"I am now returning to Baghdad and my heart rejoices, after 11 years, from the heartbeat; for fear of an unknown future to pursue them, because of the fact that the presidency has restored my entitlement to issue a decree to retire me as a former member of the Court of Cassation. Cutting off my pension entitlements, which would protect them from the difficulties of time. "

Iranian analyst: $ 6 billion Iran's debt to Iraq of electricity and weapons has not been paid yet

Editorial date: 2019/3/12  424 times read
The head of the Center for Strategic Studies in Iran, Amir Hussein al-Moussawi, revealed the debt owed by Iraq to Iran estimated at 6 billion dollars of electricity and weapons.
"Iran is the revolution that stood by Iraq in a crisis that calls for the terrorist, not the state, and at the request of the Iraqi government, so far the amounts of arms and electricity have not been paid to Iran, which is {6} billion dollars," Moussawi said on Al-Furat satellite channel. "He said.
"The visit of Iranian President Hassan Rowhani could have been four years ago but Iraq was in a special security situation and Iran cooperated security with Iraq. Today, this cooperation is politically and at the highest level, after Iraq recovered from a threat to its territorial integrity and people."
"The visit proved two important messages, first that Iraq is safe and stable when President Rohani visited the holy city of Kadhimiya and proved to Tramp who flew by a dark plane that Iraq is safe not only in the Green Zone but also in Kadhimiya, Baghdad, Najaf and Karbala."
"The second message is that Iraq has proved its independence by imposing sanctions on Iran when it signed the banking cooperation and it is ready to deal with 20 billion dollars soon, and it has proved stronger than the European Union, which so far has not taken any decision against sanctions against Iran."
"There are important relations between the two countries and we can not look at Iran equally with the view of the other countries that shed the blood of Iraqis, and most importantly, the Iranian leadership stood by the Iraqi people under the circumstances," Moussawi said.
On the refusal of Iraq to lift the visa for passengers of both countries, Moussawi said that "the problem there are reservations from the Iraqi side, security and social on a proposal submitted by Iran to lift the visa completely for both countries, and if you were the place of the Iraqi decision to ask Iran to establish the visa; Proposal ".
On the Iranian President Hassan Rowhani's meeting with the two parties on the reform, reconstruction and construction projects between al-Moussawi, he said that "because of the agenda of the intensive meeting program, they preferred to meet the two alliances on a variety of issues." Socially and politically and not meddling. "
"We want to dampen relations between Iraq and the Arab countries. The recovery of Iraq means the recovery of Iran; but the problem is that the Arab countries impose conditions on Iraq."

Economist: The openness of neighborliness and the world on Iraq qualify him for a historic role

Editorial Date: 2019/3/12 168 times read
(Baghdad: Al-Furat News) Economic expert Falah al-Lami, the openness of neighboring countries and the world on Iraq will qualify him for a historic role.
"The race is a big economic country that needs infrastructure and other systems, and everyone is aiming to cooperate with Iraq in order to get the spoils," Al-Lami told Al-Furat News. "There were many agreements with Saudi Arabia, Jordan and now with Iran."
"The shuttle visits of President Barham Saleh to many of these countries have had a profound impact on improving relations, so that Iraq will not become the focus of conflict, but a platform for cooperation," he said.
"As a result, Iraq is now a destination for all, including the Iranian side, which has reached the volume of trade exchange with Iraq since 2003 to about 12 billion dollars annually, as well as Turkey, which reached the volume of trade exchange between the two countries to about 16 billion dollars."
He pointed out that "the current Iraqi economy requires a lot of expertise for these countries, and Iran is racing with neighboring countries to get a lot of investment in Iraq," noting that "Iran provided the strongest visit to Iraq, the summit of the pyramid of power."
Lami added that "the seriousness of the implementation of these conventions is the arrival of the Prime Minister at the head of ministerial delegation."
He stressed that "the economy is driving the policy; but the biggest concern is to get the spoils from this country," adding that "Iraq gave great signals during this period to neighboring countries and neighboring that he can lead a historic phase in foreign relations."

Mullah commented on the spiritual visit: Iraq in the right direction in the completion of sovereignty

Editorial Date: 2019/3/12  284 times read
(Baghdad: al-Furat News) Rep. Of the Alliance for Reform and Reconstruction Haider Mulla, Iraq is moving in the right direction in the completion of sovereignty.
"The vision of the Alliance of Reform and Reconstruction in principle is to ensure that Iraq has the best relations with all the neighboring countries and the need to distance itself from the policy of axes and be a region of polarization of the dialogue of the United Nations { Persian and Arab and Ottoman] and that they can be points of convergence or play the role of Iraq to build such axes. "
He added that "the geographical depth and the motivation and overlap of interests make Iraq able to play a role in the region if there is a clear and explicit management of foreign policy," noting that "the visit of Iranian President Hassan Rowhani was supposed to come in 2016, but it was canceled."
Al-Mulla said, "There are mutual interests in the relationship with Iran; but that Iran represents the strategic depth of Iraq is a clear political fallacy. This depth is the internal front and the Iraq summit when its interests are taken into consideration." He pointed to "a major shift in the issue of sovereignty and Iraq is heading in the right direction to complete sovereignty "Stressing that" the government of Adel Abdul-Mahdi seeks to strengthen the home front. "
He added that "any relationship within the framework of the concept of state-state relationship reflected positively for both parties," recalling "when the coalition formed the nucleus of the coalition alliance on Iraqi soil and decided to see an Iraqi."
"The reform is keen on Iraq having parallel relations with neighboring countries, but it will not allow any country to advance its interests. It is keen to be part of the international system and the Arab and Iranian depth, and we believe that Iraq can play a big pivotal role," he said.

I have heard a street rate in the mid $4’s for the dinar but I have seen it float on other screens up to $7. So my guess is between $4.50 and $7…but that’s just a guess.

The big question is - Did they vote on the remaining 4 ministers?  NO voting was conducted as promised would happen. Go figure…This is very important because we know that there has always been a long-standing mandate to have a fully completed government prior to any reinstatement of the currency for IraqWe know that much has been accomplished in the form of banking and currency reforms. It is believed that now any holdup in the reinstatement is purely political and so we wait.

ARTICLE 1-C (from PM Mahdi's website; posted only on Arabic side, not on English side)
Speech of the Prime Minister Mr. Adel Abdul - Mahdi in the session of the House of Representatives at the seat of government

In the name of of Allah the Merciful
(And the corruption of corruption in the land that God does not like spoilers)
Believe God Almighty

"Lord, explain to me my chest and pleased me and I resolve the node of my tongue and understand my saying .."
Honorable President of the Republic
Honorable Speaker of the House of Representatives
Distinguished Deputies of the House of Representatives
Honorable President of the Supreme Judicial Council
Ladies and gentlemen deputies of the House of Representatives respected
Peace, mercy and blessings of God..
It is my pleasure to meet today in this majestic hall. The three authorities meet in the second legislative term of the House of Representatives, which is the centerpiece of our political system and our country according to the constitution. We discuss and review the efforts of an important file such as combating corruption,
Realizing its gravity and devastating impact on development and investment, fighting corruption and ending chaos, we have taken steps to strengthen measures that we believe will enhance integrity and fight corruption.
Ladies and gentlemen, I would like to inform you of the magnitude and consequences of this dangerous phenomenon which has been plaguing state institutions, hindered the development and reconstruction of the country and contributed to the growth and spread of terrorism. In accordance with our constitutional responsibilities, we have embarked on a series of steps with a sincere and serious will that will promote the concept of integrity and combating corruption at all levels.
We have taken several steps at the preventive level, namely, preventing corruption and deterrence, ie, combating it, and these steps can be summarized without taking into account the details:
First, to provide support to the supervisory bodies, especially the Integrity Commission and the Financial Control Bureau, and to provide technical and financial assistance to them, either by completing the requirements of their work or the legal framework of their work or institutions or evaluating their performance and re-reviewing their policies in accordance with the requirements of the current stage.
Preparing the necessary plans to complete the legal system for the prevention and combating of corruption.
3. Assigning ministries and non-governmental entities to prepare policies and develop programs and plans of action for 90 days to highlight their development and reconstruction priorities and monitor and evaluate the results through the supervisory bodies to clearly define the roles, responsibilities and defaults of the ministry or non-ministry.
IV. Initiate the preparation of a comprehensive national strategy to combat corruption, involving the legislative, executive, judicial, civil society and media institutions. This is a comprehensive, realistic and measurable strategy that is specific to the priorities, objectives and phenomena, and a brief procedure for each phenomenon that includes treatments and within predetermined times. The Financial Supervision and Integrity Commission is about to submit the initial draft and there is also an invitation to the members of the House of Representatives to participate in the preparation of this strategy.
V. We have started to prepare standards for integrity and measuring the performance of government in each ministry and formation and launched the National Index of Integrity and this is an effective tool to measure the commitment of ministries and formations standards in their policies and programs, and thus enable accountability and accountability of those responsible for the ministries and formations.
Sixth, we have embarked on the implementation of the plans for the recovery of Iraq's looted property and funds abroad and we are exerting good efforts in cooperation and communication with the countries that we believe have such funds. There are signs of an international response, albeit slow. The issue is on the sovereign side of the countries and in accordance with their legal systems.
Seventh, we have already completed the procedures on activating where you have this, and deposited the law of graft against your esteemed council. We believe that it meets the minimum requirements for fighting corruption and establishes more effective steps to trace and track the impact of money obtained from corruption and profit from public money abroad.
Ladies and Gentlemen, We have re-activated the Supreme Council for Combating Corruption. It is not an innovation. It is an extension of the work of the Council, which was formed in 2007 under the name of the Joint Council for Combating Corruption.
This Council coordinates the anti-corruption agencies to ensure the distribution of roles and activating their efforts. It unites the efforts and measures of combating corruption through coordination between the executive and legislative authorities. It prepares effective policies for the anti-corruption process and ends the intersections between its departments and organizes and coordinates the work of all these institutions. Unified and coordinated anti-corruption.
The legal basis of the Council is enshrined in Article 5 of the United Nations Convention against Corruption, which was ratified by Iraq under Law No. 35 of 2007, which obliges States to develop, implement and establish effective and coordinated policies to combat corruption, promote the participation of civil society and the media and reflect the principles of the rule of law. On constitutional and legal organs and institutions.
At the level of the investigation, we have a vision and a policy prepared for the conduct of more effective and successful process of combating corruption through the penetration of the corruption system and diagnose the imbalance and fill gaps and dismantle the system and its definition and prosecution, starting with the real estate file and procedures continue in it will be clear the parameters of the outputs in this regard soon, God willing, Oil, border crossings, taxes, reconstruction and development in the liberated provinces of the gangs of terrorist advocates, especially the province of Nineveh, and there will be a significant and significant file in this regard and in all governorates after we identified the projects faltering after we identified the sources of corruption And other files.

Corruption is not a new situation and it is growing constantly. It has emerged for a long time, and today's corruption may be more dangerous than an external one. An external force, corruption, internal strength and internal tension may be difficult to fight. Sometimes we need to cut off parts of our body to remove this tumor. Even in our society, and corruption in our view is not only individual corruption, but what is more important is the corruption of the systems.
There is another matter that has to do with your esteemed council. It introduced and accumulated legislation and laws, and there are many legislations that conflict with each other, which requires unification of these projects so that there is one common background,
Today our system is a free democratic system, free media, and no longer as it used to be, so that corruption exists only in the summits and the tyranny takes over everything and deprives the people of everything. Today there is a state of freedom and opinion and expression in satellite channels and websites. All contribute to the chaos of the image and sometimes contribute to conceal the real spoilers without denying that sometimes have an important role in the detection of some of them.
There is a real reality in Iraq that leads to corruption, and I can mention three important issues that exist today in our society that lead mainly to deepening corruption. Without addressing them, it will be difficult to deal with corruption only through laws and judicial procedures.
Which is that the currency traded today is a paper currency and this is one of the most important factors of corruption and it will be difficult to prosecute corruption if we do not control the paper currency and become the symbol and electronic currency that is easy to deal with, most of the countries that suffered from corruption was the first step is to convert to the symbolic currency and electronic, Easy to adjust movement and easy to adjust the anchor,
We have today about thirty four trillion Iraqi dinars in the market and this is a serious issue that threatens the national economy on the one hand and opens the door wide on the other hand because corruption finds real tools to do its work, so one of the most important anti-corruption projects is to settle salaries and strengthen the banking system, without It is difficult to fight corruption. The plaintiff often turns into a defendant and a witness to a defendant. This is a serious issue, because often, when he opens a file that raises many suspicions about the plaintiff or the existing case, which actually leads to confusion of the picture, Prosecutor to defendant and witness to accused.

In the state funds, we have mentioned the issue of the settlement of salaries, most of the operational budget needs to be reviewed and we have already started preparing the budget 2020 is the balance of performance and projects,
Balancing the items can include a lot of corruption in them and the balance of performance and projects that will be determined for each item and each ministry and each financial unit and a careful description of these ministries and departments so that it will be difficult to get out of the real controls to prevent corruption.
In the budgets of investment and in contracts and others, we recall that the Ministry of Planning provided more than nine thousand projects stalled and stopped since 2004 and to date and worth more than three hundred billion dollars and this is an important source in all its details on the issue of corruption.
For example, in the National Investment Authority there are thirty-two projects suspended because of the failure to sign the land contract or delivery or because of the transgressors on the ground or other reasons, and the total value of these projects more than eighteen billion dinars.
In the provinces there are more than two hundred and seventy-four projects also lagging for corruption reasons worth more than twelve billion dollars, and there are seven hundred and six projects were granted investment licenses, but suspended and worth twenty-four billion dollars.
We have decided to open each file of corruption files, which is an integrated file in which all the details and mechanisms and some people and share a lot of security and auditing institutions to pursue this particular file and we now have thirty files opened for the smuggling of oil and real estate and funds and border crossings and currency outlets and controls, official and non-official and economic offices in the provinces and ministries Human trafficking, registration of cars, accommodation, entry, labor, foreign currency, electricity, national card, medicines and financial advances disbursed without cover and sale of positions, smuggling of iron and examinations, Questions, pseudo-projects, financial loans, the telecommunications network, the Internet, telephones, media, websites, networks and displaced persons, and mismanagement of these files.

And Praise be to Allah, the Lord of the Worlds..
Peace, mercy and blessings of God
