Kurdistan Democratic Party MP Aram Balatayi said that a high-level delegation from Kurdistan will visit Baghdad after the formation of the new government, adding that he thinks it is time to solve outstanding issues.

Balatayi said that he thinks the current circumstances between the federal government and Kurdistan are positive, and can enable resolving the outstanding issues between the two regions.

"Although there are some anomalous views that want to harm relations between the two sides, we are optimistic that once the government of Masrour Barzani is formed, a high-level delegation will visit Baghdad and there will be a

(Baghdad: Al-Furat News) Turkish Foreign Minister Mouloud Javishoglu confirmed his country's desire to normalize relations with the Kurdistan region.
"We will re-normalize our relations with Erbil," Gawishoglu said in a press statement. "I would like to visit Erbil and Sulaymaniyah." 
"They (the Kurdistan region) also know that this referendum does not work, and this is wise, although we advised them not to hold the referendum, but it happened unfortunately." 
"We see that they are reestablishing their relations with Baghdad to normal and this is good and we support it, we will also print our relations, and of course we have no problem with our brothers and sisters Kurds in Iraq and Syria, and our problem is with the PKK."

Saudi investment in Iraq boast bilateral ties, can curb Iran's influence

Saudi Arabia intends to invest $1 billion in development projects in Iraq and open a consulate in the capital, reversing a longstanding policy of disengagement there as it seeks to curb Iran’s growing influence in the Middle East, Bloomberg reported.

A Saudi ministerial and business delegation is in Iraq this week to discuss investment ideas for some of the kingdom’s biggest companies, including oil giant Aramco, Saudi Basic Industries Corp. and the Maaden mining corporation, Saudi Commerce and Investment Minister Majid Al-Qasabi said in Baghdad. Memorandums of understandings will be signed in the near future, he said.

Riyadh opened a consulate in the Iraqi capital on Thursday and will open three others in different provinces at a later time to facilitate visa procedures, Qasabi said. It will also build a sports city as a “gift to Iraqis,” he said at a joint news conference with Iraq’s oil minister, Thamir Al-Ghadhban.

Policy Reversal

Saudi Arabia’s pivot to Iraq is motivated by Riyadh’s conclusion that shunning neighboring countries created a void quickly filled by Iran, said Sami Nader, director of Beirut-based Levant Institute. Predominantly Sunni Saudi Arabia and Shiite Iran are vying for influence in the region as they fight proxy wars in Syria and Yemen.

Riyadh, which reopened an embassy in Baghdad in 2015 after a 25-year absence, is also seizing an opportunity that’s opened over growing discontent in Iraq with Iran’s clout. Protesters have been demonstrating against substandard services, corruption and poor governance, and last year in the southern city of Basra set fire inside the Iranian consulate.

The Saudi delegation visited Baghdad just a few weeks after Iran’s President Hassan Rouhani met with officials there in an attempt to cement his country’s influence in Iraq, which has been growing ever since the U.S. invasion of 2003 toppled President Saddam Hussein. 
Japan gives another $5.4m for Iraq Reconstruction

The United Nations Human Settlements Programme (UN-Habitat) has welcomed an additional contribution of USD 5.4 million from the Government of Japan to support reconstruction and peacebuilding in Iraq through the rehabilitation of war-damaged houses and construction of low-cost housing units in key liberated cities.
More than one year from the declaration of the military victory over so-called ISIL in 2017, more than 1.7 million people are still displaced in Iraq. The rehabilitation of severely damaged structures and rebuilding of fully destroyed houses are extremely costly and require robust engineering expertise. IDPs with their severely damaged or fully destroyed homes are still in dire need of support.
Through the additional funding UN-Habitat will be able to continue its community-based interventions and the rehabilitation of “severely damaged” houses and the construction of low-cost housing units to accommodate vulnerable returnees whose houses are “destroyed.”
Returnees and members of affected communities will be trained on skills required for the works and recruited under the project to support rebuilding their livelihoods. Approximately 2,500 returnees are expected to benefit from this project, and priorities will be given to vulnerable households including female-headed households, those with elderly, infants and children under age 6, or physically impaired.
His Excellency Mr. Naofumi Hashimoto, Ambassador of Japan to the Republic of Iraq said:
“Japan has recently decided a new assistance package for Iraq amounting to US$ 63 million, including this project as a contribution to the housing sector. With this package, the total amount of Japan’s assistance to the people affected by the crisis reaches US$ 500 million.”
UN-Habitat is grateful to the people and the Government of Japan for their continuous generous support which allows integration of the New Urban Agenda and physical interventions for post-conflict reconstruction and peacebuilding.
The development of sites for low-cost housing units designed to accommodate vulnerable displaced people who lost their homes is one of the pillars of the “Housing Reconstruction Strategy” recently developed by the Government of Iraq and UN-Habitat to enhance and accelerate housing reconstruction and development in conflict-affected areas.
With a contribution of approximately $50 million since 2015, the Government of Japan has been a vital partner to UN-Habitat’s Iraq Programme.

The Saudi minister of trade and investment, Majid al-Kasabi, revealed on Thursday the readiness of four giant Saudi companies, representing the Saudi economy, to enter the Iraqi market strongly.
"The four companies, Aramco, which is involved in the investment in a gas aggregation project, SABIC to invest in the construction of the petrochemical complex, and Ma'aden, to invest in phosphates, fertilizers and aluminum," Al-Gosaibi said. Aquapaz, to invest in a project to connect electricity and renewable energy projects. "

The Council of Ministers of the Islamic Republic of Iran decided to allow the Ministry of Foreign Affairs to exempt Iraqi citizens from paying entry visas to Iran, taking into account the principle of reciprocal interview by Iraq.
According to the Iranian agencies, the First Vice President of the Republic a letter to the Ministry of Foreign Affairs, which stated: 
The Cabinet, at its meeting on March 31, decided to allow the Ministry of Foreign Affairs, upon the proposal of the latter and based on the provisions of Article 138 of the Constitution of the Islamic Republic of Iran, to exempt Iraqi citizens from visa fees to enter Iran, Iraq. 
In a joint statement following bilateral negotiations during President Ruhani's official visit to Baghdad, Iran and Iraq announced their decision to cancel visa fees for Iranian and Iraqi nationals. 
On Monday, April 1, 2019, the Iraqi Council of Ministers announced that the decision to cancel the visa fees for the citizens of the Islamic Republic of Iran will be taken into account, subject to the provisions of Article 36 of the Foreign Residence Act No. 76 of 2017. 
The cabinet voted in favor of Adel Abdul Mahdi to exempt Iranians from visa fees on the condition of reciprocity. 
The agreement formally entered into force between the two countries on April 1.

The Governor of Baghdad, Falah al-Jazairi agreed to lift the bridge for the purpose of maintaining and rehabilitating it at the request of the Directorate of Roads and Bridges of Baghdad.
 
The Algerian pointed out that his approval came as a result of the high levels of the Tigris River after the launch of large waves of water from Samarra towards Baghdad as a result of recent rains, pointing out that these waves will raise the levels of the Tigris River 3 m, as reported by the Ministry of Water Resources .
 
The governor also warned the owners of restaurants and investment projects as well as a warning to all those on the shores of the Tigris from the restaurants and facilities and citizens of the presence in the Tigris basin and to be considered on Friday for their safety .
 
He also pointed out that the Algerian high levels of the Tigris will take 3 days and then gradually return to normal .

The National Pension Board announced on Thursday the direct payment of salaries of civilian and military retirees.
It is beginning to pay the salaries of civilian retirees for the April 2019, as well as the payment of pensions of retired military personnel of the new Iraqi army and internal security forces who were referred to retirement in 2019 with the completion of the exchange of salaries of martyrs and victims of terrorism retroactively."

The Ministry of Water Resources warned Thursday, Baghdad province and its people, of rising water levels in the Tigris River. 
This came according to a document obtained by Mawazin News, issued by the Ministry of Water Resources and addressed to the province of Baghdad. 
In a very confidential letter from the Directorate to Baghdad Governorate / the governor's office on the water revenues in the Tigris River Basin, he said: "We are aware of the fact that there is a large and high water wave present in Samarra as a result of the floods and rains that have recently occurred in Madadat, which exceeds the capacity of the flood channel, Samarra to Lake Tharthar, it is expected to launch a gradual water wave and controlled in the Tigris River from the back of the Samara and the direction of the city of Baghdad and the latest from Friday morning. 
"This wave will raise the levels of the Tigris River in Baghdad by about 3 meters from the current level to become the level of Baghdad between the 32 meters to 33 meters, which is lower than the level of the banks of the river of 36 meters." 
And directed the ministry to all concerned and other parties and citizens within the basin of the river to take precaution and exit from the river basin as of tomorrow morning to protect them from harm until the passage of the wave, which will take within the city of Baghdad 3 days after which the levels gradually decrease back to normal rates.

4-4-2019   Newshound/Intel Guru Mnt Goat   Next we know that the Kurds or anybody else was not yet paid and to this date still the payroll files have not gone out. We are not moving into the fourth month without opening the 2019 budget.  Conversation with my CBI contact on Monday:  We were told the reinstatement rate is within the new budget and when it is opened they plan to pay out on the new rate. This why the hold up. Another cause of the holdup was a large sting operation on counterfeit currency coming from Iran. Billions of dollars worth of notes were confiscated. From my CBI contact they did run all the payroll files but they reflected the wrong rate under the program rate….oops!. They had to re-run the file and now it is based on the new rate. I was told the rate but also asked not to reveal it. I was told they will definitely pay the Kurds this week. We can expect to see articles news on this and the reinstatement may happen VERY soon afterward...   [post 3 of 3]

This was settled. Next, he was told he needed to get the...government formed and do it now. ...we now hear that April 9th is the target for the next voting session on these candidates. But that is a week away and another holiday is fast approaching.   Next we learned that Iraq conducted a symposium or seminar on the “project to delete the zeros”. We know that the CBI did in FACT have a March target...this target, like other targets, is predicated on completing certain issues/tasks.  So what have we learned in March that we can take forward...about the timing of this reinstatement?  We can clearly see by the dozens of articles that the cabinet is not yet completed and the hard requirement is still to “fully” complete the cabinet.  ...We learned that the IMF is ready to go and is “demanding” the CBI to “free up the exchange rate”. Opening of the Saudi consulate in Baghdad in the presence of Hakim

BAGHDAD, April 4 (Xinhua) - The Ministry of Foreign Affairs announced on Thursday the opening of the Saudi consulate building in Baghdad in the presence of Foreign Minister Mohammad Ali al-Hakim.

"The consulate building of Saudi Arabia was opened in Baghdad, in the presence of Foreign Minister Mohammed Ali al-Hakim," ministry spokesman Ahmad al-Sahaf said in a brief statement.

He said that "the relationship with Saudi Arabia is a strategy," stressing that "Iraq is going to balance and strength to build its interests."

Saudi Arabia will open a consulate in Baghdad to grant visas to Iraqi travelers, and announced preparations for the opening of three consulates in Iraqi provinces, Saudi Trade Minister Majid al-Kasabi said after arriving in Baghdad on Wednesday, heading a large official and commercial delegation.

He stressed Saudi Arabia's keenness to "build bridges of communication to enhance trade exchange between the two countries."
