Reconstruction, reconciliation and representation as the keys to progress in Iraq
Statement by Stephen Hickey, UK Political Coordinator at the UN, at the Security Council briefing on UNAMI
22 May 2019 (Transcript of the speech, exactly as it was delivered)
Thank you, Mr.President.Let me begin by thank Special Representative Hennis-Plasschaert for your very thought and comprehensive briefing.I think today's unanimous adoption of the resolution renewal UNAMI's mandate shows the strong Council support for your work and for the work of your mission.
Mr. President, I think it's significant that this is our first Council meeting on Iraq since the liberation of the last of Daesh-held territory in the region. And whilst as Security Council I think it's only natural that at times we tend to focus on the risks and the threats, I do think it's very important that we also reflect on the significant progress that's been made in Iraq to date and also that thank the Iraqi government, the Iraqi security forces and the Iraqi people for the immense sacrifices that they have made in defeating Daesh.
Now, while the territorial defeat is a very important milestone, the path to reconciliation and stabilization will be long and complex.Erasing the ideology of Daesh will take time and will require our sustained and collective efforts. In this regard, we recognize the important role that UNAMI continues to play in supporting the government of Iraq and its post-conflict recovery and stabilization efforts.
Looking ahead, the immediate focus must be on ensuring that the conditions that first brave rise to Daesh do not re-emerge again. In the near term, we believe this means focusing on three areas: reconstruction, reconciliation and representation.
First, on reconstruction and the provision of basic services, these are clearly essential for Iraq's long term stability. We've all heard the staggering figures mentioned today by Cote d'Ivoire with over 1.75 million Iraqis remaining displaced, unable or unwilling to return to their homes. The Governments of Iraq, the UN and the international community should continue to work urgently to address this situation, including by recognizing and tackling underlining concerns and through the full implementation of the commitments made at the Kuwait conference on reconstruction, referred to earlier by the Russian Ambassador.Ensuring that all Iraqi citizens are able to access civil documentation must also be a priority, especially for internally displaced children who face disruption to their education.
Underpinning all of this is the need for strong state institutions, an inclusive and representative government. In this regard, we support Prime Minister Abdul Mahdi's efforts to reach agreement in the Council of Representatives to fill the remaining four cabinet positions and to ensure the broadest possible representation of women and minorities in all levels of government.
Mr President, second, as Iraq continues to rebuild following years of conflict, reconciliation at all levels of society must be front and center - a point raised by the French Ambassador. In this regard we welcome UNAMI's continued engagement with the government of Iraq as it advances an inclusive political dialogue. We further welcome the important role that the UN plays in supporting an effective and accountable Iraqi security sector - one that is capable to effectively counter the ongoing threat from Daesh and provide security for all Iraqis.
Accountability is important, too, as Germany highlighted, and we thank the Government of Iraq and the UN Mission for their ongoing support to the UN investigative team for accountability for Daesh crimes as it continues to carry out its vital work to ensure justice for survivors.
Mr. President, third, turning finally to representation, the United Kingdom welcomes the UN mission's focus on gender across all of its activities, including its work to promote the enactment of the anti-domestic violence law.We strongly agree with Germany that women's protection and meaningful participation will support reconciliation and long term stability. As we are approaching the 20th anniversary of Resolution 1325 next October, we will continue to support Iraq to ensure that its next National Action Plan on Women, Peace and Security is budgeted, implemented in collaboration with civil society and coordinated at the local and national level .We would also welcome the opportunity to hear from more female civil society briefers as in future Council meetings to learn from their experiences and expertise.
Mr President, the United Kingdom remains steadfast in our commitment to and our support for the important work of UNAMI and for the people of Iraq as they work to build a more stable and prosperous future.
Thank you, Mr.President.

" He pointed out "the importance of obligating all service and collection companies to carry out quarterly accounting for a unified model and for all contracts, to carry out the process of conformity according to the terms of the contract and to pay all the amounts owed by their design. Otherwise, legal procedures are taken against them, pointing out the need to activate the work of the network {vpn} Between the collection centers of the companies and the systems center; to ensure that the systems center is informed in real time of the amounts collected to prevent the collection companies from transferring the received cash, and not to take public money, and ensure not tampering. The report stressed that "the accounting should be on the basis of the amount of energy received, not the energy sold by the investor, and commitment to insurance on the network and not an annual inventory, pointing to the importance of preparing a standardized form for monthly and monthly accounting, which is an integral part of the new contract, The old contracts will be in accordance with the formula contracts annexes; to ensure the unification of the mechanism of accounting for all public companies and non-diligence on this subject. The integrity report called for a reconsideration of the percentage of technical losses of 14% according to the contract, and to determine a new percentage according to the status of the network, because the proportion of technical rumors in the contract is the maximum limit of the rumors, as it was not considered that some companies have areas of delivery with a terrestrial network, The need to activate the paragraph rationalize energy consumption by 20% under the terms of the contract. He urged "to pay attention to the wording of the penal clause so as to make it effective in forcing companies to pay within the legal period, and to increase the percentage of delay penalties imposed on the company, and make them commensurate with the amounts reserved by companies for each day of delay, and be upward, In the secondary stations by the investor company, obligates the service and collection companies to implement the clauses of the contracts concluded, foremost of which is the installation of smart nutrient standards, and to provide the system center with joint records; to read the energy standards processed for companies. The report pointed out that "the need to prepare an inventory by the directorates of distribution includes a position to read the standards and the collection of commercial units, and identify the violators and abstainers, and make the central control through the Center for Consumer Affairs, pointing to the need to follow the modern programs of the Center of systems; Is part of the {Billing system} system, whereby the Ministry and government departments can quickly answer any requirements, as well as access to highly protected databases and back-up backups;Data from any emergency ".anthy

Security Council extends mandate of UN mission in Iraq
The United Nations Security Council on Tuesday unanimously adopted resolution 2470 to extend the mandate of the United Nations Mission in Iraq (UNAMI) until 31 May 2020, when the United Nations confirmed that the mission would be a stabilizing factor in a volatile region.
The resolution emphasized the independence, sovereignty, unity and territorial integrity of Iraq and expressed its support for it in addressing the challenges it faces in the context of continuing post-conflict stability and its transition to the task of recovery, reconstruction and reconciliation. The Security Council decided that, at the request of the Government of Iraq, the Special Representative of the Secretary-General and MINURSO would undertake, inter alia, priority to provide advice, support and assistance to the Government and people of Iraq to promote inclusive political dialogue and promote reconciliation at the national and community level. After the adoption of the resolution, the Special Representative of the Secretary-General in Iraq, Janine Blachardt, assured the Council that the authorities, institutions, mechanisms and systems of Iraq continue to struggle against deep-rooted problems that often impede the implementation of urgent and strong responses from the Government to urgent needs such as reconstruction, development and security. "Corruption is taking away the money that should have been spent on public services, putting it in the pockets of corrupt people and hampering economic activity and development," she said. "Iraq will not achieve its full potential without the active political, social and economic participation of women and young people, and I stress the need to translate good intentions into positive action. Iraq has not yet appointed a woman minister," Blaschart said. She expressed her happiness that the Iraqi leadership continues to communicate with regional and international partners in a position that is a reliable partner. It can become a stabilizing factor in the troubled region, rather than a battlefield that can provide room for regional reconciliation that paves the way for regional security dialogue.
Mr. Ammar al-Hakim and a delegation of the Sadrists are looking to accelerate the completion of the government and the US-Iranian escalation
The head of the Coalition for Reform and Reconstruction, Mr. Ammar al-Hakim, discussed with the delegation of the political body of the Sadrist movement the developments of political affairs in Iraq and the region, the American-Iranian escalation and the role of the political forces towards this escalation.
A statement issued by his office received the agency {Euphrates News} a copy of it that the two sides "stressed the importance of speeding up the completion of government cab and the selection of competent and professional figures." Ammar al-Hakim renewed during the meeting, "demanding the government to clarify the implementation of the electoral program in accordance with the time constraints committed to the people and political forces." Regarding the regional situation, the two sides reaffirmed "Iraq's efforts to alleviate the escalation of the recent US-Iranian escalation, and pointed out that Iraq will be the first and most affected among the countries of the region if the crisis develops and reached war." And called on "all political forces to work hard to prevent the outbreak of war and take the necessary steps to spare Iraq the complications of this escalation."
Iraqi initiative and Kuwaiti call for calm: Iran's neighbors face Saudi mobilization as "positive neutrality"
Rohani: The unity of the Iranian people changed Trump's decision on the war (Anatolia)
Saudi Arabia's neighbors, led by Oman, Kuwait and Iraq, who have chosen the principle of "positive neutrality" in the crisis, do not seem to want the mobilization Riyadh wants to serve the American campaign in the region.
Unlike both Riyadh and Abu Dhabi and their choice to participate in the campaign of US President Donald Trump over Iran, Oman, Kuwait and Iraq prefer to distance themselves from Washington's desire to lead to a policy of tension and confrontation with Tehran. After the Omani move in the last few days towards the activation of channels of mediation and dialogue, Kuwait decided its position on the developments of events. Despite the Saudi mobilization and the call for alignments that are reflected in the upcoming Mecca summits, the Kuwaiti parliament confirmed yesterday the support of the official position of the country to "promote security and peace in the region" by adopting "positive neutrality" towards existing conflicts by ensuring that differences are resolved peacefully through dialogue.

Iraq is back to be the center of the American-Iranian rope tightening .. Uncertain prospects
Follow up - Mawazine News A report by France on Tuesday revealed that Iraq has once again become the center of the American-Iranian straits, which threatens the prospects of making Iraq an arena for the next war. After decades of successive conflicts, Iraq finds itself again at the center of tension between the United States and Iran, whose rhetoric has recently risen in an unprecedented way, in the interests of other parties that could push the conflict forward. The US military buildup has fueled speculation in the Gulf over the past weeks of a possible conflict in the region, especially after a year after the United States withdrew from the nuclear deal with Iran. "The withdrawal of Washington to its employees and non-essential diplomats from Iraq and the fall of Katyusha on Sunday to the fortified Green Zone in central Baghdad, which includes several foreign embassies, including the United States, shows that there are those who want to drag Tehran and Washington for confrontation in Iraq. " "There are those who want to fight Iran without his weapon, and who wants to fight the United States without his weapon." According to AFP, US officials have indicated that "the US move to withdraw non-essential staff from Iraq came against the background of threats originating from Iran." "Between Saudi Arabia and Israel" The leader of the Badr Organization, Hadi al-Amiri, said that "all parties to the war do not want war." The leader of the Badr Organization, Hadi al-Amiri, While the Iraqi Hezbollah Brigades confirmed that the attack was "unjustified". "The provocative rhetoric over the past few weeks is directly in the interest of the hardliners in Iran, but at the same time rejoice in Saudi Arabia and Israel, who are determined to settle accounts," AFP quoted Karim Kedar, the Middle East expert at the Institute for International and Strategic Relations in Paris, as saying. Old with Tehran ". Iraq may be an arena for such a settlement, but Bitar notes that "the risks are so great that Iran's arms in Iraq can not act without a green light from Kassem Soleimani and the Iranian Revolutionary Guard." Thus, Washington and Tehran know well that "the overall confrontation is not a winner And will be devastating to both. " - Any scenario? - The agency noted that it was difficult to predict the scenario of "proxy war" in Iraq, but analysts point to limited strikes or processes of depletion. According to the agency, the political analyst Hisham al-Hashemi, said that "according to previous experience, there will be no direct war The United States depends on the economic exhaustion, which may be accompanied by limited air strikes to drain the depth of Iran." "Messages on the Land of Iraq" In turn, the researcher at the Middle East Institute at the University of Singapore, Fanar Haddad, that Iraq "pays the tax of Washington - Tehran, which gives him an enviable position in the front line in any future conflict between the parties." The newspaper "AFP", that Iraq maintains vital interests with the two hostile countries. Washington supported him in his war on a sympathetic organization, especially through the air strikes carried out by the International Alliance under its leadership. While Tehran equipped the popular crowd with weapons, training and military advisers. "Iran has so far used a policy of restraint in Iraq because it is a soft security zone," he said. "The escalation could be just a whirlwind in a cup," Haddad said. "Unless the total madness is met, a major open war is still not likely," Bitar said, adding that "it will be limited to messages that can be sent to the Iraqi arena." In the carrot and stick game, Americans know full well, according to Bitar, that attacking Iran "will make wars in Afghanistan, Iraq and Libya look like a picnic." d

But several times they did pass it off till June in delaying the first of the year. NOT rocket science since banks books are adjusted accordingly to these time periods... 4 months and the CBI will have a new governor.
5-21-2019 Newshound/Intel Guru Mnt GoatThere is no mention of a scheduled timeframe for voting on the current list of candidates for the last of the four ministers.
