PM’s Spokesperson: Iraq still needs billions to reconstruct liberated areas

Iraq, August 15, 2018

Iraq requires billions of dollars for the reconstruction of liberated areas and is unable to provide this amount by itself, an Iraqi official reiterated on Monday.

According to Saad Al-Hadithi, Iraqi Prime Minister Haider al-Abadi’s spokesperson, the total amount needed for the reconstruction of areas liberated from the so-called Islamic State (IS) is at least USD 80 billion.

“We need about $80 billion to reconstruct and rehabilitate the liberated cities, and to introduce services to other cities that have not been [directly affected by the IS war], but have experienced deterioration in services,” he told reporters at a press conference.

Hadithi pointed to the Iraqi government’s inability to provide these amounts due to “the economic crisis that is ravaging the country.”

“The government has been keen to cooperate with the international community through the donor conference in Kuwait,” he said, referring to an event Kuwait hosted for the reconstruction of Iraq following the military defeat of IS.

Despite contributions and investments from Iraq’s allies, the amount donated fell short of Baghdad’s goal of $88.2 billion.

Meanwhile, some nations like Germany and France have assisted in the removal of explosive devices left by IS in liberated areas to facilitate the return of displaced persons.

The reconstruction of cities affected by the IS war will help ease the Kurdistan Region’s burden as well.

Since the extremist group’s emergence, the Kurdistan Regional Government (KRG) has provided shelter to over 1.4 million refugees and Internally Displaced Persons (IDPs).

The KRG continues to rely on its own resources to provide aid to IDPs who still cannot return to their homes due to security concerns and a lack of services.

Border Control Agreement With Iraq

Wednesday, August 15, 2018
Iran and Iraq signed a border control agreement in Tehran on Tuesday, in a bid to enhance security and fight terrorism.
We believe that cooperation in border areas will lead to increased security," Commander of Iran's Border Police General Qasem Rezaei said on the sidelines of the signing ceremony, IRNA reported.
The agreement was concluded during the 7th Iran-Iraq Joint Border Meeting, which was attended by Iraqi Border Commander Brigadier General Hamed Aabdullah Ibrahim al-Hosseini.
It calls for the exchange of information, combating insurgents, terrorist groups and smugglers and preventing illegal border crossings.
Ibrahim al-Hosseini said the emergence of the self-styled Islamic State terrorist group, which suffered a major territorial defeat in Iraq last year, highlighted the need for closer collaboration in border areas to deter security threats.
 Shared Waters
Rezaei said there are agreements between Tehran and Baghdad on shared waters, which are being followed up by the two states.
"In the maritime field, there have been attacks against merchant shipping and piracy over the past years. Today, we exchanged views on this issue. There has been close coordination between Iranian and Iraqi border guards over the past two years."
  Arbaeen Ceremonies
He added that Iranian and Iraqi authorities have been coordinating efforts to ensure security ahead of the Arbaeen religious commemoration in the Arab country—one of the largest annual gatherings of Muslims.
Arbaeen marks the end of a 40-day mourning period following Ashura, the religious ritual that commemorates the martyrdom of the Prophet Muhammad's (PBUH) grandson and the Third Imam of Shia Muslims, Imam Hussein (PBUH) in 680. Every year, hundreds of thousands of Shia Muslims from around the world, including Iran, descend on Iraqi city of Karbala for the pilgrimage, which falls on October 30 this year.
  Border Crossing
Rezaei hailed Baghdad's efforts to assure the safety of those who attend the ritual and said Iran is ready to open the Khosravi border crossing, which lies northeast of Baghdad, to facilitate the travel of pilgrims.  However, the necessary infrastructure should be provided by the Iraqi government, he said.
In recent years, border crossing has been intermittently closed over security concerns after a number of terrorist incidents targeted Iranian pilgrims on their way to religious sites in Iraq.
According to official Iraqi figures, about 14 million people, including 2 million from Iran, traveled to Iraq last year to participate in the Arbaeen ceremonies.

Iraqi PM backs away from statement that Iraq will fully comply with new U.S. sanctions against Iran. Says for now, Iraq will only not conduct transactions with Iran in dollars. Says other aspects are still being discussed.

8-14-2018  Guest Guru BobTheTaxman  …One of the things that Trump did which I was really appreciative of was the fact that he recognizes that it is…the middle income of America that is the machine that keeps the finances of the whole freaking world going…to lower the taxes and to give everyone the opportunity to breath, to expand their world, to achieve a retirement…The thing that I happen to get out of doing this is helping to take the fear out.  In my career of doing taxes I always taught several saying I really enjoyed.  1.  G.O.D. and the I.R.S. are not the same.  Pigs get fat and Hogs get slaughtered.  So learning how to play the game gives peace.  When you have peace everything else is a lot more fun.  Period…The other part of it is to be able to take what I have managed to learned over the past 30 some odd years and to apply it directly to our dinar investment brings me great peace.  Brings me great joy.  And I love showing people it’s not nearly as complicated.  And the 2018 tax laws - man, those are a godsend for us!  They are phenomenal [He recommends speaking with SIX tax professionals at the appropriate time and picking the one you feel "listens" the most. ]

8-14-2018   Newshound/Intel Guru Mnt Goat   Article:  "IRAQI PRIME MINISTER HAIDER AL-ABADI’S COMMENTS THAT HIS COUNTRY WOULD ABIDE BY US SANCTIONS TAKEN ON IRAN"    ...don’t dismiss the impact these sanctions will have on Iraq. This is going to be the next real “BIGGIE” that we have to worry about if they don’t push out this reinstatement of the dinar real soon...They let the target of Dec-Jan for the reinstatement melt away due to the corruption and so here we are in August...and still no RV. And so, although I support president Trump in finally enforcing with the Iranians the “red line”, I think this too may overflow into the objectives of our investment – the reinstatement of the dinar. These sanctions are going to be real intense for Iran... Quote:  “...Iran will seek to stop the collapse of its local currency by getting the dollar at any price from neighboring countries, while .pointing out that Iraq is the closest of these countries Iran will seek to stop the collapse of its local currency by getting the dollar at any price, Iraq"

Legal expert: The winners of a constitutional or legal irregularity may be withheld after nomination
[Ayna-Baghdad]
The legal expert, Tariq Harb, that the Federal Supreme Court can withhold the ratification of the winners who suffered a constitutional or legal defect after the nomination or appeared after him.
In a publication posted on his Facebook page, Harb said that the Federal Supreme Court could withhold the winners of a constitutional or legal irregularity after the nomination, adding that "the complaint stage before the Commission and the appeals stage before the electoral tribunal will be completed within a week of refusal Complaints from the Commission and the rejection of appeals from the judiciary in the Court of Cassation ".
He explained that after that will begin the ratification phase of the Federal Supreme Court on the election results, ie the ratification of the winners who will participate in the first parliament session, and since the Constitution granted this court under paragraph VII of Article 93 of the Constitution ratification so the Court will withhold authentication or delay ratification until Settlement of the winner who suffered a constitutional or legal defect in the period of nomination to participate in the elections that were months before the date of ratification or the emergence of subjects that were not apparent at the nomination and emerged after the nomination.
He pointed out that "the non-ratification or postponement of the ratification of the issue belongs to the Supreme Court as long as it has the authority to ratify the election results by virtue of the Constitution and this requires those mentioned to complete those requests, especially as some accused of files or crimes."
He concluded a war, published by saying that "the lack of ratification of some of the names will not affect that the constitution requires the majority to achieve the quorum and the majority of 165 of the number of members of the parliament of 329 and thus the ratification of the 165 of the number of winners enough to achieve the quorum of parliamentary sessions."

UN report reveals al-Dawash in Iraq, Syria warns Europe
2018/8/14 20:02
[Ayna-Baghdad]
A report by the United Nations on Tuesday on the number of terrorists in gangs, calling for Iraq and Syria between 20,000 and 30,000 terrorists despite the losses suffered by the organization, And
The report says a large number of terrorists, planners, and commanders have been killed, but some members still continue to engage militarily fully in some operations, including "an important part of several thousand foreign armed terrorists."
The report warns of the possibility of surviving a "miniaturized version" of terrorist gangs in both countries.
More than 200 people were killed last month, and about 30 Druze, women and children, were abducted in a major attack by Dahesh in southwestern Syria.
In 2014, a large population, estimated at 10 million people, lived under duplicitous rule, when it took control of large areas of land in Syria and Iraq, and declared the establishment of what they called "succession".
But I am encouraged by a military defeat in Iraq and in most areas of Syria in 2017.
Iraqi forces loyal to the Iraqi government regained control of Mosul in northern Iraq in July 2017. A coalition of Kurds and Arabs, backed by the United States in Syria, regained the tenderness that it had adopted as its capital, three months later.
The UN report says the terrorist is still controlling small pockets of land in the eastern Syrian province of Deir al-Zour, where he has been extracting and selling some oil and launching attacks, including those across the border with Iraq.
The organization no longer controls any territory in Iraq, but it is still active through sleeper cells targeting the bases of the security forces there.
The number of foreign fighters who have traveled to Syria and Iraq to participate in fighting there since 2011 is estimated at about 40,000.
But the exit of fighters from the two countries over the past year was "less than expected," according to the UN report. The report adds that Dahesh still retains a large number of loyalists in Afghanistan, Libya, South-East Asia and West Africa.
The rival al-Qaeda organization remains strong in other regions, such as Somalia and Yemen.
The report also noted that there had been a reduction in the number of terrorist attacks in Europe since late 2017, but cautioned that the decline might be temporary, because "all the motives of terrorism still exist, and may be more severe than before."

US embassy clarifies statements of foreign spokeswoman in its threat to Iraq
2018/8/15 12:25 • 22 times read
[Ayna-Baghdad]
The US embassy in Baghdad issued a clarification Wednesday on remarks by US State Department spokesman Heather Noyert on Iraq's relationship with sanctions against Iran.
The embassy confirmed there was no violation of US sanctions against Iran.
"After reviewing the question and answer to the question and after following up the matter with the Deputy Ambassador, the clarification of the subject is as follows:" In its response to the question, [the reference] to efforts in resolving Outstanding issues between the Kurdistan Regional Government and the Government of Iraq. "
"Countries that violate sanctions will be held accountable," the statement said, referring to the partial sanctions on Iran.
"As you know, the sanctions are to deal in dollars with Iran, and as you know, the prime minister said that Iraq will not deal with the dollar with Iran, so there is no breach of sanctions," she said.
The US embassy in Baghdad, according to the statement: "The way the Iraqi media conveyed this news is inaccurate."
US State Department spokeswoman Heather Neuert commented on Prime Minister Haider Abadi's comments on continued trade with Iran, saying: "Violators of the sanctions regime can themselves be subject to sanctions."
Prime Minister Haider al-Abadi said on Monday that Baghdad partly respects US sanctions against Iran and refuses to use the dollar in its dealings with Tehran.
Last Thursday, the Central Bank of Iraq (CBE) notified commercial banks of a ban on dollar transactions with Iranian lenders under US sanctions. At the same time, the Central Bank of Iraq has not stopped using the euro in dealing with Iran, which, he says, depends on the requirements of the ECB and correspondent banks.
The United States has since last week imposed large-scale sanctions on Iran, which it had suspended earlier, after reaching a comprehensive joint action plan on Iran's nuclear program in 2015.
