Trade Bank of Iraq puts Turkish bank purchase plans on hold

Lender's chairman cites Turkey's currency fall of more than 40 per cent against the US dollar this year as reason for holding back
Iraq, August 16, 2018

Trade Bank of Iraq (TBI) has put on hold plans to buy a commercial bank in Turkey because of the plunge in the Turkish lira, its chairman told Reuters.

The bank, owned by the Iraqi government and with assets of around $20 billion, is responsible for helping finance around 80 per cent of the trade finance business in Iraq. It is keen to expand its footprint in Turkey, Iraq's largest trading partner, Faisal Al Haimus said.

Turkey's currency has lost more than 40 per cent against the US dollar this year, fuelled by investors' anxiety over President Recep Erdogan's economic policies and, more recently, a diplomatic spat between Turkey and the United States. The lira rebounded on Wednesday after the central bank squeezed lira liquidity in the market, effectively pushing up rates and supporting the currency.

'Turkey is a very important market for Iraq and we want to study the situation before entering Turkey,' he said. 'The Turkish lira is not stable and we are watching to see if it stabilises before entering.'

Mr Al Haimus said TBI's preferred entrance to Turkey was through an acquisition and TBI had been approached about buying a Turkish commercial bank. He did not name the bank. TBI's board was assessing the potential purchase, he said without elaborating.

'A commercial bank would act as Iraq's trading leg in Turkey and facilitate exports from Iraq to Turkey,' he said, adding that trade between the two countries had reached around $6bn so far this year.

TBI also plans to open a branch in Saudi Arabia after last month receiving approval to do this from the country's Council of Ministers.

'At this point in time trade [between Iraq and Saudi Arabia] is around $1bn and the aim is to double or triple that in two or three years,' Mr Al Haimus said, adding that food and agricultural products and petrochemicals were among the areas primed for growth.

The bank also has a representative office in Abu Dhabi, which it plans to upgrade to an asset management business to provide investment opportunities in Iraq for high-net-worth individuals in the Arabian Gulf, Mr Al Haimus said.

Thursday, 16 August 2018 02:04 pm

The US Embassy in Baghdad issued an explanation on remarks by US State Department spokeswoman Heather Neuert about Iraq's relationship with sanctions against Iran.

The embassy confirmed there was no violation of US sanctions against Iran.

The embassy said in an explanatory statement: "After reviewing the question and answer to the question and following up the subject with the Deputy Ambassador, the clarification of the subject is as follows:" In its response to the question referred to efforts to resolve outstanding issues between the Kurdistan Regional Government and the Government of Iraq " .

"Countries that violate sanctions will be held accountable," the statement said, referring to the partial sanctions on Iran.

"As you know, the sanctions are to deal in dollars with Iran, and as you know, the prime minister said that Iraq will not deal with the dollar with Iran, so there is no breach of sanctions," she said.

The US embassy in Baghdad, according to the statement: "The way the Iraqi media conveyed this news is inaccurate."

US State Department spokeswoman Heather Neuert commented on Prime Minister Haider Abadi's comments on continued trade with Iran, saying: "Violators of the sanctions regime can themselves be subject to sanctions."

Prime Minister Haider al-Abadi said on Monday that Baghdad partly respects US sanctions against Iran and refuses to use the dollar in its dealings with Tehran.

Last Thursday, the Central Bank of Iraq (CBE) notified commercial banks of a ban on dollar transactions with Iranian lenders under US sanctions. At the same time, the Central Bank of Iraq has not stopped using the euro in dealing with Iran, which, he says, depends on the requirements of the ECB and correspondent banks.

The United States has since last week imposed large-scale sanctions on Iran, which it had suspended earlier, after reaching a comprehensive joint action plan on Iran's nuclear program in 2015.

August 16, 2018

WASHINGTON - The United States has threatened Iraq with sanctions similar to those it has imposed on Iran if it does not comply, in response to Iraqi Prime Minister Haidar al-Abadi's announcement to continue trade with Tehran.
The State Department sent a stern warning to the Iraqi government if it refused to comply with US sanctions against Iran, saying that violators of the sanctions regime could themselves be subject to sanctions. State Department spokeswoman Heather Neuert said Abadi's comments on continued trade with Iran, saying those who violated the sanctions regime could themselves be subject to sanctions.
"You know our warnings about Iran and trade with them, and we will continue to prosecute countries for any breach of the sanctions we are imposing against Iran," Nuerte told a news conference in Washington last night.
Abadi said on Monday that Baghdad was partly taking into account US sanctions against Iran and refusing to use the dollar in its dealings with Tehran. He pointed out that Iraq's decision on US sanctions against Iran does not mean "adherence to those sanctions." "Iraq's decision is not to deal with Iran in the currency of the dollar and not to abide by US sanctions against it," he said. "Iraq will abandon the dollar in its trade with Iran," he said.

Saudi Arabia Urges Iran, Iraq, Turkey, Syria on Respecting Kurd’s Rights

ERBIL — A Saudi diplomat has urged Iran, Iraq, Turkey, and Syria to give the Kurds their legitimate rights.

Speaking to reporters from Moscow, Saudi Ambassador to Russia, Ra’id Bin Khalid, said that his country would support the Kurds to exercise their right to rule themselves.

He pointed out that the Kurdish people, scattered between the four countries in the Middle East, should be given the chance to determine their own fate.

Bin Khalid reminded that the Kurdish forces have fought on the forefront of the war against  the Islamic State, and they have tried to exercise democracy in the areas they rule in Iraq and Syria.

He highlighted the fact that the Kurdish authorities, during the past few years, have created a safe haven even for the Arabs who fled their homes in fear of terror.

The diplomat emphasized that the situation for Kurds in Turkey, even though making up 15% to 20% of the total population in the country, is not as good as in Syria or Iraq. Bin Khalid said they cannot exercise their basic rights related to exercising their culture.

He rejected supporting every movement seeking independence, but noted that the Kurds deserve a state of their own and such an independent Kurdistan could serve the interests of the wider region.

He stressed «the existence of strong opposition to the assessment and correction of the government will create a strong government capable of providing services and the elimination of corruption».
The United States urged both the federal government in Baghdad and its counterpart in the Kurdistan region to form a new "moderate" government while renewing their commitment to support Iraq in accordance with the strategic framework agreement signed between the two sides.

Iraq to Respect Dollar Ban But Not All US Sanctions on Iran

Wednesday, August 15, 2018
Iraqi Prime Minister Haider al-Abadi stepped back from his proclamation to abide by new US sanctions on Iran on Monday, saying his government would only respect the dollar ban in transactions with Iran.
“I did not say we abide by the sanctions; I said we abide by not using dollars in transactions. We have no other choice,” Abadi told a news conference in Baghdad, Reuters reported.
Imports paid in US dollars have already ground to a halt, as the Central Bank of Iraq has reportedly notified all domestic banks that using dollars with Iranian banks has been banned.
«To comply with the American sanctions, we›ve stopped imports of Iranian cars,» said a senior official in the auto import industry, AFP reported earlier this week.
The official, who asked not to be named, said Baghdad had asked for an exemption from Washington to allow imports of Iranian spare parts for car assembly facilities in Iraq.
«Production has ground to a halt with 5,000 jobs on the line,» he said.

Prime Minister Dr. Haider al-Abadi: Iraq will win again in reconstruction, construction and job creation

Prime Minister Dr. Haidar al-Abadi said that Iraq will win again in reconstruction, construction and job creation through uniting us as we succeeded in the war on the past and achieve security and stability.

During his speech at the Iraqi Economic Development Conference, which was held today by the General Secretariat of the Council of Ministers, he praised the efforts to develop Iraq, which he expressed in Iraq first, pointing out that this expression is not directed against any other country, but is a reason for cooperation with these countries for the benefit of Iraq.

"Iraq first means more development, job creation, investment and economic development.

He stressed that Iraq has gone through wars and siege and therefore it does not stop with the siege of any country as a result of what happened to the citizens of Iraq previously.

Dr. Abadi said that the demands of citizens are being met and in each session of the Council of Ministers decisions are issued to a number of provinces and we have formed a committee for reconstruction and services to consider these applications and implementation.

He pointed out that Iraq needs alternatives to oil because dependence on it will be an imbalance, indicating that the government has developed new plans to find alternative revenues for oil as well as benefit from the accompanying gas, which was burning.

Dr. Abadi said that sustainable development projects are those that can provide job opportunities and eliminate unemployment.

He also said that the world believes that it has an interest with Iraq because Iraq today is strong and has the ability to rise.
