Parliamentary Reconstruction: Three ministries and a government committee to solve the housing crisis

The Committee on Services and Reconstruction parliamentary, on Wednesday, on mechanisms to resolve the housing crisis and the volume of loans to be granted to citizens in relation to resolving the housing crisis promised by Prime Minister Adel Abdul Mahdi.
"The mechanisms of the distribution of residential land will be provided by the Ministries of Construction, Housing, Municipalities and Public Works in cooperation with the Ministry of Finance. She explained that "the plots of land to be distributed to citizens, will be 200 square meters for poor families at 250 dinars per meter, while employees and middle-income, or those who want a larger area will be the price per meter 75 thousand dinars, to be allocated what is received from these amounts In addition to what will be monitored by the Ministry of Finance, of funds to implement the networks of sewage, drinking water, electricity and roads.
With regard to the sites of these complexes, Jubouri announced the formation of a government committee to determine the land to be distributed, which will be naturally outside the borders of Baghdad because there are no areas within the city.
She pointed out that "there is also a housing project and low cost, and the share of Baghdad, including eight thousand housing units, and in Basra six thousand, and in Nineveh three thousand."
She pointed out that "housing loans will be 50 million dinars to the capital of Baghdad and the provinces of 40 million dinars, and thus will move the labor market and professions and stimulate the economy, an attempt to help citizens to resolve the crisis."
"The federal budget law gave the Minister of Finance the authority to transfer between its doors to provide the required funds as well as what citizens will pay from the funds that provides liquidity to the Ministry of Housing" .

(International: Euphrates News) Iranian official returned to meet with Iranian President Hassan Rowhani Supreme Religious Imam Grand Ayatollah Ali al-Sistani, scheduled Wednesday in the province of Najaf, "unique".

Baghdad's provincial council announced on Wednesday that the Ministry of Construction and Provincial Councils will form committees for the distribution of land according to the rules set by the Council of Ministers, adding that some land will be appropriated within the boundaries of the Secretariat by the Ministry of Housing, which is authorized by law and changing its gender from agricultural to housing.
 
"Most of the land that will be distributed among the citizens will be within the boundaries of the Municipality of Baghdad after the acquisition of a number of land by individuals and institutions," council member Saad al-Muttalibi said in a statement to Al-Maaloumah. "The Council of Ministers has authorized the Ministry of Housing and Construction to acquire lands and compensate the owners of the expropriated lands "He said.
 
"The ministry has been authorized to change the race of land from agricultural to housing for the purpose of providing as many plots of land, especially agricultural land within the boundaries of the Secretariat," he added.
 
He explained that "the mechanisms of land distribution and division of categories are carried out through joint committees between the Ministry of Housing and provincial councils and governors as defined by the Council of Ministers of controls." Ending / 25 s

Rouhani: No power can separate unified Ummah of Iran, Iraq

Tehran, March 13, IRNA – President Hassan Rouhani described bonds between the Iranian and Iraqi nations as strong, saying that they are united in terms of culture and beliefs and no power can separate the unified Ummah.
Noting that millions of Iranians travel to Iraq, especially Karbala and Najaf, for pilgrimage each year and vice versa, he said that pilgrimage on holy shrine of Imam Hossein (AS) and his companions, particularly Hazrat Abulfazl (AS) is a long-standing wish for the Iranians, especially Shias.

“We hear voice of freedom and smell odor of freedom from the land of Karbala, as it is the land of Jihad, martyrdom, sacrifice and loyalty,” he told a gathering of heads of Iraqi tribes and religious leaders in Karbala.

Iraqi tribesmen and people are good hosts for pilgrims of the holy shrines, Rouhani said, noting that they guide the Iranian pilgrims very well, especially during the ceremony marking 40 days since Imam Hossein’s (AS) martyrdom in Karbala.

“I am very happy to see that unity and brotherhood prevail among the Iranian and Iraqi nations more than any other time,” he said.

The first nation which stood alongside the Iraqi people in the fight against terrorism were Iranians, Rouhani said, adding, “When Mosul was occupied by the Daesh terrorists, I gave a message to the Iraqi government that all our facilities are at your disposal to counter terrorism.”

Expressing pleasure over prevalence of unity in Iraq, he said that unity of Iraq is in the interest of the entire region and the two governments believe in bilateral and regional security.

It may be honest and part of the plan (when they interpretation of what they really mean applies) or it may simply be the CBI trying to diffuse speculation and speculators from buying the dinar. There is no way to know for sure until they open the economy and we find out.  I have read articles that imply deleting 3 zeros is a LOP and others that imply that they will raise the value gradually down to the day the dinar is worth the same as the dollar...which implies a float and exchange rate improvement.  Personally, I believe from my research the dinar will improve in value via float and that seems to coincide with Dr. Bakri in Iraq who has written me several times to discuss monetary policy...   [post 3 of 3]

This demonstrates the pace the dinar once again could have during the investment/market economy phase. But again, this process is up to how fast investors/investment comes to Iraq. It is not a random act. They may be right!   I ...do not really care what type of float it is other than that is how monetary policy works, floats are a tool that the CBI uses to counter pressure. Random acts like RV's RI's etc are not tools the CBI uses so we can rule such an event out. As well there are other reasons like money supply, economic shock that prevent such an event from ever happening.  If they do float (which they will) the float will begin at whatever the current rate is at..such as 1190. The reason is simple...any other value would be a RV of sorts and not be within the tools the CBI uses. Not to mention, it would circumvent the CBI's ability to profit from the buy/sell of currency commissions. The Council of Ministers issues several decisions relating to the residential lands and the rights of teachers and contractors and the appointment of contracts

The Council of Ministers issued several resolutions at its meeting held today, Tuesday, March 12, 2019 under the chairmanship of Prime Minister Adel Abdul Mahdi.

The Council issued the following resolutions:

1 - vote on the demands of the Teachers Union.

2 - Formation of the Preparatory Committee for the Declaration of Samarra, the capital of Iraq for Islamic civilization according to Article (2 / I) of the Samarra law, the capital of Iraq for Islamic civilization.

3 - Support Al - Zawra sports club football in the Asian Champions League.

4 - To approve the appointments of the directorates of education Dhi Qar and Diwaniyah provinces to bear the province of irregularities.

5 - Vote on the joint industrial city between Iraq and Jordan.

6. Vote on the decision to reflect the concept of social security and the responsibility of the State towards its citizens to reduce class differences in society:
1- The Ministry of Construction, Housing, Municipalities and Public Works shall:
a. To create suitable areas in all governorates, districts and districts in coordination with all concerned parties for the purpose of expanding the municipal boundaries of cities or implementing the unfinished part of the basic design.
B. Preparing plans and building maps with modern scientific criteria that take into account the future expansions of all the requirements of state institutions, prepare privacy plans using new building materials and reduce energy use.
C. Forming teams in the governorates concerned for expansion purposes in accordance with the law in the case of the need to expand the boundaries of the municipality, including the Amiri lands not burdened with the rights of banking or agricultural contracts until the amendment of the law of acquisition.
2. Sorting and distribution of residential lands for the categories listed below:
a. (250) dinars, only two hundred and fifty dinars per square meter provided that they have not previously benefited from a piece of residential land of the State in accordance with Resolution (120) of 1982 .
B. The plots of residential land amounting to (300 m2) are sold to the rest of the citizens in an amount of (250) dinars, only two hundred and fifty dinars per square meter, plus the amount of services and the amount of (75000) dinars only seventy five thousand dinars per square meter paid in three installments under the controls Issued by the Ministry of Construction, Housing, Municipalities and Public Works in coordination with the General Secretariat of the Council of Ministers. The controls shall be submitted to the Prime Minister for decision.
C. The category of (400 m 2) and above is sold at (250) dinars, only two hundred and fifty dinars, plus twice the amount of services mentioned in paragraph (b) above at least under the controls issued by the Ministry of Construction and Housing and Municipalities and Public Works in coordination with the Secretariat of the Council of Ministers , And the controls are submitted to the Prime Minister for decision.
3. All income resulting from sales and other services for the above mentioned areas shall be credited to an independent account in the municipal or municipal section that is created for those areas for the purpose of establishing the infrastructure, maintenance and development of the municipal sector in the same area and under the supervision of the Ministry of Construction, Housing and Municipalities. Completion of all design stages.
4. The Ministry of Finance to lend the Ministry of Construction, Housing, Municipalities and Public Works the amounts necessary for the implementation of basic services until the payment of the amounts of the beneficiaries.
5. The Ministry of Construction, Housing, Municipalities and Public Works shall construct low-cost residential units (33,000), only thirty-three thousand housing units at a price not exceeding JD (30000000), only thirty million dinars per unit of 200 m2, (99000000000000) dinars, only nine hundred and ninety billion dinars are loaned to the Ministry of Construction and Housing and Municipalities and Public Works without interest, to be retrieved during (20) twenty years, and the distribution of units to the provinces under the controls issued by the ministry above as follows:
(2000) housing units, and (1000) housing units for each of the governorates of Maysan, Muthanna, Diwaniyah, Wasit, Najaf, Ashraf and Karbala Holy Babil, Anbar, Salahuddin, Diyala and Kirkuk.
6. The distribution of plots of land in the areas occupied by judges or members of the public prosecution shall continue according to regulations issued by the Ministry of Construction, Housing, Municipalities and Public Works in coordination with the General Secretariat of the Council of Ministers. Residential land of the State in accordance with Resolution (120) for the year 1982.
7. Continuing the work of distributing plots of land to the categories covered by the laws and decisions in force, provided that the amounts of services for the aforementioned parts of the budget of the province or the institution concerned.
8. Does not act in any way contrary to the provisions of this resolution.

7. With regard to electricity contracts, the decision of the Council of Ministers No. 57 of 2019 has been amended to read:
1. The number covered by the Council of Ministers Resolution No. (57) for the year 2019 (32918) instead of (32787).
2. The Ministry of Finance shall deal with the cases of Ministry of Electricity contract employees who have converted from self-financing to central funding during 2018 in their consolidation with their employees from public contracting and self-financing.
3. Assignment of the Office of the Inspector-General of the Ministry of Electricity to check the preparation and availability of the conditions specified by law to the contractors.

8 - Amendment of paragraph (3) of the Council of Ministers Resolution No. (352) for the year 2017 on the disposal of collection funds.

9 - Vote to solve the problems and obstacles of the segment contractors.

10. Grant an exemption to the Ministry of Displacement and Migration for the purpose of purchasing tents and providing other needs for sheltering the displaced.

11- Authorize the Ministry of Construction, Housing, Municipalities and Public Works the authority to set up work teams in all governorates to carry out the work of gravel, concrete, cladding and tiling.

Joint Statement between the Republic of Iraq and the Islamic Republic of Iran

Iraq received the President of the Islamic Republic of Iran Dr. Hassan Rowhani and the accompanying delegation accompanying him on a three-day visit on 11/3/2019 at the official invitation of the Iraqi side, where he received a friendly reception that reflects the intimate relations between the two countries as a turning point in building partnership And develop relations between the two countries and peoples in all fields on the basis of deep cooperation and non-interference in the internal affairs of the two countries.

Iraq has valued the position of the Islamic Republic of Iran in its assistance in the fight against terrorism, being the first to provide logistical and advisory support and to stand with it in its war against terrorism.

The Iranian side praised Iraq's decision that it would not be part of the sanctions regime. The Iranian side expressed its firm stance towards supporting the political process in Iraq, which represents all the people of the country, its national sovereignty, territorial integrity and all measures it takes in the face of terrorism.

The two parties held important talks in a fraternal, friendly and constructive atmosphere and expressed their desire to develop political, security, economic, health, trade, cultural, scientific, technical and other relations. The two sides reaffirm their efforts to increase trade, investment, economic, technical, engineering and industrial exchanges in order to boost development in both countries and the region. In this regard, the Iranian side expressed its support for the reconstruction of Iraq by providing expertise and participation of Iranian companies in the above mentioned fields. The Iraqi side welcomed the participation of Iranian companies and investors in this regard and called for corresponding facilities for the work of Iraqi companies and businessmen in Iran to achieve common interests.

The two sides discussed ways to facilitate the granting of visas to nationals of the two countries for the purposes of tourism, visit, trade, medical tourism and religious visits. It was also agreed in this regard to facilitate the granting of visas to businessmen in both countries. The Iranian party announced its cancellation of visa fees for Iraqi citizens as of April 1, 2019. The Iraqi side also announced reciprocity in conjunction with the other party.

As for Shatt al-Arab, the parties declared their serious intention to implement the Hudood and Good-Neighborly Agreement between Iraq and Iran dated 13 June 1975 and the protocols and agreements thereto, in good faith and with precision. In accordance with the 1975 Convention and the relevant Protocol as soon as possible.

According to the above paragraph, the Al-'Amiya platform remains an Iraqi platform as it was, without affecting the talks of the parties in determining the maritime border between the two countries.
The Iranian side expressed its thanks and gratitude for the warm welcome and warm hospitality extended to Iraq, and wished the government and people the best of progress and prosperity.
