How Abd al-Mahdi picked Hamadani, his candidate for education ministry

24/04/2019
Prime Minister Adil Abd al-Mahdi sent the parliament a list of new candidates for both the education and justice ministries, in order to be voted on.

According to the list, Safana al-Hamadani is Abd al-Mahdi's candidate for the Education Ministry, while he sent the name of Arkan Karim as a candidate for the Justice Ministry.

Abd al-Mahdi said that he consulted with the political blocs concerning the two candidates, adding that the integrity and security authorities both checked the new candidates.

Hamadani is Abd al-Mahdi's candidate since January this year. She had applied for the posts online, an informed source told Asharq Al-Awsat.

“The PM had to resort to the electronic portal to choose the ministers after political blocs failed to agree on candidates for the remaining vacant posts: Education, Justice, Defense and Interior,” the source said, according to Asharq Al-Awsat.

Asked whether the legislature would vote on the two new candidates, the source said, referring to Hamadani and a former candidate that “Parliament wants to complete the cabinet lineup, therefore, the candidates have good chances.”

Abd al-Mahdi was assigned last October by President Barham Salih to form a government after being nominated by the two largest parliamentary Shiite-led Reform and al-Binaa coalitions.

After his appointment, he said qualified candidates have three days in October to submit their resumes online to apply to ministries and other posts through a website created for that purpose.

“Whoever has the experience and believes that she/he is eligible to run for a ministerial post and wants to nominate themselves, has to send their CV through the website iraqcabinet2018.com,” his office had said.

Abd al-Mahdi served as Minister of Oil in Haidar al-Abadi’s cabinet but resigned in 2016 after two years in office. He was also Iraqi vice president between 2005 and 2011.

According to an informal agreement adopted in 2005, the selection of ministers in Iraq is done through consensus of the various political forces.

Cabinet ministers must be Iraqi citizens with a college degree or equivalent, under terms of the constitution.

Soon after after launching the website, thousands of people submitted their applications for ministerial posts, according to a statement from Abd al-Mahdi’s office.

UNAMI warns of the crisis of water nearby in Iraq !! .. And this advice to the Iraqis

Editorial date: 2019/4/24 00:11 • 3393 times read

The United Nations mission in Iraq (UNAMI) expected a water crisis in Iraq close despite the unprecedented rains and floods in the country during the winter and spring.
"The International Day of Our Mother Earth is the day when we celebrate nature's grace, strengthen and show our awareness of the call to ensure," UN Special Representative to Iraq Jenin Henness Blachardt said on International Earth Day in an article on environmental protection and water resource management the key to long-term prosperity in Iraq. This is an increasingly important issue in Iraq, a country emerging from years of armed conflict, facing a range of environmental problems, from the ongoing water crisis that threatens stability and development to pollution, and even worse these problems are the limited awareness of what we can Contribute to its well-being of our environment. "
Climate change is one of the greatest threats to sustainable development worldwide, and its impact is on us all. Iraq is not among the biggest culprits in climate change, but it is among the countries affected by the harsh weather conditions of the last few years - high temperatures, desertification, water shortages, heavy rains and recent floods.
Iraq is in what was once known as Mesopotamia, the land between the Tigris and the Euphrates. Historically, people were able to enjoy their right to water. In fact, water availability has been a major factor in the development of rich Iraqi civilizations.
However, the water crisis remains real. Despite the extraordinary season of rainfall that filled dams and rivers to the ground, Iraq still faces a supply and quality water crisis. As we approach the summer season, the crisis is only expected to worsen.
The factors of population growth, regional differences on cross-border water supply, poor infrastructure and non-modern waste and water management practices, and increasing salinity and climate change as a whole contribute to Iraq's contemporary water problems. The consequences have a significant impact on all levels of humanity, economic, security and social.
Therefore, no effort should be spared to manage this crisis, and there is an urgent need to realize that it is a pressing issue. Equally important is informing the Iraqi citizen that sustainable solutions to address the damage to the environment will take some time and that the road ahead is long and not easy at all. Decades of stagnation, lack of investment and mismanagement can not be tackled overnight.
Not enough to rely solely on the strength of nature to repair damage. We must act now, as we are the protectors of our planet, starting work from home and in the workplace through the management of water resources and waste, conservation measures and a green plan that puts awareness in the forefront.
The Iraqi government has improved water management as a priority. For this effort to be effective, sufficient resources and capacity-building are needed at all levels, and this can not succeed without a strong commitment by political parties - across the political spectrum - to deal with such an issue of national importance. Water resources are limited and increasingly scarce. There must be a change in our approach to this precious resource. With rights comes responsibilities, and every drop of water needs to rationalize consumption at all levels. The waste of water must be socially unacceptable and should be strengthened.
Similarly, waste management requires awareness and action. Promoting behavioral change, rehabilitating and modernizing agricultural infrastructure, as well as ensuring a pollution-free and environmentally friendly environment are some measures to stop waste and damage. Clearly, much more needs to be done in all sectors. It is our responsibility to undertake this work, even by taking small but effective steps that contribute to the well-being of our environment.
Let us recycle and sort waste as often as possible. We save water and energy as much as possible, and think before using plastic - bags, cups and trays, how to get rid of batteries, and plant a tree and watch it grow. Making lights and redundant devices redundant is common practice. The air conditioner is adjusted higher in summer and less in winter. We are reduced to driving, sharing a car or riding a bicycle, walking whenever we can, and reporting spills and spills, no matter how small. Let us be the protectors for ourselves only. We educate our families and friends about the benefits of environmental protection. Although the country has enormous natural energy resources, renewable energy provides a clean and effective alternative.
The United Nations in Iraq is doing its part, as the United Nations family in Iraq provides technical support to the Government on the effective management of water resources. In addition, since 2017, the United Nations has provided emergency water supplies to more than 2 million displaced people in Iraq and to five million people in communities affected by violence and conflict. The United Nations also supports local governments in the development of water systems and wastewater treatment plants.
At the UN headquarters in Baghdad, we are using solar energy and other energy-saving measures to reduce 50 percent of the conventional energy we use by the end of 2020. All new structures are energy-efficient, using 50 percent less energy Of traditional buildings, and current buildings are being updated so that their energy consumption is 30 percent lower than conventional buildings.
We use reusable bags and paper bags instead of plastic, and aim to green 25 percent of the land. We use recycled water for irrigation, energy-saving lighting and conditioning. Equally important, we have year-round awareness campaigns on energy efficiency.
The argument of some that the measures we can take, individually or collectively, will not make a difference that is not true. The enormity of the problem requires that each of us do its part. So start today, at this very moment, to help save our earthly mother and make it a better place for your families and for future generations.

Washington gives exceptions to foreign parties dealing with "guards"

London: Middle East

US sources revealed yesterday that the administration of Donald Trump is approaching the announcement of practical steps to implement some of the measures after the classification of the "Revolutionary Guard" on the list of terrorist organizations. Three current and three current US officials said the White House had largely ended up making exceptions for foreign governments, companies and NGOs so that they would not automatically be subject to US sanctions because of their dealings with the Revolutionary Guard.
A spokesman for the State Department said the exceptions would include officials from countries such as Iraq who may have ties with the Revolutionary Guard, stressing that they "would not necessarily be subject to denial of US visas."
The US official explained the nature of the consequences that Washington's allies might face if they contacted the Revolutionary Guard by saying that "just entering into talks with officials of the Revolutionary Guards is not generally a terrorist activity," adding that "our ultimate goal is to carry other countries And non-governmental entities to stop dealing with the (Revolutionary Guards) »without specifying the entities or countries targeted.
Pompeo's exceptions seem to be aimed at curbing the legal responsibility of foreign governments, corporations and NGOs, while leaving open the possibility of punishing members of those bodies for their support of the Revolutionary Guards, according to Reuters.
The Foreign Ministry spokesman said: "Within the framework of the exemption of the first group, the minister generally identified, with one important exception, that a ministry, department, body, department or other entity, or any subsidiary body of any foreign government, Terrorist organization of the third category ».
The "third-class terrorist group" is a group that the United States does not officially classify as a "foreign terrorist organization" and which is not included in other laws by a "terrorist group," but which is engaged in "terrorist activity" and thus prevents its members from entering US territory.
"In the framework of the exemption of the second group, the minister has determined, generally speaking, that any non-governmental organization, organization or group providing material support to any subsidiary entity of a foreign government classified as an international terrorist organization ... will not be dealt with With it as a (category III terrorist organization) ».
In the same vein, Reuters quoted a congressional aide and two former US State Department lawyers as saying that the exemption appeared to be aimed at ensuring that a "foreign terrorist organization" was not automatically assigned to the rest of the Iranian government and officials from partner governments such as Iraq and Oman, Linked to dealings with the Revolutionary Guards.
Under US law, anyone providing "material support" to terrorist groups is subject to widespread sanctions. The DHS website provides an extensive definition of material support that may include anything from the provision of money, transport and forged documents to the provision of food and assistance in the construction of tents or distribution of leaflets.
Exemptions from US sanctions will also allow foreign executives with business dealings with Iran and humanitarian organizations operating in areas such as northern Syria, Iraq and Yemen to carry out their work without fear of falling automatically under US laws on dealing with a foreign terrorist organization. Is the right to impose sanctions on any individual in a foreign government, company or non-governmental organization that provides "material support" to a foreign organization designated by the United States as a terrorist organization.
The measure is the latest in President Donald H. Trump's approach to imposing the most intense pressure on Iran after Pompeo named the Revolutionary Guards a foreign terrorist organization in mid-January. Iran has labeled US forces in the Middle East on the terrorism list.
International parties dealing with the "Guard" as well as companies are concerned about the consequences of the decision, as well as US diplomats and military personnel in Iraq and Syria, whose representatives may deal with the Revolutionary Guards.
A congressional aide said Trump's administration wanted to show that it was stepping up pressure on Iran by targeting the Revolutionary Guards, but it was not disrupting Washington's diplomatic allies. "I feel the administration is looking to make a fuss rather than a policy change," he said, asking not to be named. "They do not necessarily look to punish anyone. They are looking to raise people's fear. "
But the State Department has also made it clear that it may track individuals in exempted groups. "Exemptions do not benefit members of an exempt group who have themselves provided material support ... or had other links to a terrorist organization that does not enjoy exemption," the spokesman said.
"The classification of this foreign terrorist organization, like other sanctions, has a number of unintended consequences that, if left in its own way, would harm American interests," said former State Department lawyer Peter Harel. "The US State Department is trying to reduce those consequences .
