Nizhirvan Barzani: Kurdistan Parliament elections will be held on schedule

Kurdistan Regional Government President Nigervan Barzani said on Tuesday (August 7th, 2018) that the Kurdistan Regional Parliament elections will be held on schedule.
 
"There is no request from the United States of America to postpone the elections of the parliament of the Kurdistan region," Barzani told a news conference held after the cabinet meeting in Arbil, Baghdad, said that "during the meeting, the elections were held on time."
 
He said that "so far did not demand any party in the Kurdistan region to postpone the elections," noting that "the Kurdistan Democratic Party has confirmed that they are held on time."
 
As for US sanctions against Iran, Barzani said: "Our position on the sanctions will be in the framework of the Iraqi position." The first package of sanctions that came into effect today on Iran is no longer clear for the Kurdistan region.

Erbil (Kurdistan 24) - The head of the Kurdistan Regional Government, Nechirvan Barzani, said Tuesday that his government will deal with US sanctions on Iran within the framework of Iraq and its constitution.
 
US President Donald Trump has imposed comprehensive sanctions on Iran after it pulled out of its nuclear deal in 2015.
 
The sanctions target Iran's purchases in the automotive and transportation sector as well as its business activities and purchases of gold and other basic metals.
 
Barzani told Kurdistan 24 on the sidelines of a press conference held in Arbil that the government of Kurdistan will deal with US sanctions on Iran within the framework of Iraq.
 
"We have asked the United States to send a delegation to the Kurdistan Region to clarify the impact of sanctions under the economic embargo on Iran."
 
Trump made a strong warning to US trading partners from dealing with Iran and said, "Whoever deals with Iran will not deal with us."
 
Iraqi President Fuad Masoum said in an interview with Al-Hurra television that the circumstances of Iraq and the nature of its relations with Iran make it difficult for him to abide by sanctions.
 
US officials say the United States will not grant exemptions or exemptions from the sanctions, but will consider any requests individually

The storage of water this year is lesser than the past year, so Iraq is studying to limit the cultivation in the coming winter season.The decision is expected to be ordered in October, 2018.Before this year’s drought, the level of Mosul Dam reached to 330 meter above the sea level, according to official estimates.

Last June, Iraq ordered not to cultivate 8 crops, including rice, corn and cotton, due to the current water crisis.Iraq, mostly, depend on its two main rivers and rivulets to get water.

(Baghdad: Al-Furat News) Oil Minister Jabbar al-Luaibi revealed close to the ministry's signature on the establishment of a large oil refinery in the province of Basra.
 
"The next few days will witness the signing of the contract of the FAO refinery with a capacity of 300,000 barrels per day. This is for export. We are seeking to turn Iraq from an importing country into a source of oil derivatives," al-Allaibi said in a press statement. 
"In our future plans, we are keen to get the production of oil derivatives to 2 million barrels per day in 2024," he said. 
"We are currently working on more than 12 refineries throughout the country, and we in the ministry opened wide doors on investment plans, in order to build refineries up to 1.5 million barrels per day throughout the country and we signed during the past days a contract to build a refinery in Kirkuk with a capacity of 70 thousand barrels Daily". 
He pointed out that "the capacity of liquidation in all refineries currently operating 670 thousand barrels per day, and this production is not enough to meet the needs of the country, which amounts to one million and 200 thousand barrels per day, where the shortage of imports, which is a major imbalance, especially as the amounts of import derivatives exceed Since 2003, no new refinery has been built in Iraq. Agreements have been signed with companies to set up refineries, but most have not been successful. "

The oil minister said, "The refinery of Baiji refinery, which had a production of 350 thousand barrels per day, was completely destroyed by terrorist gangs, while we started a year ago to rehabilitate the refinery (Salahuddin 2) within the complex, is expected to run at the end of this month With a capacity of up to 70 thousand barrels per day and 100% Iraqi holdings, as we are preparing soon to begin rehabilitation of the refinery {Salahuddin 1} card also up to 70 thousand barrels per day, and then qualify the rest of the refineries in Baiji and all this maintenance did not cost the country more than 500 million dollars , And the ministry was able in a short period of rehabilitation of modern refineries, Chinese and Qayara, Kisk and Kirkuk 
"The ministry is working according to a plan to provide oil derivatives to all parts of Iraq, including the Kurdistan region in a stable way to prevent queues in front of filling stations, especially winter times through the provision of white oil and other derivatives." 
He noted, "As for liberated areas, the ministry's staff would enter these areas immediately after liberation to meet the needs of the people there for derivatives, as well as to provide other supplies."
 
 
Iraq protesters block roads leading to Basra oil field

Hundreds of protesters from the province of Basra blocked off roads leading to the West Qurna oil field on the ninth consecutive day of their protests, Al-Araby Al-Jadeed news site reported.
 
Activist Imad Hameed told the news site that “the Iraqi security forces are trying to open the roads, but the protestors have insisted their demands to provide services and employment opportunities for the unemployed and fight corruption be met.”
 
Meanwhile, dozens of the province’s residents have gathered in front of the Russian Lukoil oil company working in Qurna oil. Security forces surrounded the demonstrators and closed the oil field’s gates to stop protesters storming it.
 
Iraq has witnessed increased protests over the past few weeks with activists calling for an end to corruption and greater jobs for locals in the oil-rich south. In response to the uprisings, last week the government approved a proposal which would mean 50 per cent all staff in foreign companies would need to be made up of local workers, Al-Khaleej Online reported.
 
Backing the protests, former prime minister and head of State of the Law coalition, Nouri Al-Maliki, has calling on demonstrators not to abandon their rights.
 

Iran currency woes, Mosul’s liberation help gold markets boom

Gold traders in the Kurdistan Region say the market has grown by 45 percent in the last year due to falling prices and a boom in exports to Mosul and Iran.
According to figures produced by government regulators, gold imports to the Kurdistan Region reached new heights in 2013 when 114 tons of the precious metal was brought in from the United Arab Emirates (UAE) and Turkey.
Gold imports fell dramatically in subsequent years – to 77 tons in 2014, 56 tons in 2015, 44 tons in 2016, and 25 tons in 2017.
Imports have returned to growth in the past four months.
“Because of the falling prices of gold, a fall of 30,000 dinars in a mithqal of gold, and the export of gold to Mosul, the gold market has boomed in the Kurdistan Region compared to last year,” Shwan Mohammed, deputy head of Erbil goldsmiths’ syndicate, told Rudaw.
ISIS held Mosul for three years, from summer 2014 until its liberation in June 2017. This allowed the Kurdistan Region’s gold traders to return to this large market.
Wracked by a currency crisis, Tehran currently doesn’t allow traders to import gold into Iran. That is why traders use the Kurdistan Region as a transit place to import gold from Turkey and the UAE.
“Iranian traders purchase gold in Turkey and the UAE, transport it to the Kurdistan Region, and then take it to Iran by their own special means. And this benefits cargo companies and the government too, as they charge 25,000 dinars for transporting a kilo of gold and the government charges 275,000 dinars for importing a ton of gold as tax, customs and inspection fees,” Mohammed said.
Last year, traders in the Kurdistan Region imported gold via Najaf and Baghdad airports because of the international flight ban on Erbil and Sulaimani airports. As the road route from Iraq to the Region is fraught with obstacles, gold imports to the Kurdistan Region declined.
“We don’t have precise figures on the gold imported last year because the customs offices no longer give us these figures. However, according to estimates, nearly 20 to 25 tons were imported last year. But this year, after the blockade on Kurdistan airports was lifted, gold imports have increased by 45 percent compared to last year,” Mohammed said.
In the Kurdistan Region, there are around 40 companies that buy broken gold, which they turn into pure gold bars for export to the UAE and Turkey.
“Due to increasing demand on gold, imports of gold have increased compared to last year. For example, since the ban on Erbil airport was lifted, we have imported one ton of gold. Other companies have imported a fair amount of gold too. I think the amount of gold imported in the first four months of this year is as much as the amount imported during last years as a whole,” Rawand Sabah, the owner of a gold company in Erbil, told Rudaw.
Iranians buy gold
Fearing the toman price will fall further against the dollar, the people of Iran are converting their cash into foreign currencies and gold – boosting demand.
Some Kurdish traders buy broken gold in the Kurdistan Region and sell it to Iranian merchants, and then buy gold bars in Dubai and sell it to goldsmiths in the Kurdistan Region.
“This business has developed in the Kurdistan Region, which is why broken gold is rarely exported to Dubai. Gold transportation companies are therefore not in high demand. In the past, we were exporting 50 kilos to Dubai, but 10 nowadays,” Sabah said.
Traders import nearly 70 percent of their gold from Dubai to the Kurdistan Region on loan because of the trust and coordination that exists between Kurdish and Dubai traders.
“I get 80 percent of the gold I import from Dubai by loan, and I often sell all the gold to goldsmiths by short-term loans too. Currently, I have nearly 200 kilos of gold in loans. They pay me back an amount weekly after they sell the gold. And I send broken gold or cash to gold companies in Dubai,” Kamaran Mohammed, a goldsmith in Erbil, said.

He added that "Iraq has strong economic relations with Iran, where the volume of trade exchange between the two countries $ 9 billion, certainly any sanctions imposed on Iran will be reflected negatively on the Iraqi reality," noting that "Iran has very limited alternatives can not stop the export of its industry to Iraq Or to any other neighboring country, but things may differ from before the imposition of sanctions. The Federal Court, the highest judicial body in the country, extends its jurisdiction to all Iraqi territory and carries out its work under the Constitution and its law by No. 30 of 2005, and has other functions as stipulated by laws enacted by the Council of Representatives in accordance with its legislative authority provided for in Article 61 of the Constitution Including Article {7} of the Law of Governorates not organized in the region No. 21 of 2008 amended. 
In light of the Iraqi legislator's sense of the importance of the constitutional judiciary and its role in protecting constitutional procedures and ensuring its integrity and non-deviation from legality, the Federal Supreme Court has a major role in implementing the provisions of the law of candidacy for the post of President of the Republic. 
The President of the Republic, as defined by Article 67 of the Constitution, is "the head of state and the symbol of national unity, represents the sovereignty of the country, and ensures the observance of the Constitution and the preservation of Iraq's independence, sovereignty, unity and territorial integrity in accordance with the provisions of the Constitution." 
Article (69 / I) of the Constitution stipulates that "the provisions of candidacy for the post of President of the Republic shall be regulated by law." The law of the provisions for candidacy for the post of President of the Republic No. 8 of 2012 and published in the Official Iraqi Gazette No. 4231 in 27 February of 2012. 
Under the said law, he announces the candidacy for the post of President of the Republic within three days from the date of election of the Speaker of the House of Representatives and his deputies in its new legislative session - after three days of the first session of the House of Representatives - where applicants submit their applications to the Presidency of the House of Representatives within three days of the start Announcement of submission. 
Article (5) of the law gives the person whose name does not appear the right of objection to the Federal Supreme Court within three days from the date of the declaration. The court shall then decide within three days from the date of registration of the objection to it. Its decision is binding and binding. The Presidency of the Council of Representatives shall report its decision regarding the objection submitted to it within three days from the date of its issuance. 
Thus, the Federal Supreme Court will extend its work under the law to nine days between receipt of the objection and the decision and the notification of the presidency of the Council of Representatives result. 
After the election is completed in accordance with the mechanisms stipulated in Articles 7, 8 and 9 of the said law, the President of the Republic elected in the presence of the President of the Federal Supreme Court shall be sworn in as provided for in Article 50 of the Constitution. 
The law of the provisions of candidacy for the post of President of the Republic has been implemented for the first time in the third legislative session, led Fuad Masum in front of the House of Representatives in its meeting on 24/7/2014, after his election as President of the Republic sworn in the presence of the President of the Federal Supreme Court Judge Medhat Mahmoud.

UNESCO says to organize int’l conference in Paris soon over Iraq reconstruction

A UNESCO official said on Sunday that preparations are underway to organize an international conference in Paris soon to support the Iraqi government in its bids to reconstruct the war-torn city of Mosul and other cities liberated from Islamic State group.
 
During a meeting with Secretary-General of the Iraqi Council of Ministers Mahdi al-Allaq, Director of the UNESCO office in Iraq Louise Haxthausen stressed the organization’s keenness on going ahead with efforts to maintain Iraqi heritage and protect monuments in the liberated areas.
 
UNESCO will organize an international conference in Paris soon to support the Iraqi government in its efforts to rebuild Mosul and other liberated areas, in addition to restoring and maintaining Iraqi monuments, Haxthausen noted.
 
She added that the conference will also discuss means of “helping the displaced people and attracting the largest number of donors to support Iraq in its reforms and reconstruction plans.”
 
The meeting was attended by French Ambassador to Iraq Mr. Borno Aboyer, who also stressed that his government will continue to provide all possible support for the Iraqi government to reconstruct liberated areas.
 
Iraq declared victory over Islamic State in December with the help of a US-led alliance, having retaken all the territory captured by the extremists in 2014 and 2015.
