Baghdad doesn’t have oil for its own needs, let alone Kurdish provinces: official
Iraq, August 30, 2018
Baghdad has not agreed to send gasoline and diesel to the Kurdistan Region, an Iraqi Oil Ministry official said on Wednesday, saying there is not enough in stock to meet even its own needs, let alone the needs of the Kurdish provinces.
There is no agreement between the oil derivatives department from the Iraqi Oil Ministry with the Kurdistan Region to send gasoline and diesel to them,” Ali Sabah, told Rudaw.
The amount we possess does not suffice even for us and we cannot send gasoline to any other place.”
In Iraq, the government controls the petrol stations where gas is sold at 450 dinars per litre ($0.38). The Kurdistan Region has a free market system and petrol currently costs at least 600 dinars per litre. The KRG takes a 50 dinar per litre tax.
The governor of Sulaimani said recently he had discussed the supplement of petrol to the province with Baghdad authorities in a bid to alleviate the rising price of fuel in the Region.
The Iraqi government has already agreed to send heating oil for all provinces of the Kurdistan Region.
Baghdad sends the Kurdistan Region a limited portion of heating oil as part of the Region’s share for the winter season, Sabah said.
A small portion of gasoline and diesel will be sent to refugees and IDPs as part of Baghdad’s assistance programmes for those living in camps, he added.
Kurdistan Region citizens have not been given their annual barrel of heating oil recently due to financial crisis. The Iraqi government stopped sending it after relations collapsed in 2014, following the KRG’s decision to export oil independent of Baghdad and central government halting salaries for civil servants.
Baghdad and Erbil have worked to improve relations since the events of October 16. The Kurdistan Region received a 12.67 percent share of the federal budget — short of the desired 17 percent, but better than nil, which they had been receiving.

Iraq sends delegation to US to seek deal on transactions with Iran
Iraq, August 30, 2018
Iraqi Prime Minister Haider al-Abadi said Baghdad would send a delegation to the United States seeking an agreement on financial transactions with Iran after Washington reimposed sanctions on Tehran.
Abadi said in a press conference on Tuesday (August 28) that Iraq had requests for the American side and a delegation would visit Washington to negotiate within that framework.
“We have presented a clear vision of what Iraq really needs. This includes Iranian [natural] gas, which is very important, as well as other trade and the electricity sector,” Abadi added.
“We have had good promises initially but as you know the American situation is complicated; you do not deal with one person, there are several institutions.”
Abadi called the sanctions “unilateral” and “oppressive”, saying that Iraq would not be “part of a blockade due to its own painful experience with international sanctions during the era of Saddam Hussein.”
Government and central bank officials told Reuters last week that Iraq was going to ask Washington for permission to ignore some US sanctions on Iran.
Iraqi officials fear shortages of key items if Baghdad complies with all the sanctions.
Iraq imports a wide range of goods from Iran including food, agricultural products, home appliances, air conditions and spare car parts. The goods element of Iranian imports to Iraq was about $6 billion for the 12 months ending March 2018, about 15 percent of Iraq’s total imports for 2017.
There are also energy contracts between the two countries contributing to a volume of trade of $12 billion last year.
US President Donald Trump withdrew the United States from 2015 Iran nuclear deal, and reimposed trade sanctions on Tehran. The United States said there would be consequences for countries that do not respect the sanctions.
Netherlands Substantially Increases Support to Iraq
Iraq, August 30, 2018
The Netherlands has contributed an additional USD 23.2 million (EUR 20 million) to UNDP’s Funding Facility for Stabilization (FFS), which finances fast-track initiatives to stabilize areas liberated from the Islamic State of Iraq and the Levant (ISIL). This brings the Netherlands’ total contribution to USD 65.4 million (EUR 57 million).
Marta Ruedas, Deputy Special Representative of the UN Secretary-General for Iraq, said:
“The impact of stabilization activities is clearly visible across the country. Schools are reopening, clean water is flowing and bridges are reconnecting communities.
“Almost 70 percent of the 5.9 million people who fled during the conflict have returned home. The scale of work still left to do cannot be underestimated, however, which is why this generous contribution from The Netherlands comes at exactly the right time.”
Sigrid Kaag, Dutch Minister for Foreign Trade and Development Cooperation, said:
“It is of the utmost importance to restore stability here and in other places destroyed by ISIS … Giving people the prospect of a brighter future is essential because their property and livelihoods lie in ruins. This includes re-establishing water and electricity supplies, schools and other basic services.”
The Minister recently visited the Old City of Mosul to assess the impact of stabilization activities in the region.
At the request of the Government of Iraq, UNDP established the Funding Facility for Stabilization (FFS) in June 2015 to facilitate the return of displaced Iraqis, lay the groundwork for reconstruction and recovery, and safeguard against the resurgence of violence and extremism.
The Facility currently has over 2,400 projects underway in 31 liberated cities and districts, helping local authorities to quickly rehabilitate essential infrastructure. Almost 1,200 projects have now been completed, with some 95 percent of projects carried out by the local private sector employing local labour. In Mosul alone, FFS is implementing over 750 projects. With over 300 projects now completed across the city, residents have improved access to healthcare, education, electricity, and clean running water.
Since the start of the most recent conflict in 2014, almost 70% of the 5.8 million displaced Iraqis have returned to their homes. The impact of FFS has been significant in supporting people upon their return home. FFS has 26 donors that have committed over USD 800 million to stabilization efforts in Iraq.

Jeffrey Rosenberg said instead of worrying about a recession, investors should focus on rebalancing their portfolios to maintain profits as rates begin to rise. Forget the yield curve — there's a different flattening trend in the market that should make investors nervous
Business Insider
A trader reacts as he watches screens on the floor of the New York Stock Exchange in New York Reuters/Brendan McDermid The flattening Treasury yield curve is getting a lot of attention as a potential recession indicator. But there's another flattening that is arguably of greater importance. The Market Rate spread in Iraq has going down a little bit today so good news after 3 days of currency auctions. Sell 1206 to $1 and buy 1200 to $1. 8-29-2018 Newshound Guru Kaperoni In typical Iraqi fashion...I believe things are now being delayed due to the lack of formation of the government which has direct impact on currency reform, opening the banking system, inviting foreign investment. We also learn from one of our members who contacted the IMF that the Article IV Consultation has been delayed until the formation of the government. And if what we believe is correct - that nothing will occur until after that consultation it seems like we're just have to wait a few more months. And of course all the while keeping a watchful eye on the CBI currency auctions to make sure that they stay in compliance under the IMF requirements for Article VIII acceptance.
