KUWAIT CITY, Jan 2, (Agencies): The State of Kuwait expressed, Thursday, strong condemnation towards the attempt to storm the US embassy in Baghdad, deeming the action as a clear violation of the 1961 Vienna Convention on Diplomatic Relations as well as a breach of international laws and norms.

The incident put the embassy's staff at risk, said the Foreign Ministry in statement, calling on all Iraqi parties to exercise self-control. The statement wished for security and stability in Iraq during the critical situation sweeping the country. Iran-backed militiamen withdrew from the US Embassy compound in Baghdad on Wednesday after two days of clashes with American security forces, but US-Iran tensions remain high and could spill over into further violence.
 
The withdrawal followed calls from the government and senior militia leaders. It ended a two-day crisis marked by the breach of the largest and one of the most heavily fortified US diplomatic missions in the world. The attack and its volatile aftermath prompted the Pentagon to send hundreds of additional troops to the Middle East and US Secretary of State Mike Pompeo to delay a European and Central Asian trip. In an orchestrated assault, hundreds of militiamen and their supporters broke into the embassy compound, destroying a reception area, smashing windows and spraying graffiti on walls to protest US airstrikes against an Iran-backed militia over the weekend that killed 25 fighters.
 
The US blamed the militia for a rocket attack on an Iraqi military base in the northern city of Kirkuk last week that killed a US contractor.
 
The protesters set up a tent camp overnight and on Wednesday set fire to the reception area and hurled stones at US Marines guarding the compound, who responded with tear-gas.
 
There were no injuries on either side and no American staff were evacuated from the compound.   • Separation. A third potential route is separation, either at Iraqi request or because Washington decides to suspend security, economic, and diplomatic cooperation. No one in the US government is currently advocating this route, but it could become necessary if the Iraqi government orders American personnel out via new legislation or fails to protect them from militia attacks. In either case, the consequences could be severe, whether temporarily or for the long term. Security cooperation against the Islamic State would mostly cease, and the non-US members of Combined Joint Task Force-Operation Inherent Resolve (CJTF-OIR) would depart along with US forces — including most of the G20 nations, Baghdad's most powerful allies. Iraqi diplomatic significance would diminish enormously, and economic cooperation could cease as well (eg, US protection of Iraqi assets from lawsuits; Iraqis' ability to conduct transactions in US dollars). At the same time, potent new policy options could open up. Sanctions would likely increase with less reason for restraint. Military options against Iranian proxies would also increase, not only for the United States but also for Israel, making Iraq more similar to the counterterrorism free-fire zone in Syria. US-designated terrorists active in Iraqi politics would become more exposed to kinetic targeting.
Given the long list of attacks and other abuses aimed at the American presence, the US government has seeminging — and rightly — linked that continuity is not an option, and that tougher love is therefore worth trying for a while. If the results are not satisfactory, however, Washington appears prepared to move toward some form of separation. Accordingly, finding the right blend of continuity and tougher love is the order of the day.

US PRIORITIES IN IRAQ

Like the majority of the international coalition, Washington's goal is to help establish a sovereign, stable, and democratic Iraq. A range of important Iraqi actors share this vision: Shia leader Ayatollah Ali al-Sistani, President Barham Salih, Speaker of Parliament Mohammed al-Halbousi, most of the ongoing nationwide protest movement, and many moderates in the parliament, political parties, and security forces. Washington can help them bring this vision back into focus by taking the following steps:
  • Ignore the withdrawal campaign. US officials should not waste any further effort countering the militias' continued effort to bring a parliamentary motion on removing US forces. If such legislation is passed and implemented, so be it — Iraq has every right to remove US forces, and military separation is an option Washington can live with. Fortunately, the government is unlikely to evict US troops, as shown by the three failed efforts to do so in 2019.
  • Secure US persons. Trump administration officials should continue to send strong signals that serious attacks on US facilities and personnel — not necessarily just lethal attacks — will be met with painful retaliation at a “time, manner, and place of our choosing,” as Secretary Esper put it. This message was clearly communicated by the severe damage that US airstrikes inflicted on Kataib Hezbollah bases on December 29, but it must be continually reinforced. At the same time, preemptive strikes should only be launched under certain circumstances — namely, when attacks on US facilities are imminent, when video evidence of such threats can be quickly declassified and provided to underline the rationale, and when collateral damage risks are negligible.
  • Punish bad actors. Beginning this month, the US government should increase the available manpower for Treasury Department efforts to sanction a wide range of Iraqi politicians and militia leaders under counterterrorism authorities and the Global Magnitsky Act. The best way to open that campaign is by sanctioning Faleh al-Fayyad, the longtime national security advisor responsible for abetting a range of attacks on Iraqi protestors and US sites. As for far-reaching economic sanctions or other actions that might be seen as collective punishment, they should be reserved as a deterrent against major attacks. The United States should also push European allies such as Britain — whose troops were killed by Kataib Hezbollah prior to 2011 — to designate that group as a terrorist entity.
  • Restore security at the international zone and airport. Days before the US embassy attack, the Iraqi government handed responsibility over the zone's security to militia officer Abu Muntadher al-Husseini (birth name Tahseen Abid Murat al-Abboudi), a member of the Iran-backed Badr Organization who serves as the prime minister's advisor on Popular Mobilization Force affairs. Washington should call on countries with embassies in Baghdad to signal their reasonable expectation that he be replaced with a trustworthy professional officer. Likewise, the current director of Baghdad International Airport is Ali Taqi, a Badr intelligence officer who recently awarded ground handling services to a Kataib Hezbollah front company.
  • Restore command-and-control. Many professional officers have been purged from Iraqi military commands as a result of militia pressure, including Counter Terrorism Service head Abdul-Wahab al-Saadi, Anbar Operations Command head Mahmoud al-Falahi, and Baghdad Operations Command official Jalil al-Rubaie. If capacity-building efforts are to be continued, the United States should work with key CJTF-OIR partners — Australia, Britain, Canada, France, and Italy — to review security cooperation, restore purged commanders to appropriate roles, and press for the removal of malign commanders.
  • Relegitimize the government. Until Iraq has a permanent government under a new prime minister and a refreshed cabinet, the militia shadow state will continue to run the country. In fact, constitutional deadlock is likely the preferred end-state of Iran-backed militias, since it would leave them as de facto rulers. The December 24 passage of a new election law has given Iraqis a powerful tool for revitalizing their political system, since protestors can now use it to enact their demands through independent choice. In order to boost this effort and facilitate early elections, Washington should keep working with the UN, EU, and individual nations to support the appointment of an independent Higher Electoral Commission in Iraq. Finally, the best way to signal American support for reform is via well-publicized efforts to foster good governance, delivery of government services, anti-corruption measures, and private-sector growth.

Rafidain Bank announced late Thursday, the distribution of civil and military pensioners' salaries for January.
 
The bank’s media office said in a statement received by Al-Akhbaria, that the salaries of civil and military retirees for the month of January were disbursed through electronic payment tools.
 
The bank added, "Civil and military retirees can receive their monthly salaries from anywhere they are."

1-3-2020   Newshound Guru Kaperoni   There is a rumor...that the CBI reduced the money supply from 45 trillion or so to around 5 trillion. This is not possible on many fronts. Though the CBI reports website shows such a chart it is not possible.   1. the CBI continues the currency auctions. And the auctions are based on a "balance" of dinar to dollars. Offsetting that would create substantial demand for the currency.   2. the CBI has come out on numerous occasions that 70% or so of the currency in circulation is "chunky" meaning it is outside the banking system. In homes, under mattresses etc. If the money is outside the banking system as stated the CBI would not have access to it to reduce it.  So one can conclude that the chart is wrong.

  ...I've been getting emails of people asking me about the graph from the CBI...it shows the drop in currency...if you go back...what was the value? About $3.25...they had between 1 and a half to 2 billion notes in the market...that was the number that we needed to watch.   The chart that you guys are looking at is very important...there it is from the CBI...Look how much the currency has dropped. Here's what we don't know.  We don't know how many denominations are out in public.  In other words how many 25K notes.  How many 10K notes.  How many 5K notes.  So even though they say they've dropped the note count it doesn't give us enough information to determine how many dinar are out there.  But we can see they dropped the note count.  It's right there in front of you.  [Post 1 of 2 Stay tuned for the rest of the story]

 ...For the CBI to launch the project to delete the zeros any time soon would take a miracle. However, I am not hearing the CBI is going to postpone again due to the current situation. But this puzzles me as to why they would do this in the midst of such chaos...We see much instability issues now in Iraq. This situation is close to a major escalation but not yet. Some foreign investors are pulling out of Iraq but this can still be salvaged. The government must find solutions very soon or years, if not decades, of work will be lost...I still keep my hopes up that the CBI may still move forward in the midst of the turmoil...There is still a window of opportunity remaining. Let's just see how it all plays out..
 
 
1-2-2020   Newshound Guru Breitling  ...a lot of stuff we've been looking at...everything is coming down the road.  Everything is lining up.  If people are not excited about this they're never gonna get excited...you have Iraq telling you that they have a new budget based on lower oil prices and its determined by investments.  And so what are they gonna do?  They're gonna reduce their note count.  They're gonna start doing what we've been talking about...they said that they needed to add value to their currency.  Now they are dependent only on that because they have to add value to their currency to get into the international markets...we couldn't be in a better position.  That's why I've been so positive...there's nothing else they need to do.  They took the cover off of everything.  All this stuff is in the news.  They're telling everybody what they're gonna do.

From Gov. and military sources…they are looking from the 5th  to the 15th. ...the banking side is saying “now” because that is what they hear from those above them in the chain of command….The military is looking for indicators like what is happening, where troops are moving to protect things ect…the government side looks at treaties, signatures, voting on this and that… so the different groups look at different things to estimate timing...

Prime Minister Adel Abdul-Mahdi received a phone call at 19:30 from US President Donald Trump, who inquired about the situation in Iraq and the developments surrounding the American embassy in Baghdad. The Prime Minister explained that it came after the traumatic recent events and that his sovereignty had already been explained - two days ago - to the US Secretary of Defense, Mr. Esber, the seriousness of its consequences. The Prime Minister stated that the Iraqi security forces continue to fulfill their duty to protect the US embassy and other diplomatic missions and representations.

In talking about the regional situation, the Prime Minister stressed that the Iraqi government has always sought to maintain good relations with neighboring countries, including the Islamic Republic of Iran, as well as friendly western countries, particularly the United States of America, but the situation has deteriorated due to differences between the two sides and that Iraq wants to be a country of negotiation and calm To keep the danger of war out of Iraq and everyone. The Prime Minister stated to the American President: You remember that you do not want war and we hear from the Iranian leaders a similar position. Iraq has stressed the importance of negotiations or at least reaching realistic arrangements and agreements to calm down.

President Trump stressed his confidence in the importance of the role and leadership of Iraq and what it can play in this regard, and the two Presidents agreed to keep direct lines open between them to follow up on the matter.

The US Secretary of State, Mr. Pompeo, and his assistant, David Hill, have called to follow up on the latest developments in the country.

Allawi: Attacks on diplomatic and military missions are not appropriate for Iraqis

The leader of the National Coalition, Iyad Allawi, confirmed on Thursday that the teachings of Islam must respect the guest, pointing out that the attack on diplomatic and military missions is not appropriate for the Iraqis and their morals.

Allawi said, in a statement received [Wayne] a copy of it: "We follow with great concern the developments of the recent events taking place in the country and the attack on the embassy of the United States of America and its repercussions, while we affirm that the demonstration and sit-in is a constitutional right according to legal methods and methods."

He added: "Ambassadors and guests have been respected and appreciated since Islam and what came before it, and the Messenger of God has respected all agreements in this regard. Therefore, commitment to the guidance of Islam and the morals of prophecy requires that it be confirmed by deeds and not by words, as also the principles of Iraqi hospitality and Iraqi generosity and chivalry."

The salaries of retirees are paid early next week and carry good news for them

The General Retirement Authority announced today, Thursday, that the salaries of retirees will be disbursed with the increase early next week.
The body said, "The beginning of next week will be the date for the payment of pensions with the increase."

The Cisn referred the reasons for the delay in the payment of salaries, the procedures for linking the increase and introducing the legal amendments voted on.

The President of the Republic, Barham Salih, had approved the unified retirement law, after its approval in the House of Representatives.

The new increase in the salaries of retirees amounts to 100,000 dinars.
