Iraqi judiciary suspends pension payments to former members of parliament
The court decided to stop the payment of salaries after a request by Abadi. Archived
Source: Baghdad Date: 01 August 2018
The Iraqi Federal Supreme Court decided to stop the payment of pensions to members of the former Iraqi parliament, in the midst of a wave of protests calling for reforms and improvement of services.
A judicial source confirmed yesterday that the Federal Court decided to stop the payment of these salaries, after a request by Prime Minister Haider Abadi, whose government has been facing a wave of protests since July 8.
The protests began from the oil-rich province of Basra, which lacks much infrastructure, and spread to other cities including Baghdad.
One of the demands of protesters who have been protesting for three weeks is the abolition of high salaries and privileges of members of the House of Representatives.
Abadi, in a law approved by the outgoing House of Representatives in June, is giving the council members very generous financial rights.
Iraqi President Fuad Masum refused to sign the law to include constitutional violations, but the law was issued after the legal period, and was sent for publication accordingly, according to an official statement issued by the Office of the President.
The director of the General Authority for Retirement, Ahmed Abdul Jalil al-Saadi, said in a statement to the media that his department "abstained from handing over pensions or promoting transactions of members of the former House of Representatives and members of the National Assembly and deputies of the current session ended its work."
Members of the House of Representatives receive a salary of up to 10 million dinars (8,000 dollars) per month for their four-year term, which is 80 percent of the actual salary, in addition to the salaries of 10 bodyguards. Most Iraqis feel that they are deprived of their country's large oil resources and live in the shadow of a severe lack of services, especially electricity and water.
Fighting corruption is at the forefront of the demands of protesters, who hold officials responsible for the loss of billions of dollars that have disappeared in their country, ranked 12th among the most corrupt countries in the world.
On the other hand, the Central Bank of Iraq announced yesterday that the country's revenues from the export of oil since 2005 amounted to 706 billion US dollars in 13 years, and spent $ 703.11 billion, or 99.5% of total revenue.

Iraq suspends all powers of Kirkuk provincial council head claims member
Iraq, August 1, 2018
The Iraqi Council of Ministers has suspended the powers of the head of the Kirkuk Provincial Council, Rebwar Talabani, a member of the council said.
Speaking to AlSumariya on Tuesday (July 31), a member of the Kirkuk Provincial Council, Maan al-Hamdani, said the General Secretariat of the Iraqi Council of Ministers had ordered the suspension of all Talabani's powers.
The decision “obscures all his powers and prevents him from making decisions,” he added.
Meanwhile, another member of the council, Ahmed Askari, told NRT that the council has not yet been informed of the decision.
“If the Iraqi Council of Ministers made such decision, it would be illegal. We will refuse it because only the Kirkuk provincial council has the power to make such decisions,” he added.
The head of the Kirkuk Provincial Council left Kirkuk after Iraqi forces and the Hashid al-Shaabi retook the province from Kurdish forces in mid-October of 2017. Since then, he has lived in Erbil.
In June, a court of inquiry in Kirkuk issued an arrest warrant for Talabani, in accordance with the Article 331 of Iraqi Penal Code. A lawsuit had been filed against Talabani with the Commission of Integrity, according to the court, without giving further details.
Article 331 of Iraqi Penal Code states: “Any public official or agent who willfully commits an act in breach of the duties of his office or refrains from executing the affairs of that office with intent to harm the welfare of an individual or to benefit one person at the expense of another or at the expense of the state is punishable by detention plus a fine or by one of those penalties.”

Shiite militias in Iraq face bankruptcy due to lack of Iranian funding
01/08/2018
BAGHDAD (Reuters) - Iraqi Shi'ite factions linked to Iran have faced the inevitability of confronting the consequences of Iran's complex financial and economic situation as sanctions have escalated since the Bush administration announced it would withdraw from the nuclear deal and warn states and companies against doing business with Iran.
The specter of financial bankruptcy is already hovering over the more Iranian-dependent factions that are more committed to carrying out the Iranian agenda and pushing them to seek alternative financing channels that cover large commitments ranging from arming, training and paying their salaries, covering the costs of their combat missions at home and abroad, Ensuring the families of those killed, as well as other financial burdens, such as providing adequate protection to senior leaders of those factions and ensuring a "decent" standard of living.
In addition, the political, propaganda and media activities of these factions are also involved. They are also participating in the government and have representatives in the political and decision-making positions. They also have media crews and platforms that keep pace with their political and military activities and constantly polish the image of their leaders and defend the agendas they serve.
Several Iraqi Shiite militias are already facing a severe financial crisis, and they have two ways to confront them, according to specialists in the affairs of armed groups. The first and the shortest is the pressure on spending by reducing tasks and the consequent reduction in the number of fighters. By engaging in commercial and economic activities, and using their influence and control over the land to make these activities a success and ensure their profitability.
Senior political sources in Baghdad told the "Arabs" that Iraqi parties and armed groups have received from Tehran notices that alternative opportunities should be sought to fund their activities both inside and outside Iraq because of Tehran's inability to continue extending the amount of funds it had previously provided.
The same sources pointed out that "some of the Iraqi armed parties and groups have already embarked on the process of securing alternative financing opportunities through the implementation of economic projects within the territory of Iraq."
Militias seized real estate in Baghdad and Mosul and put their hands on fertile land in the Baghdad belt and began to exploit it
Among the projects adopted by these parties and groups are the establishment of small companies with local addresses to transfer some petroleum products to neighboring countries for re-export to other countries and the establishment of transport and tourism companies that get international airlines agencies to work in Iraq and the construction of restaurants and hotels in Baghdad and a number of Iraqi provinces and the establishment of farms In a number of areas.
According to the sources, some of these projects are already in production, while others are between planning and implementation.
By virtue of its influence, these groups have seized large tracts of land and land in various Iraqi areas, mainly Baghdad and Mosul, as well as their traditional areas of influence in central and southern Iraq.
These groups use their considerable influence in the Iraqi state apparatus to obtain substantial legal facilities and some soft loans to finance these projects.
Local residents in the Baghdad belt say that many of the farmlands seized by armed factions during operations taken back from the control of the Dahedash organization have not been returned to their original owners on the grounds that they are accused of collaborating with a sympathetic organization.
Residents say these lands have become areas of intensive agricultural activity over the past few months, some of which have already begun to be produced and crops are flowing into local markets.
These parties and armed groups rely on two types of local collaborators. The first consists of small traders and contractors who build, operate and manage transport companies, restaurants and hotels. The second consists of fighters in the popular mobilization forces working on farms.
According to the sources, the proceeds from these investments are divided into two parts, the first goes to local collaborators to ensure their continued cooperation while the latter is used to finance political and military activities in Iraq and abroad.
According to informed sources, the cost of Iranian military activities in Syria and Yemen is high in light of Ir

Shoes for Zurich police dogs .. What is the reason?
2018/8/1 9:10
[Where - Continue]
The heat wave in Switzerland has prompted Zurich police to devise a means to protect the dogs they use in their security campaigns so their lists do not get hurt when they walk on asphalt.
The solution was to wear custom-made shoes for those animals, which Zurich police officials said were affected by the heat of the asphalt, just as human beings are affected.
In recent days, temperatures have risen to 30 degrees (86 fahrenheit), Swiss public radio quoted police spokesman Michael Walker as saying that the real sense of temperature is between 50 and 55 degrees Celsius (122 and 131 fahrenheit).
The shoes worn by police dogs will not only protect them from the hot floor, but also from glass and sharp objects during parent searches. They also protect the seats and floors of vehicles when dogs enter during searches.
Zurich police have launched a campaign to urge dog owners to protect their lists from high temperatures. Several European countries, some of which are north of the continent, have been hit by a powerful heat wave that has killed dozens of people and ignited major fires.
