Man Linked to Erbil Terrorist Group Held in German Prison

The German terrorist, identified as Dastbar Ehsan, reportedly visited Kurdistan Region a few years ago, and met with Ismail Susayi to invite him to join the Islamic State (IS). 
Susayi appeared in a video released by Kurdistan Region Security Council (KRSC) in which he admitted his membership to IS and coordinating the terrorist attack on Erbil governor’s office. 
The German terrorist, according to Susayi, was born and grew up in Germany, but he can speak Kurdish with a German accent.

KUWAIT CITY - The world oil market is nearing stability based on current crude production levels after the recent agreement between OPEC and independent producers to increase production, Kuwaiti Oil Minister Bakhit al-Rashidi said on Wednesday.
"Clear from current production levels, we are reaching a very stable stage for the oil markets, whether for producers or consumers," Al-Rashidi told reporters during a tour of the southern Al-Zour power plant.
He added that Kuwait's current production of crude is 2.8 million barrels per day, as agreed at the last meeting in Vienna.
The next meeting of the OPEC-OPEC independent producers' committee, scheduled for September 22-23, will review oil production levels after agreeing to increase production in Vienna, the minister said.
OPEC and other producers, led by Russia in June, agreed to increase production to cool the oil market.
Asked about the possible closure of the Strait of Hormuz, Rashidi said the Gulf states had ready plans for emergency implementation.
He also expressed great optimism that the return of crude production from the neutral zone with Saudi Arabia very soon.
The Kuwaiti minister expected to reach an agreement on the import of gas from Iraq before the end of this year.
Al-Rashidi, who is also the minister of electricity and water, said his country would send four desalination plants to Iraq with a total capacity of 1 million gallons per day.
Kuwait sent 17 generators and 18,000 tons of diesel to Iraq to overcome Iraq's electricity problem, al-Rashidi said.

The news that the US Treasury Department prevented Iraqi banks from dealing with Iran stirred a great concern among the Iraqi financial system.

Iraqi Al-Mada daily reported the news, pointed that a directive reached to the Central Bank of Iraq at the start of July last threatening economic sanctions against any bank proving having financial dealings with Iran.

By this directive, the Iraqi government will be unable to pay its electricity debts to Iran, which matter obliged Iran to cut off the electricity and incited the latest crisis in the country.

No confirmation was made either by the Iraqi government or other independent sources.

The Ministry of Labor and Social Affairs announced on Friday that it obtained the approval of the General Secretariat of the Council of Ministers to oblige foreign companies to operate 50% of Iraqi labor within their investment projects.
 
The ministry has submitted a proposal to the General Secretariat of the Council of Ministers to oblige foreign companies to employ Iraqi workers at a rate of not less than 50% of the total labor used in investment projects," said Osama Al-Khafaji, head of the foreigners department in the training and employment department. On the investment license of the National Investment Commission or investment bodies in the provinces as well as not allow foreign workers to work inside Iraq without obtaining the work permit provided for in the Labor Law No. (37) for the year 2015.
 
He added that "the General Secretariat of the Council of Ministers took the proposal of the ministry and issued a decree prohibiting the granting of entry features for foreign companies to work in Iraq only after making sure that the contract concluded with the government agencies involves the obligation of foreign companies to review the Department of Foreigners in the Ministry of Labor and Social Affairs, And to activate paragraph (5) of the Diwani Order (46) for the year 2012, which obligates the ministries and parties wishing to contract with foreign companies to enter into contracts requiring companies to review the Ministry of Labor within thirty days of the entry of foreign workers for the purpose of issuing work permits.
 
Khafaji said that "companies or ministries violating the bear the legal consequences of the imposition of financial fines with the failure to pay the financial dues of those companies or entities violating," noting that "Resolution No. 80 of 2013 issued by the General Secretariat of the Council of Ministers hampered the work of the Ministry on the employment of national labor As it gave powers to the director of residence or head of the mission or authorized to grant the features of the entry of investors and businessmen and experts without passing through the Ministry of Labor and Social Affairs, which called on the ministry to raise its proposals to amend the said resolution and obtained approval by the Secretariat General.
