Kurdistan Regional Elections  The three strongest parties agree

Monday, May 27, 2019
2006 The main station in the political march of Najirvan Barzani (the official site of the presidency of the Kurdistan region of Iraq)
It is expected that the local parliament of the Kurdistan region of Iraq will hold a special session Tuesday, May 28, to elect a new president of the region, the post vacant since late 2017, when the resignation of the President of the region Massoud Barzani, without being elected successor.
The candidate of the Kurdistan Democratic Party and the current Prime Minister, Nechirvan Barzani, is the most likely to win this position, among the five citizens who submitted applications for candidacy. Informed sources expect Barzani to get about 90 votes out of 111 votes in parliament, the total votes of parliamentarians of the three largest political parties, with the votes of minority parties in parliament, traditionally close to the Kurdistan Democratic Party.
The local parliamentary elections in the Kurdistan region of Iraq have been postponed because of the internal political crises in the region and because of the preoccupation with fighting an oppressive organization. However, the last parliamentary elections held on 30 September 2018 led to the victory of the Kurdistan Democratic Party with 45 parliamentary seats out of 111 seats, while the Patriotic Union of Kurdistan won 21 seats, the Kurdish Change Movement on 12 seats, and the opposition parties combined on 20 seats.
Consensus
The main Kurdish parties in those elections were close to achieving consensus among themselves. However, the political differences between the two main Kurdish parties regarding the distribution of Kurdish positions and positions in the central federal authority, especially the post of President of the Republic, led to a lot of misunderstanding and trust between them, Kurdish compromises have been postponed for more than six months.
Throughout this period, the three main political parties in the region were intimately deliberated until they reached a comprehensive consensus in late April 2019. They agreed on the composition of the new regional government, with the chairmanship of the KDP and vice president Patriotic Union of Kurdistan, in return for being the parliamentary chairmanship of the National Union. The three parties share government ministries, each according to their parliamentary representation.
The strategic agreement between the two main parties to reactivate the presidency of the Kurdistan region, the re-election of the president by the regional parliament, after the law provides that the election directly from the citizens. The agreement also won the election of the candidate of the Kurdistan Democratic Party.
The three parties implemented all the steps agreed upon, and is expected to follow up the implementation of its agreement, through the election of Nechirvan Barzani to the presidency of the region.
Biography of the politician and the project
Born in the mountain town of Barzan in 1966, Nechirvan Barzani belongs to a family that is considered the most famous and influential in the history of contemporary Kurds since the early 20th century.
His grandfather, Mullah Mustafa Barzani, was leading the armed struggle of the Kurds against the central Iraqi authority. In the year that Nejirvan was born, an agreement was reached with the then Iraqi government of Abdul Rahman Arif.
Less than a decade later, Barzani fled with his family to Iran, after the Kurdish revolution failed to achieve its goals, following the famous agreement between Saddam Hussein and the Iranian Shah.
Barzani studied political science at Tehran University and was involved in political work within the Kurdistan Democratic Party (KDP). He was elected a member of the Political Bureau at the tenth party congress in 1989, after the death of his father Idris Barzani for two years, 1987.
The year 2006 is detailed in the political and administrative march of Barzani, he became prime minister of the Kurdistan region. And continued in that location throughout those years, except the period between 2009-2012, where the leadership of the National Union and the current President of the Republic of Iraq Barham Saleh took that position.
Supporters and opponents
Barzani's supporters hail what he achieved during the years of his presidency the territorial government of economic and urban development. They say that dozens of the main cities of Kurdistan witnessed an urban revival during this period, after the cities were flaccid. They are proud of the development they have achieved in the education, health and infrastructure sectors in the region. His supporters use figures showing that the overall incomes of the region's citizens are ten times higher than they were. Proponents do not forget to say that Barzani provided a public space of public freedoms, civil and political as well as security.
On the other hand, opponents of Barzani say he led a very liberal economic policy, opened the markets of the Kurdistan region to Turkish, Iranian and global goods. Which led to the deterioration of the Kurdish agricultural and industrial classes and the displacement of millions of Kurdish villagers from the countryside to the main cities, which was inflated exceptionally over ten years.
Opponents point to the expansion of the government apparatus in the region, as a result of Barzani's policy, of hundreds of thousands of ineffective public servants. The pastoral policy he led led to the weakening of the private sector in the region, especially in the fields of industry and agriculture.

The Center for Rights in Support of Freedom of Expression strongly condemned the threats to media institutions and journalists who reveal corruption files in Iraqi government departments, while calling for the filing of lawsuits in the competent courts.
The Center said in a statement received "The Covenant News" a copy of it, "strongly condemn the threats against media institutions and journalists who reveal files of corruption in the government departments, the latest Baghdad agency today to the repeated threats of liquidation on the background of disclosure files of financial corruption large," adding that "these Repressive methods are a cheap way to stop journalists from carrying out their duties in the fight against corruption. " He added that "while rejecting the Center for Rights to support the freedom of expression repeated threats to Baghdad News Agency today, it calls on the security agencies to provide immediate and necessary protection, Baghdad News Agency and its staff," stressing the need to "trace the incoming communication to the Agency and the investigation of those who stand Behind the person who threatened the agency. Haidar al-Abbadi .. And were you and your comrades in the Dawa Party?

27/05/2019

We also asked the Iraqi people to know the property of the leaders of the popular mobilization. We also ask you to disclose to the Iraqi people the assets of all the leaders of the Islamic Dawa Party from the first grade to the third grade in the party inside and outside Iraq. And all those who confronted the political process after the demise of the dictatorship of all political parties and political forces, both Islamic and non-Islamic, and we also ask you to show your picture of you and your comrades in the Dawa party and everyone who addressed the political process before and after the demise of the dictatorship, so that the Iraqi people know the effects of the no mercy that appeared to you all without exception ..

Who was your millionaire president or millionaire son before the fall of the dictatorship? Are not you all barefoot and refugees in asylum countries? Where did you come from these millions, palaces, property and companies inside and outside Iraq? What did you give to the Iraqi people other than looting and theft of public money the state of the president? Would you have remained prime minister for one week without these leaders, whom you accuse of corruption? Was America, which conspired with it to reach the premiership, able to remove a specter of support for the capital Baghdad and the holy cities after they were around the corner of the fall by the hand?

Why did not you call those corrupt names who influenced the money of the popular crowd? Are you not supposed to trust the funds of the Iraqi people to expose these names and provide evidence of corruption? What is the real reason behind all these accusations of popular leadership leaders? Is it a justification for the covenant it made to the Americans by cracking down on the popular crowd in preparation for its dissolution? Are not you the president of reducing the budget of the popular crowd to a quarter in the last year of your state? Are you not refraining from supplying the Popular Army fighters with armored personnel carriers and leaving them facing a sniper bullet to support their release? Did not you know as commander-in-chief of the armed forces that the United States was deliberately bombarding the popular mobilization forces in order to prevent its troops from advancing on positions that advocated? Who removed the specter of the Baghdad belt and opened the road to Baghdad, Samarra and liberated Amrli and cliff rock and the provinces of Diyala and Salahuddin? Is it not the popular crowd that liberated these areas before the Iraqi army regained its health? Were there forces of the Iraqi army other than those in the capital Baghdad and its surroundings and the forces in Ramadi, in addition to the combat apparatus, which is exhausted by the fighting? ...

On the other hand why did not you talk about the corruption of the Dawa Party leaders and enrich them at the expense of public money? Who was your millionaire president or millionaire son? Why did not you talk about the corruption of your entourage, your office and the ministers of your government? Did not they also raise money at the expense of public money? I do not claim at all that all the workers in the popular crowd are angels and not corrupt or did not profit at the expense of public money, but I know that I know that the majority of these leaders are true Mujahideen who solved the ethics of the angels and followed Ali ibn Abi Talib In their jihad for the sake of their homeland, their people, their sanctities and their faith, and they were advancing the Mujahideen in order to obtain martyrdom ...

In the second part of this article we will review that, God willing, the achievements and heroines of the popular ...

Iranian Foreign Minister Mohammad Jawad Zarif
Baghdad: Hamza Mustafa
Iranian Foreign Minister Mohammad Javad Zarif has begun a visit to Baghdad at a time when Iraqi President Barham Saleh is expected to visit Saudi Arabia and Turkey and parliament speaker Mohamed Halaboussi to discuss the chances of reducing tension in the region.

Zarif's visit to Baghdad or visits by Iraqi officials to neighboring countries or Washington came as the United States stepped up its stance on Iran after US President Donald Trump announced the dispatch of 1,500 additional US troops to the region. The Committee on Foreign Relations in the Iraqi parliament announced the upcoming visits to the President of the Republic to Turkey and Saudi Arabia in the next few days. "The visit of Prime Minister Adel Abdul Mahdi to Kuwait and President Barham Salih to Jordan was to discuss what is going on in the region and the tension between the United States of America and Iran," said Repoar Karim, a member of the committee. He added that «the two visits are aimed at keeping the specter of war away from the state and the Iraqi people as coming to the stage of economic stability and prosperity, and this requires security stability, military and political». Karim said that «discussions discussed trade and economic exchange between Iraq and neighboring countries in the event of problems during the next phase, and how will be the form of these relations», indicating that those tensions if it ended, Iraq will continue bilateral agreements concluded with those countries earlier.

Saleh visited Jordan last Thursday, where he participated in a bilateral summit with Jordan's King Abdullah II and a tripartite meeting with Palestinian President Mahmoud Abbas. Saleh's visit to Jordan came after a visit by Prime Minister Adel Abdul Mahdi to Kuwait for the same purpose.

Haidar al-Mulla, a former member of the Iraqi parliament and a leader of the Coalition for Reform and Reconstruction, told Asharq Al-Awsat that parliament speaker Mohamed Halabousi will visit Iran and the United States to discuss opportunities for mediation between the parties and what can be done to reduce tensions in the region. The possibility of avoiding them is a serious one. Asked if the chances of this mediation or other will succeed at a time when both sides are going up, Mullah says: "Today we are faced with one fact that either Iran is sitting at the negotiating table in order to discuss the risks of Iranian influence in the region and reduce this Influence in Yemen, the Gulf region, Iraq and Syria, or dealing with a future military strike. " Mullah explained that «in light of these data, talk about mediation at this stage but a process of movement in time lost, as all expectations indicate that the region is going after the month of Ramadan to one of two options; either a negotiating table to reduce the Iranian influence or military operations "This influence is weakening in the region."

In turn, Dr. Ihsan al-Shammari, head of the Center for Political Thinking, told Asharq Al-Awsat that "the plan of action initiated by Iraq and will be completed through shuttle rounds for the three presidencies and political delegations came after the meeting held by the President of the Republic at the Peace Palace with Iraqi leaders , Where mechanisms have been put in place to move in this area, including dealing with the possible war in all respects », noting that« Iraq at the heart of the crisis and therefore must move seriously regardless of the possible consequences of such moves ».

The former prime minister and leader of a coalition of state law, Nuri al-Maliki, called for not to stand on neutrality in the crisis between Iran and the United States. "The language of neutrality over the tension between Iran and America is no longer acceptable after Tehran declared that it does not want war," Maliki said during a meeting with parliament speaker. "The region faces great challenges and we must work to calm and remove the language of escalation and waving of force," a statement from Maliki's office said, expressing the hope that "Iraq's efforts to end tensions between Washington and Tehran will succeed." He added that «Iran's declaration by its leaders that it does not want war requires everyone to stand up to escalation and that the language of neutrality is no longer acceptable but the position rejects the party that wants».

For his part, called the leader of the Iraqi platform, Iyad Allawi, to develop a contingency plan to address the repercussions of the crisis. A statement by Allawi's office said that "the plan, prepared by the leadership of the Iraqi forum in consultation with political leaders from various parties, is based on the security and safety of Iraq and separate the financial and economic aspects and food security, in addition to the media aspect."

Bank bailouts propped up the financial system, but we should never repeat them
A decade after the massive government bailouts for Wall Street, some of the financial intelligentsia in New York and Washington no longer seem to view them as a bad thing. Rather than distasteful taxpayer handouts to reckless financial institutions, a new narrative holds that the extreme moves of 2008 and 2009 were heroic firefighting measures that the government should be ready to redeploy if the financial sector implodes again.

The prime minister has never intervened on the issue of the release of the former governor of Kirkuk

Some well-known media, satellite channels and politicians claimed that the Prime Minister intervened to release the former governor of Kirkuk, Mr. Necmettin Karim, who was arrested in Beirut by Interpol. And that the intervention of Mr. Prime Minister came in response to a request from Mr. Massoud Barzani after a call between them, according to rumors.

And we categorically deny any call between the Prime Minister and Mr. Massoud Barzani on this subject, either directly or indirectly. We confirm that the Prime Minister did not inform the arrest of the former governor of Kirkuk only after his release the next day. He never intervened. He was informed of the incident of the arrest of the Minister of Finance, Mr. Fouad Hussein in the plane while they were traveling in the official delegation to visit Kuwait on the afternoon of Wednesday, 22 May.

The Prime Minister then opened an official inquiry into what had happened and to take the necessary responsible position.

It is the duty of the politician, as it is the media duty, to investigate the facts and facts before releasing irresponsible statements or statements or providing fabricated information that distorts the truth and attacks state institutions, individuals and citizens.

Politicians and media professionals must investigate truth and accuracy before making judgments and check the information they receive. The square is filled with leaks and fabrications that are intended to stir sedition only. (And strife is more severe than murder) (and strife is greater than killing) with God Almighty.

We call on the politicians and media people who have made these false allegations to deny them and to clarify the truth to the public as they are, in a commitment to their professional, moral and national role, which presupposes a commitment of neutrality, credibility and clarification of the facts.
The Prime Minister reserves the right to take legal and judicial measures if the false allegations are not denied and the facts are clearly clarified to the public.

Al-Mohammadi said in a press statement that "the parliamentary blocs formed since the beginning of this month committees commissioned to negotiate with the Prime Minister to resolve the portfolio of positions and sites managed by proxy."

"The movement between the parliamentary blocs and the prime minister reached a peak during the current days after the deadlines for ending the agencies' file have come to an end," he said, adding that "the negotiations are looking at setting criteria for selecting the appropriate personalities to manage these positions and positions according to the principle of balance."

FM: Stand with Tehran against sanctions .. And Zarif: America is practicing bullying
2019/5/26 14:06
[Baghdad-where]

Foreign Minister Mohammad Ali al-Hakim said on Sunday that Iraq rejected US measures against Iran, stressing that Baghdad stands by Tehran.

In a joint press conference with his Iranian counterpart Mohammad Javad Zarif, the minister said that Iraq is seeking to stand with Iran in any way, stressing its rejection of US measures towards it.

He pointed out that the joint meetings between the two sides have discussed several aspects, including the subject of the entry of traders between the two countries and the railway project and industrial cities.

He added that contacts continue with the countries of the region to find a satisfactory solution for all parties, indicating that Iraq will attend the Arab and Islamic summits.
For his part, Zarif said that the agreements concluded previously with the Prime Minister and the President of the Republic, entered into force today.

He said that Tehran has not violated any agreement on the nuclear program, stressing that his country will face any aggressor aggressively.

He said Tehran had already made several proposals to sign the non-aggression treaty with all Persian Gulf states, which are still on the table.

Zarif added that Iran wants the best relations with Persian Gulf countries, welcomes all proposals for dialogue and reduces tension.

At the same time, he stressed that the Islamic Republic of Iran is simultaneously addressing any military or economic war against the Iranian people. Zarif said that "America and its violation of the rules and the violation of international resolutions are trying, through bullying, to drag other countries to work on their unilateral actions."

He added that Iran's recent actions on the nuclear issue is not a withdrawal from the nuclear agreement, but is to defend its rights under this international agreement.
Zarif criticized European countries for failing to comply with their obligations, saying: "We want European countries and other members to meet their obligations under the nuclear agreement."

He added that European countries have violated the practical normalization and economic relations with Iran over the past three years, and that the violation has increased more during the past year.

Prime Minister Adel Abdul Mahdi met Saturday with Iran's Foreign Minister and discussed the relations between Iraq and Iran and the follow-up to the agreements agreed between the two sides during President Rohani's visit to Iraq and Abdul-Mahdi to Iran.

The two sides also discussed the issue of "preventing war" in the region, Iraq's efforts to be a point of convergence between countries and a stabilizing factor in the region in order to build balanced relations with all countries.

Al-Halbusi said that Iraq does not stand side by side with the other in the Iranian-American crisis. He also met with the Speaker of the House of Representatives Mohammad Al Halbusi today, during which he discussed Iraq's role in reducing the escalations between Tehran and Washington.

Iranian Foreign Minister Mohammad Javad Zarif arrived in Baghdad on Saturday for a three-day official visit.
