Return of Peshmerga to Kirkuk Point of Disagreement between Sadr, Kurds

ERBIL - An Iraqi lawmaker from the cleric Muqtada al-Sadr's Sa'eroun Alliance, has revealed that they have disagreements with the two major Kurdish parties, the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) over the return of the Peshmerga forces to Kirkuk province.
The Kurdish factions have already made every effort to make the return of the Peshmerga fighters to the Kurdish disputed city possible, while the Iraqi sides have always objected on that.
The Sa'eroun MP, however, said that they had very similar common opinions with the Kurdish political parties during the meetings, but the only thing that the sides have not been able to agree on so far is the issue of the Kurdish armed forces, as reported by Kurdistan 24.
Concerning the new prime minister of Iraq, they have given the Kurds two options, re-electing the current premier, Haider al-Abadi, or the Iraqi Minister of Youth and Sports, Abdul-Hussein Abtaan, the news agency added.
The Kurds have already said that they have no issues with anyone as long as he would show readiness to accept the conditions of the Kurdish political parties.

KRG launches online scheme to cut bureaucracy, improve transparency

Bureaucracy will be cut and government institutions subject to greater transparency under a new online service unveiled by KRG Deputy Prime Minister Qubad Talabani on Tuesday.
“Our objective behind the launch of this project is to speed up the good services the government provides to people and with this step forward, the government will increase transparency to the people about the government’s mechanisms of implementing its works,” Talabani said during a ceremony launching the scheme.
Maddening red tape will be cut thanks to a new online ‘Service Portal’ which will allow the public to access public services remotely – without spending hours upon hours queuing at government offices.
“It contains all the services, private or public, provided by the Kurdistan Regional Government (KRG) to the people directly or indirectly which concern their daily lives,” according to the portal website.
Users can access information on public services such as water, electricity, traffic, and security and complete administrative tasks such as license applications, company registrations, and paying taxes.
“We have not come just to talk about a portal the government has launched, but a new phase in relations between people and the government, an overall fresh review to the mechanism of giving services to the people, so our people understand that they are a priority,” Talabani said.
“Today, the government started to provide 425 services to the people... daily transactions happening between the government and people at governmental institutions,” he added.
Iraq is among the most corrupt countries in the world – a culture that also blights the Kurdistan Region. Many government institutions remain opaque. Moving these services online could help reduce abuse of the system and help equality of access.
The Kurdistan Region’s economy has slowly improved in recent months thanks to a gradual improvement in relations between Erbil and Baghdad.
A dispute over independent oil sales in 2014 saw the government of Nouri al-Maliki cut the Region’s share of the Iraqi federal budget to zero. This was followed by a crippling financial crisis in 2016, forcing the KRG to impose austerity measures. Many civil servants went unpaid for years.
This was shadowed by a costly war against ISIS. The final blow came in October 2017 when the federal government took over the Kirkuk oilfields – halving the KRG’s oil income overnight.
Baghdad has technically restored the KRG’s share of the federal budget, although it has been cut from 17 percent to just 12.5.
Stalled infrastructure projects are now gradually resuming.
“Due to key reforms, the government normalizing Erbil-Baghdad relations and relations with foreign countries, and the economic recovery, the government has resumed a number of projects that had been sabotaged” by the loss of funding, Talabani added.

Oil-rich Basra Threatens Vote to Pull Away From Iraq

Protesters poured into the streets and picketed oil fields in southern Iraq amid growing discontent over the government's failure to combat unemployment, provide drinkable water or guarantee a steady electricity supply to power the air conditioning needed to survive the country's grueling August heat.
Having largely eliminated the threat of Islamic State and cooled -- for now -- separatist pressures in the Kurdish enclave in the north, the central government ironically finds the greatest challenge to its authority from the Shiite-dominated south, where the failure to provide basic services, infrastructure and economic development have many fuming.
'We closed the main roads leading to the [al-Qurna] gas field as a way to put pressure on the government because the provincial council did not keep their promise to negotiate with us after the police killed a student here,' said Ali Taha, 25, a trainee at Petroleum Institute in the southern port city of Basra.
Police have fired into demonstrations, killing protesters and further exacerbating tensions. Fourteen demonstrators have been killed and 650 injured since July, according to the Baghdad-based Iraqi Observatory for Human Rights.
Passions have grown so heated that there is talk of creating an autonomous region in the oil-rich south. Many believe some of the profits generated by the governate are being squandered or stolen in the capital.
Walid al-Kitan, head of the Basra Provincial Council, announced a month ago that three-fifths of the 25 members of the local government had signed a petition to establish an independent region of Basra. Basra representatives in the national parliament vowed over the weekend to vote against any new coalition government unless the south's economic and social grievances are addressed.
Almost half of Iraq's population is younger than 19, and the youth unemployment rate is 18 percent, according to government statistics. Authorities have arrested hundreds but released most of them if they signed guarantees to stay away from protests, the observatory said.
Those pledges will not stop other Iraqi youths from joining the unrest, said Murtadha Ali, a 22-year-old student at the Basra Technical Institute.
'The atmosphere is desperate,' said Mr. Ali. 'There are no less than 400,000 unemployed people in this city of 2 million. These are people who can't pay for bottled water, which is a necessity here since the tap water is filled with dark, salty sediments.'
The protests continued as politicians in Baghdad struggled to assemble a ruling coalition while waiting for the Supreme Court to ratify a recount from May's parliamentary elections. The two largest Shiite-based parties finished in the top two positions, adding to the pressure on Baghdad to deliver for its political base.
Secretary of State Mike Pompeo, in a phone call with Prime Minister Haider al-Abadi, urged Iraqi politicians to form a moderate government. Mr. al-Abadi's party came in third in the vote.
'Secretary Pompeo emphasized the importance of forming a moderate Iraqi government, pursuant to the constitutional timeline, that is responsive to the expectations of the Iraqi people,' State Department spokeswoman Heather Nauert said.
Uncertainty at the top
Mr. al-Abadi's Victory Alliance gained only 42 seats in an Independent High Electoral Commission recount released last week. The recount found that the bloc allied with nationalist Shiite Muslim cleric Muqtada al-Sadr led in the polls but won only 54 seats, too few to form a government without partners in the 329-member parliament.
The Conquest Alliance -- a more militant Shiite group led by pro-Iranian paramilitary chiefs -- came in second with 47 seats. That party has lost popularity after militias under its control were charged with shooting civilians in protests.
After Iran cut off electric supplies to Iraq in early July in a dispute over power rates, some blamed Tehran for creating the chaos that is destabilizing the country and causing trouble for U.S.-backed Mr. al-Abadi, a moderate Shiite who has tried to reach out to the Sunni and Kurdish minorities.
But protesters in southern Iraq insist they were not doing the bidding of the mullahs in Iran. Instead, they said, corruption and intrigue have ruined Iraqi politics and sent them into the streets in protest.
'The religious party leaders are just puppets of the Iranians,' said 39-year-old Baghdad protester Omar Zeyad Sami. 'This is a spontaneous movement that comes after 15 years of death, misery and corruption. The people have come out to reject the dominating political mafias. I think most of the demands could be met if the politicians stopped stealing.'
The global watchdog group Transparency International said Iraq's already low ranking has fallen three places this year in its global Corruption Perceptions Index. Out of a total of 180 countries, Iraq came in at No. 169, putting it behind such countries as Turkmenistan, Angola and Eritrea.In Najaf, a pilgrimage city and center of Shiite spirituality, protesters were outraged over the ways 'religious' politicians enriched themselves at the public trough.Nearly $72 million 'disappeared from the project to improve gas and oil production at the state-owned Najaf Refinery,' said Talib Kadhim al-Zayadi, a 57-year-old local lawyer. 'We want this outrage investigated, and we want the politicians to give the buildings their parties took over to be used as schools and health centers.'The Najaf airport, with 65 scheduled flights weekly to Tehran's Imam Khomeini International Airport, has become a flashpoint for demonstrations. Protesters burned images of the Iranian leaders after the power cuts in July.During a July 13 protest, police killed a 25-year-old demonstrator at the airport entrance with live ammunition and a 19-year-old died of suffocation after he was exposed to tear gas.'Each time we go to protest, we face either psychological or physical suffering,' said Ali Chasib, a 27-year-old unemployed university graduate from Sadr City, a working-class Baghdad suburb with more than 1 million residents. 'First, they try to break up the demonstrations with arrests, then they try to disperse us with false promises, and finally they use tear gas.'He saw no reason to stop protesting.'This generation insists on change and will be heard even if we have to die to end the corruption,' Mr. Chasib said.aina
Iraq Sending Team to US to Seek Deal on Transactions with Iran

Iraq will send a delegation to the United States seeking an agreement on financial transactions with Iran following Washington's reimposition of sanctions on Tehran, Prime Minister Haider al-Abadi said Tuesday.
His statement was the first by an Iraqi official since Reuters reported last week that Baghdad was going to ask Washington for exemptions from some of the sanctions because Iraq's economy is closely linked with neighboring Iran.
'We have requests for the American side, we have presented them and a delegation will go to negotiate within that framework,' Abadi told a weekly news conference.
'We have presented a clear vision of what Iraq really needs. This includes Iranian [natural] gas, which is very important, as well as other trade and the electricity sector.'
U.S. President Donald Trump withdrew the United States in May from world powers' 2015 nuclear deal with Iran, calling it flawed, and reimposed trade sanctions on the Islamic Republic.
The Trump administration has warned of consequences for countries including European allies that co-signed the nuclear accord, that do not respect the new sanctions. Baghdad is in a difficult position — its two biggest allies are the United States and Iran, themselves arch-adversaries.
'We have had good promises initially, but as you know the American situation is complicated; you do not deal with one person, there are several institutions,' Abadi said.
He called the sanctions 'unilateral' and 'oppressive,' adding that Iraq would not be 'part of a blockade' due to its own painful experience with international sanctions during the era of Saddam Hussein.
Iraqi government and central bank officials said the delegation would travel to Washington to ask for exemptions in applying the sanctions. They did not say when that trip would take place.

The Council of Ministers holds its regular session chaired by Prime Minister Dr. Haider Abadi
The Cabinet held its regular session on Tuesday 28 August 2018 under the chairmanship of the Prime Minister Dr. Haider Abadi.
The Cabinet discussed extensively the measures taken to address water pollution in the province of Basrah. A report was submitted to the governmental committee that went to Basra and a number of decisions were taken.
A - The commitment of the Ministry of Water Resources to deliver the water quota of the province of Basrah to a rate of 75 cubic meters / second to the borders of Basra and the removal of abuses on the river.
B) Monitoring the chlorine content in the water produced at the filter stations around the clock and holidays, including water projects managed by the private sector and follow-up grants of fundamentalist licenses.
C- Strengthening the Basrah Health Department with medicines and laboratory supplies, and committing to conducting laboratory tests and checking water from the filter stations.
D) Launching the implementation of the Basra sewage treatment project, which has been suspended since 2015.
(E) The province of Basra shall repair the fractures in the distribution networks and allocate the necessary amounts of the petrodollars.
The Ministry of Municipalities was instructed to investigate the reasons for the decrease of chlorine in drinking water in Basrah governorate and provide results within a week.
The session witnessed the vote on the implementation of the demands of the demonstrators in Karbala, Basra, Dhi Qar and Najaf.
The cabinet decided to allocate a residential plot for young athletes with gold, silver or bronze medals.
The first amendment to the Law of the Ministry of Education No. 22 of 2011 was voted on.
The Council voted to protect the product of the coated and non-coated metal pipes.
The vote was taken by the National Investment Commission to grant the investment license for the construction of the Kirkuk oil refinery.
The Council of Ministers voted to grant a license to establish a civil university in the name of (American University / Iraq Baghdad) in the province of Baghdad.
The sale of the plot No. (19/15 / Seven Akkar) of the Ministry of Industry and Minerals was voted on to its occupants.
The Council approved the sale of an area of 15 dunums on part of the plot numbered (7/101 / Marhaba district) and 40 dunums of the plot numbered (2/6/3 Bargha district and iron to the teachers' union / Diyala branch without public bidding and real allowance for distribution To the teachers in Diyala.
Also voted on the decisions and guidance of the Iraqi Economic Development Conference.
Based on the provisions of Article 4 of the Third Amendment Law of the Iraqi Council of Representatives Law No. 45 of 2013, the Council of Ministers decided that the provisions of the said law must be implemented, which provided for the suspension of the work of the members of the Independent High Commission for Elections until completion of the investigation of fraud crimes referred to by the decision of the Council of Ministers, All decisions issued are null and void.
