The budget is waiting on the rate change now. All of the demonstrators demands are waiting on the rate change. They need a stable government and to ensure the wealth of Iraq stays within Iraq... I...told everyone that my last talk with the CBI said that they were still moving along with the “project to delete the zeros” in spite of the turmoil with the government. Remember there are two parallel paths moving along. One path is the financial reforms of the CBI and the other is what the government has to do to support it. The path of the government is along the lines of security and stability. So, do you really think Iraq has a stable government right now? ...This could suddenly change but not yet. I know many of you are expecting me to give some sort of new timeline today but...I can not give a timeline since the prime minister first has to be nominated and then ratified in parliament. Once this is done, I will contact the CBI and see what I can find out. Now you know they will never give me an exact time but they do give me information that leads me to conclude what they might be up to. So, we sit and wait.

Prime Minister Adel Abdul-Mahdi called to check on the health of His Eminence, the supreme authority, Sayyid al-Sistani (as long as his shadow), the effect of his eminence being exposed to a health problem that led to a fracture of the thigh bone and a surgical operation to allow it.
The Prime Minister confirmed his personal follow-up and the complete readiness of the Iraqi government and its apparatus to provide the best possible healthcare for his grace. And that the entire Iraqi people raise the most benevolent supplication and supplication to the almighty Alpari by granting His grace a speedy and complete recovery.

The Legal Committee exposes "serious" violations of the Rahman Mosque investment contract

Member of the Parliamentary Committee, Hussein Al-Aqabi, revealed, on Thursday, a number of "grave" violations mentioned in the investment contract of the Rahman Mosque by the Shiite Endowment Office.
Al-Aqabi said in a press conference today, "We mention below a number of fundamental and grave breaches that were mentioned in the contract to invest in the land of the Rahman Mosque by the Shiite Endowment Office:
1- The Shiite endowment concluded the contract of investment of the land of the Rahman Mosque with the Future Towers Company, contrary to the provisions of the endowments in the inadmissibility of disposing of them without the purpose for which they were stopped and without referring to the competent investment authority and not taking the approvals of the sectoral authorities and the Baghdad Municipality as the authority responsible for implementing the basic design law For the city of Baghdad No. (156) for the year 1971, and contrary to the provisions of the Investment Law No. 13 of 2006 amending Article 29 thereof, which states ((All areas of investment are subject to the provisions of this law except for investment in the fields of oil and gas production and investment in the banking and insurance sectors)) and mm It confirms those violations that the ownership of a piece of land Rahman Mosque transfer from the Ministry of Finance to the Shiite Waqf on (1/18/2012) to be limited to a charitable endowment benefit for that purpose.
2- The Court of First Instance for Commercial Cases in Al-Karkh issued on 24/7/2018 a decision stating the nullity of the aforementioned contract for its violation of the Investment Law and its violation of Regulation No. 7 of 2010 amended by Regulation No. 1 of 2011.
3- The Federal Financial Supervision Bureau report on 11/14/2017 indicated that the owner is the Shiite endowment for the plot of the land of the Jama’an Al-Rahman, and since the type of real estate and the charitable endowment is correct, it is not permissible for the Shi’ite endowment to dispose of it according to what was mentioned in the endowment argument prepared by the donor.
4- The Federal Financial Supervision Bureau report dated 11/14/2017 referred to the following fundamental observations:
A - The Shiite Endowment Funds Administration and Investment Commission has not formed a committee for auctions and tenders that will undertake the procedure of collecting auctions and tenders on suspended real estate, in contrast to Article 1/9 of the Waqf Bidding and Tender System No. 45 of 1969, as amended.
B - Failure of the Commission to form a committee to determine the value of the suspended property before concluding the contract with the buildings, in contrast to Article 1-10 on Second (1) and Thirteenth / 3-A of the above system.
C - The contract period with Al-Musattah reached 50 years, while Article Thirteenth / 3-B of the above system specifies the time limit for rental contracts for endowments, not exceeding 10 years.
D - Failure to include in the terms of the contract a clause requiring the flats to pay cash insurance of no less than 20% of the fees for the exploited and exchanged in contrast to Article 3 of the above mentioned bidding and tender system.
E - The priorities did not appear to support Al-Masshath obtaining an investment license issued by the National Investment Authority for the establishment of the project.
5- The Al-Rakha Towers contracting company with the Shiite Endowment Diwan on investing in the land of the Rahman Mosque presented an unbelievable instrument amounting to 12.5 billion Iraqi dinars, and the company withdrew it after it became clear that the instrument was not certified and without balance and then replaced it with a pledge to provide insurance after the contract which is a serious financial and legal violation .
6- The Shiite endowment administration did not obtain planning approvals for the sectoral entities, knowing that there is an area of 18 dunums dedicated to constructing a water tank for the Baghdad Municipality.
7- The financial incompetence of Al-Rakha Towers contracting company from the Shiite endowment office on the land of Al-Rahman Mosque, according to the letter of the Companies Registration Department dated (9/18/2017), which indicated that the company’s capital was 300 million Iraqi dinars and was modified on the date above to two billion dinars !!!.
How can a company with this amount of capital accomplish huge projects according to what is mentioned in the contract (5-star hotel, commercial markets, financial market, tourist games city, educational and tourist buildings).

8- The Rusafa Misdemeanor Court, which is concerned with issues of integrity, money laundering and economic crime, issued a judgment on January 6, 2019 that a director of the Shiite Endowment Funds Investment Authority be imprisoned for a period of one year due to corruption and legal violations in the aforementioned contract, knowing that the procedures for signing the contract referred to the Integrity Commission and issued a judicial ruling Concerning it, it was under the direct supervision of the head of the Shiite Endowment Office, according to the testimonies contained in the court’s decision.
