Banks, the return of the "gold standard": gold in financial statements becomes money
What is happening on the world gold reserves? A question therefore arises: is the promotion of gold the premise for applying a weighting of risk to the government securities held by banks? From the debt crisis, the regulators' objective was in fact twofold: to impose on the banking system to hold an adequate equity to cover the extent of the risks. In the crosshairs there are mainly the Government Securities, that according to current rules can be held by banks without any impact on their assets. The issue mainly concerns low-rating countries such as Italy, Spain, Portugal and Greece, which were seen to be special after the debt crisis in 2011.

The banks of these countries, both to increase profitability (carry trade) and to facilitate the issue of public debt in auctions, have the highest amount of government securities in the euro area. And this phenomenon is particularly felt in Italy, where the banking system has 400 billion BTp on the 2.4 trillion of public debt. What would happen then, if it were applied to risk weighting on BTPs as the Basel Committee wants? The consequences depend on the level of risk weighting applied to the BTPs: if it were high, some banks could be forced to replace the securities with other financial assets, including gold, or to proceed with capital increases. At a time when the market is reluctant to buy bank shares, the risk of repercussions on the stability of the banking system could be high. Just look at the Credit default swaps (default risk insurance) on Italian banks: according to Bloomberg data, the 5-year CDS of some of the major Italian banks have surged since the spring of 2018, even tripling in some cases the value. It is in this context that the date of March 29 is approaching rapidly.
Countries that have repatriated gold from abroad regaining control and management are already protected from the risk of being short of physical gold after March 29 to make available to their banks in case they want to replace it with sovereign bonds . In the arsenal of the system, there is a golden mountain of 33,000 metric tons of gold worth 1,400 billion dollars at the current exchange rate. And that represents 20% of all the gold extracted in the world in almost 3 thousand years. But the problem is not this: it is on the price of gold that the accounts do not return.
In 2018, as many as 641 tons of gold bars were bought by the monetary authorities of every continent, but above all in Europe: it is the highest level since 1971. The maneuver is unprecedented and should be seen in the phenomenon of repatriation of ingots of state entrusted in custody. Seven thousand tons of gold reserves were withdrawn from the central banks from the coffers of the New York Federal Reserve, while 400 tons were secretly released by the Bank of England. In recent years, but especially in 2018, a jump in the price of gold would have been in the order of things. On the contrary, gold closed last year with a 7% downturn and a negative financial return. How do you explain?
While the central banks raided "real" gold bars behind the scenes, they pushed and coordinated the offer of hundreds of tons of "synthetic gold" on the London and New York price lists, where 90% of the trading on metals takes place. precious: the excess supply of gold derivatives obviously served to knock down the price, forcing investors to liquidate positions to limit the large losses accumulated on futures. Kurdistan Regional Government Deputy Prime Minister Qubad Talabani said Thursday that he has not yet decided whether he would take part in the new KRG government.
Talabani said during a press conference in Halabja city that the talks between the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) to form a new government have seen much progress, especially after a political agreement was conducted between the two sides.
He added that talks with the KDP on the distribution of ministries have not yet begun, affirming that he has not yet nominated himself to the post of deputy prime minister in the new government.
He added that he will make his decision with the start of formal talks between the KDP and PUK.
The parliamentary speaker vows a campaign of questioning for a number of ministers
The parliamentary legal committee on Friday promised a number of ministers to question them in the House of Representatives, with the beginning of the second legislative term.

"This will look very much like an insurgency. We will see low-level attacks. we'll see assassinations, we'll see IED attacks, we'll see ambush-type things as they begin to emerge from this."
Foreign Troops in Iraq Not a Threat to Neighbors: Parliament Speaker

PUK Postpones Meeting to Decide on Nominee for Parliamentary Speaker

The Patriotic Union of Kurdistan (PUK) has delayed the meeting which had been expected to be held on Friday to make a final decision on its nominee for the position of the parliament speaker, the party said in a statement on Thursday.
Earlier on Wednesday, the PUK said that it would select its candidate for the parliamentary top position within 48 hours, explaining that they would decide between MP Rewaz Fayiq, who is supported by PUK deputy Secretary General Kosrat Rasoul, and MP Begard Talabani, who enjoys the backing of the family of the party's late secretary general, Jalal Talabani.
The post of the parliament speaker, based on political a agreement between the Kurdistan Democratic Party (KDP) and the PUK, will be held by the latter.

Iranian Ambassador to Iraq Iraj Masjedi's visit to Samarra in the province of Salahudin and his meeting with a number of local officials raised concerns of Iraqi people as they thought Iran may be preparing a new plan to administratively control the city.
Masjedi and the governor general of Salahudin province, Raed al-Jabouri, agreed in February on investing in the economic development of Samarra City.
Masjedi congratulated the Iraqi government and people on their victories against ISIS terrorists, stressing that Iran is standing by Iraq in its reconstruction.
Iran will also participate in the reconstruction of Samarra and Tikrit, he said.
Iran's cooperation with Iraq is not limited to the southern provinces but will include Salahudin as well, Masjedi added.
He referred to 4 million Iranian pilgrims visiting Iraq annually and also 1,850,000 passengers visiting Samarra, saying building infrastructures and preparing accommodations in Samarra will play a major role in developing the economy.
He also pointed to an upcoming trip slated to be made by an Iranian economic delegation to Samarra, saying it aims to prepare the grounds and investment in the agricultural, industrial and tourism fields.
Meanwhile, Jabouri referred to Iran's support of territorial integrity in Iraq, saying Iraq will never forget Iran’s aid in putting an end to ISIS terrorists.
Security grounds have been prepared for investment in Samarra, Dujail and Balad, he said.
For his part, Sheikh Qais Samarrai said that the city of Samarra during the previous years that followed the US invasion in 2003 suffered a lot of government ignorance under the control of the militias.
Samarrai said that "the militias have transformed life inside the city into a jungle life in order to make a demographic change in the city."
He pointed out that the local government and its clans previously demanded the transfer of Samarra to a religious province, but the Iraqi government rejected it.
"We, today, after the visit of the Iranian ambassador, do not accept that Samarra becomes a separate religious province," he stated.
Samarra is a historic city located on the eastern bank of the Tigris River in the province of Salahudin, 125 km north of Baghdad. It is home to various Arab tribes, and most of them are Sunnis.
It is also one of the most important holy cities of the Shiites.

US Hails Kurdistan for Brave War Against Terrorism

Iraq will never redemoninate or LOP the currency. Monetary policy in Iraq the past 14 years has been a success not a failure. The next phase will also be a success which is to float the currency. But first Iraq must complete the GOI and pass needed investment laws. Completion of the GOI and the laws will encourage participation in Iraq's economy thus giving the CBI a reason to begin to float the dinar.
