ERBIL — Kurdistan Democratic Party (KDP) has made it clear that it will step up efforts to elect the new president of Kurdistan Region before the end of this month to proceed with next government later.
 
Speaking to BasNews on Saturday, member of KDP leadership, Aras Hasso Mirkhan, said his party is determined to elect the president before April with or without PUK’s (Patriotic Union of Kurdistan) participation in the process.
 
“Two days after electing the new president, the nominated prime minister of Kurdistan will be assigned to form the new cabinet,” Mirkhan explained.
 
He noted that the KDP will continue negotiations with the PUK in hopes of reaching an solution to their disputes, but they, with or without the PUK, will proceed with electing the president and forming the new government.
 
According to the law, the new prime minister will have one month ahead after he was assigned by the new president to form his cabinet.
 
The KDP and PUK, which respectively came as first and second largest political parties in Kurdistan during the 2018’s parliamentary elections, have already signed a political agreement to address their disputes over party’s share of key positions. However, the PUK is yet to send its lawmakers to the parliament as a sign of disagreement over its share.
 

Baghouz: IS Attacks Its Members Who Surrender to SDF

The militants of the Islamic State (IS) targeted on Friday their own members and their families who were surrendering to the Kurdish-led Syrian Democratic Forces (SDF) in Syria's Baghuz, a spokesperson said.
SDF spokesperson Mustafa Bali said in a statement that three insurgents carried out three simultaneous suicide attacks against their members, resulting in the killing of six extremists and wounding of many others.
He added that three US-backed Kurdish fighters were slightly injured in the attacks as well.
Bali pointed out that it was not clear whether the attackers were women or men in women's clothing, while Reuters cited a witness as saying that three women conducted the attack.
The SDF has launched an operation since last week to liberate the last IS pocket. Thousands of insurgents alongside their families have so far surrendered to the Kurdish forces.

3-15-2019   Newshound/Intel Guru Mnt Goat   ...On Wednesday I called my source in the CBI and had a chat. I am not hearing of any target date for this week or over the weekend to reinstate the dinar on FOREX...Again, I am telling everyone we are just now waiting for the last 4 ministers to be seated (especially the interior minister) as the Iraqis have been told many times they need a “fully” formed and functional government or they will not be allowed to reinstate the currency...Meanwhile I am told the CBI is ready and has been ready. They have had a lot of cleanup on the banking and currency fraud with the currency auctions. But at the point it will NOT stop the reinstatement once approved. We know it started pre-trading two days ago. The Dinar is trading up. 3-15-2019   Newshound Guru Adam Montana   One item that is of note, and may push us out just a little bit, is the budget/fiscal year. There is a LOT of accounting to be done with any kind of monetary change, and it would certainly make things cleaner to change the rate on a specific date that coincided with something logical like the start of a fiscal year or quarter, or perhaps the beginning of a new budget, or something like that We are a couple weeks away from the end of Iraq's first fiscal quarter. Their fiscal (XYZ) can be a bit confusing because they don't get the new budget out until after the new fiscal year has already begun, and in the past they have stated that surplus in the budget applies to the following year.  Oh, there's nothing like proper planning, where the first three months of the year you have no idea what's in your checking account or what bills are in the mailbox.   [post 2 of 3....stay tuned]

However no new date was confirmed or announce right away. Article quote:  "The candidate of the Minister of the Interior has not been agreed upon so far, but Fayadh officially withdrew his candidacy."   So another article says that the PM is now able to put his own selection of candidates forward and vote on them. We are told they plan to try again in Thursday 3/21.

US charges of security forces involved in the killings and the popular crowd is replying

BAGHDAD, March 15 (Reuters) - The US State Department on Friday issued a report accusing Iraqi troops of the army and the popular mob of involvement in acts of murder and arbitrary practices.

"The Iraqi authorities have not been able to control some elements of the security forces, especially certain units of the popular mobilization forces," the State Department said in its annual Human Rights Report 2018.

"There have been reports of unlawful or arbitrary killings by members of the Iraqi security forces, particularly members of the popular crowd," she said.

"There are illegal recruitment of children or their use by units of the popular crowd operating outside government control, in addition to enforced disappearances, torture, arbitrary detention and detention centers in harsh and life-threatening conditions."

"There are restrictions on freedom of expression, the press and the Internet in Iraq, as well as legal restrictions on women's freedom of movement and widespread official corruption," the State Department said.

"The Iraqi government, including the Prime Minister's Office, investigated the allegations of abuses and atrocities committed by the Iraqi security forces, but rarely reported the results of investigations or punished those responsible for human rights violations," the report said.

"The violence in Iraq has continued throughout the past year, driven largely by attacks, killings and kidnappings by a sympathetic organization despite the announcement of its defeat in Iraq in 2017," he said.

The crowd responded to the State Department report and the leader of the crowd, Ali al-Husseini, said that "the State Department report is part of the psychological war, after Washington's political bankruptcy in the region."
