets of the protesters' anger when massive protests erupted in Iraq and Lebanon. This does not reduce the dissatisfaction of the protesters with the deteriorating economic situation. Our opinion polls in the two countries showed the public’s deep dissatisfaction with their current conditions and even their weak hope for changing these conditions in the future. This new frustration with Iran does not mean that the Lebanese and the Iraqis now feel that they are closer to the United States. The best tendencies towards the United States in both countries can be described as “lukewarm,” but this means that the time has passed when Iran and its allies could work without Fear of negative repercussions. When the pro-Iranian militias were mobilized to attack protesters in Lebanon or to shoot in Iraq, Iran's list of priorities became clear, which could end its influence in both countries.

The protesters of Iraq are back to setting up their tents ... and 2 people have been shot dead by unknown persons

Iraqi demonstrators have re-installed their tents that were burned across Iraq, in an attempt to continue the momentum of their protests amid fears of an escalation following a missile attack on the American embassy in Baghdad, while two demonstrators were shot dead by unidentified gunmen in Nasiriyah, and 75 protesters were injured in clashes with the police.
The protesters are calling for early elections under a new electoral law, for an independent prime minister and for accountability of corrupt officials and those who have ordered the use of violence against the protesters.
Unidentified gunmen in the four-wheel drive cars stormed and burned the tents of the protesters in Al-Haboubi Square in the center of Nasiriyah, and these gunmen opened fire on the protesters and burned their tents, which turned into rubble, killing two protesters.
Police and a medical source said that at least 75 protesters were wounded, most of them by live bullets, in the Nasiriyah clashes. The police fired tear gas at the protesters, and protesters stormed a police station and set fire to at least five cars that were parked inside before they left, and protesters in Nasiriyah also began to Building brick structures after unidentified gunmen burned their tents.
To that, the Iraqi Ministry of Foreign Affairs expressed its categorical rejection, and its denunciation of what it described as the "aggression" that targeted the United States Embassy the night before yesterday, and the ministry said in a statement: "While the Ministry stresses its disapproval of this violent act condemned by law and custom affirms It is most keen on preserving the sanctity of all diplomatic missions operating in Iraq, in compliance with the provisions of the Vienna Agreement to regulate diplomatic relations between countries of the world, and in the interest of bilateral relations, and to care for the mutual interests of all ».
The US embassy in Baghdad was hit by five Katyusha rockets, one of which landed on the embassy building, wounding several people whose numbers and nationalities were not specified, and the United States called on Iraq to protect American diplomatic facilities.
A spokesperson for the US State Department said in a statement: “We call on the government of Iraq to fulfill its obligations to protect our diplomatic facilities. Since last September, more than 14 attacks by Iran and Iranian-backed militias against American personnel have occurred in Iraq, and the security situation remains tense, and armed groups backed by Iran is a threat. Therefore, we remain vigilant. ”
Anti-government activists fear that the conflict between Iran and the United States will end their protest movement, which is the largest popular protest in Iraq in decades.

Shafaq News / Zimbabwe, which is subject to Western sanctions and China refuses to provide aid, has turned to the Arab Gulf states in an attempt to find another way to stop the economic decline in the country, according to "Bloomberg" agency.
The agency quoted government officials familiar with the state's plan that Zimbabwe was considering selling a stake in the national oil company to the United Arab Emirates, and also wanted to sell more gold to it.
President Emerson Mananagua said earlier that Emirati investors will build solar power stations in Zimbabwe, after the UAE opened an embassy in the African country last year, and after Dubai's contribution to the relief efforts that followed the devastating hurricane in 2019.
Zimbabwe's economy is suffering hard, and is likely to post a contraction of more than 6% last year, according to government estimates, while half of the country's population needs food aid.
And inflation increased in the African country to more than 500%, and the value of its currency fell more than 90% against the dollar after the elimination of the link between the two currencies in February last year.
And Zimbabwe is looking to sell a stake of up to 25% of the country's National Oil Infrastructure Company, which owns warehouses for storage in Mozambique in addition to other local sites, as well as gas stations and a pipeline to transport oil products.

Energy & Precious Metals - Weekly Review and Calendar Ahead
Commodities Jan 26, 2020 11:58 GMT By Barani Krishnan Investing.com - The oil bears and gold bugs are back. The question is how long their host - the coronavirus - lets them stay. For weeks, WTI at above $55 and Brent at north of $65 had felt as unreal to some crude traders as the daily record highs on Wall Street. To some, of course, oil’s continued upside from 2019 was more than justified. And they may be right. Supply risks are higher now than a year ago, with OPEC+ pledging 75% more

Wells Fargo continues to face the overhang of the scandal. The company didn't perform as well recently; however, memories fade and the company remains profitable. 1-27-2020    Newshound Guru Breitling    ...Let's talk about the information that comes from the CBI - the chart where you see it  [the note count] coming down...I don't have access to the CBI but I do have friends that have access to the CBI.  Basically their answer was until the CBI corrects that and puts out a statement that's what you live by...what you can count on is the rate is correct.  And also when they say they are reducing the note count, they've always reduced the note count.  Until the CBI corrects it follow the trend.  They've never not followed through on what the trend was...they're reducing the note count.  That's it...has the CBI come out and said they've made a huge mistake...no they have not...the overall trend is they are reducing the note count...Iraq's going to revalue their currency...

I am feeling great about where we are.  My Redemption Center folks are at work today and expect to be in all week long. My last contact in Iraq was Saturday night and they are still expecting a new rate at any time. ...we are in such a great spot right now.

...stop worrying about the formation of the government.  Iraq has been approving and amending laws.  At the end of December they approved the Election Law or amended it.  Just a few weekends ago they amended the Financial Management Law.  Iraq has come too far setting the stage to go back now...Timing is critical to them...the current PM Mahdi will just continue to stay in that position for like another 3 months.  January, February,  March.  That means he's in there at least until Q1.  They're also saying this week they'll probably put another PM in on Thursday-ish...either way their overall progress is too far along to go back...Iraq's government is fine.  The current status of the government will not slow down the rate change...Iraq has enough stability.  They've come too far along to stop right now..

1-27-2020 Newshound Guru MilitiaMan Article: "Al-Nassiri: We need a systematic movement for economic reform" No doubt we would like the party to get started and based off the article from Nassirri, it tells us they are doing things and in fact are ready for exactly what we have been waiting for all these years. For instance, the CBI spent about $190 million on nscn's and fils, reduced the note count by 45 trillion real close (See Charts at CBI), have a large deficit noted in the next budget that cannot be filled based of their recent note count reduction...The End of Month is coming soon and they have reporting to do. If they have a significant rate change above a program rate they'll need to announce it ahead of time or real close, as this time it wont be based off a program rate...
