Iraq, August 6, 2018

A new report by Ali Al-Mawlawi (pictured) argues that the illusive nature of long-term stability in the Middle East necessitates a strong commitment by Iraq’s political leaders to develop a sustainable economic and fiscal regime that can absorb future shocks to the system.

According to the World Bank, government expenditure as a percentage of GDP averaged at 52 percent between 2005 and 2012, making it amongst the highest in the region.

Modernising Iraq’s bureaucracy through a public financial management (PFM) approach will be critical, the report says.

Shial: The bloc has taken other grants. The people are more aware of the arrogant politicians

August 05 2018 11:23 PM
Demonstrations

Aziz Jabr Shayal, a political analyst, said on Sunday that the people had become more aware of politicians, calling them "arrogant".

He pointed out that the large bloc took grants other than what we hoped to be towards programs, not privatization, stressing that the blocs that won the big seats and that can control the tracks of the largest bloc will remain intact, and most of the political blocs do not mean only who will be president Ministers and Parliament.

He added: "We hope that we would be wrong that the politicians do not care about the top reference in the final speech on the specification of the government and the next prime minister, as much as how the government passes the interests of their parties, pointing out that the reference in the same speech indicated what will happen if not Committed to what is specified for the blocks.

There is a kind of arrogance among many political leaders that they are capable of doing everything through the clan, the money, the clan and the falsification of events," he said.

Differences over candidates are rife with political parties

Hundreds of Iraqis, angry at the difficult living conditions and poor services in several Iraqi regions, have been rife with differences between parties and parliamentary blocs to share the political pie after three months of legislative elections that have yet to form a new government to meet the angry demands.

Demonstrators in Basra province questioned the seriousness of the local and federal governments in implementing their demands, saying there had been no significant change in the level of services and job creation. Basra has seen a heavy presence of security and military forces.

A military force removed a tent for the protesters at the Safwan border crossing with Kuwait, and the port was reopened after being closed for hours by the demonstrations.

As renewed demonstrations near the oil sites at the gate of the oil field Burjisia in Zubayr district, while the West Qurna witnessed a similar demonstration calling for jobs and a decent life, according to Al-Hurra American channel.

Demonstrators held banners and chanted anti-government slogans, accusing them of spreading corruption in the country, "ill-treatment" of public services, and a low standard of living.

The coordination committees in the province of Basra announced yesterday preparations for what they described as the largest demonstration and sit-in inside the province to protest the deterioration of living conditions.

The government has accused the government of failing to fulfill promises to meet the demands made by the coordinating committees earlier, stressing that the ceiling of its demands rose by agreement of all coordination, and the main demand is against the political process as a whole, including demands for the abolition of the Constitution and parties.

The committees vowed to step up peaceful sit-ins to take stronger forms of protest, such as cutting off the main bridges of the province if there was no actual response to the protesters' demands.

Adding to the situation are continuing terrorist attacks on the service sector, with the Iraqi Ministry of Electricity announced yesterday that a major power transmission line was being provided to three provinces for a "terrorist act of sabotage", the eighth in two months.

Which led to power outages for large areas. The ministry said in a press statement that «the high-voltage transmission line of Kirkuk-Diyala early Thursday to a terrorist act of sabotage», making the provinces of Kirkuk and Nineveh and part of the province of Salah al-Din, in case of complete extinguishment. In the meantime, the differences within the blocs are escalating political parties whether Shiite, Sunni or Kurdish.

The Russian channel "RT" quoted what it described as "informed sources" in the negotiating committees that «the most differences within the Sunni parties on the post of speaker of parliament».

She added that «differences within the Shiite parties lies in the acceptance of the Sunni candidate for the parliament, there are those who believe the need to disagree with Salim al-Jubouri and some see the contrary».

She pointed out that «the Shiite parties are divided on the support of Haider Abadi or not in the second term».

The sources also said that "the Kurdish parties are no less differences than those that occur in Shiite and Sunni parties

Iraq’s Basra plans Dam on Vital River

Iraq, August 6, 2018

Iraqi Minister of Transport Kazem Finjan al-Hamami revealed July 25 that Iran has agreed to participate with Iraq in the construction of a dam on the Shatt al-Arab River — formed by the confluence of the Tigris and Euphrates rivers — to confront the ongoing water crisis. Both countries hope to achieve bilateral benefits from the project to be established in Abu Flous Port in Abu al-Khaseeb district.
The agreement comes at the heels of the popular protests organized in Basra on July 8 about the lack of drinking water and services. On July 5, Basra’s tribes asked the Iranian government to stop the flow of water into Iraqi territory, which increases the salinity in the Shatt al-Arab River.

If the yield curve is not an indicator of impending doom, why is everybody talking about the yield curve so much?

The curve can be friendly or it can be mean. It has become trendy to insist that everyone ignore the bond yield curve, and how darn flat it looks. The curve (allegedly) measures how risky investors perceive things to be, and a bond yield curve inversion can predict recessions. Recently, the curve has been distorted by central banks' bond-buying programs, which have artificially made the curve flatter than it might have been. So the curve is a bad signal, some people say.    I was supposed to tell you on Friday that the recount has been completed. I will tell you that a formal announcement is scheduled for tomorrow...

8-5-2018   Guest Guru Currency365   Is the dinar international cause everyone is saying it is now ...if you can buy it outside of iraq then its international what we are waiting for is "INTERNATIONAL ACCEPTED" meaning it has true value and banks have agreed to accept it and exchange it...

8-5-2018   Newshound Guru chattels   Article:  "Five parties agree on the formation of the largest bloc and these are the ministries distributed among them"  There are and will be many news articles talking about political alliances and it is difficult to determine which has merit, but I read the foregoing article with some interest.  Interesting because it saves face for all the main players and is consistent with prior Iraqi politics where the main vote getter is excluded from the office of the PM. Even though Sadr is not a candidate himself for the post of PM.  Sadr is a problem for all and may be more comfortable in opposition anyway. What is most interesting is that such an alliance excludes none of the several candidates for PM, to wit, Ameri, Abadi, or Maliki etc. Who would the PM be in such an alliance?  Stay tuned. This is going to be very interesting.

8-5-2018 Newshound/Intel Guru Mnt Goat More news on the last part of HCL to be implemented. The protestors are putting pressure on the govt to implement this now. We are told in Sept. The law was passed in April and was scheduled for implementation in Sept. But they want it now. Also recent news that Kurdistan agreed to join up with the Sadr Movement in Sadr’s alliance if Article 140 referendum get passed and implemented in the next session of parliament. They are not saying in the next term or year or months. They are stressing in the next session when parliament comes back in session. Is this enough to satisfy what is considered the implementation of the constitutional article? I think perhaps it may be enough

The writer stresses a comprehensive review of the political process starting with the Constitution
2018/8/4 23:28
[Ayna-Baghdad]
Said in the Islamic Dawa Party and the coalition of the rule of law, Ali Adeeb, that the accumulation of mistakes in the Iraqi political process led to what is currently in Iraq at the level of political files, service and economic, and that the review of the whole process has become inevitable.
The writer said during a symposium in Baghdad that "Iraq needs a period of emergency and not to an emergency government, and that a large part of the problems are due to the contradictions that accompanied the process of drafting the constitution, including the method of distribution of powers and the sharing of power and wealth between the federal government on one hand and regions and provinces on the other hand Others ".
"The political process in Iraq has witnessed over the past years a clear accumulation of errors that caused the survival of most of the service, economic and political files without decisive solutions, and therefore the popular protests will remain in the process of the political process if there is a clear and specific horizon to resolve these chronic problems."
"This includes a comprehensive review of the political process as a whole to ensure that it is freed from the stalemate it has suffered and to ensure success in solving the existing problems," he said.
The writer said that there is "a state of frustration dominated the general feeling in Iraq, and this is what emerged in the participation rate in the elections and the subsequent protests, a wide demand for services and economic development and social justice and correct mistakes," stressing that Iraq "needs an emergency period more than the need to An emergency government, with the aim of correcting the situation. "
He pointed out that "a large part of the faltering situation experienced by the political process, arose mainly because of the mistakes that occurred during the drafting stage of the Constitution, under the atmosphere that existed then, the Constitution was drafted in a way that led to a major conflict in the identity of the Iraqi state, And the size of powers granted, whether to the three authorities in the central government, or even between the central government and the regions and provinces, "stressing that" the revision of the Constitution and the agreement to amend the controversial paragraphs, will be a prelude to modernize the political process and make them more able to meet the challenges in Iraq " .
