Start of payment of salaries in May

The Ministry of Finance in the Kurdistan Regional Government began distributing salaries of employees for the month of May, where the Ministry of Peshmerga was the first ministries.

"We certainly beat and defeated them militarily, but once again political conditions, social conditions, cultural conditions, lack of reconciliation, lack of accountability - all these problems can bring them back," said Badget.
"Accountability alone does not give us societies that can live with each other. This is an issue that needs to be addressed," Badgett said. "It may disappear, but something like a cheerleader can come back."
The US warning coincides with popular protests in various southern cities, mainly Basra, against corruption, lack of services and rampant unemployment.

Protests continue near Barjisiya oilfield over unemployment, poor services
Dozens of Iraqi protesters staged demonstrations outside the main Barjisiya oilfield's gate near the Iraqi's Zubair oilfield western Basra, in a growing unrest across Iraqi cities over poor basic services.
They confirmed that protests will continue till the complete fulfillment of their demands, represented in providing high-leveled services to citizens and offering new job opportunities, in addition to ending water and electricity shortage.
A number of chieftains and dignitaries have participated in the protests.
"Our peaceful protests will continue until the fulfillment of government's promises in Basra", one of the protesters said.
He added that such protests will not block any roads leading to the oilfields, confirming that these protests aim to force the government to meet the demonstrators demands.
A number of Iraqi cities and provinces, including Basra, Maysan, Dhi Qar, Babil, Diwaniyah, Wassit, Najaf, Muthanna and Karbala are witnessing mass demonstrations and sit-ins to protest against shortage of jobs, electricity, water and basic services.
This comes as sources said the situation in southern Iraq is getting out of control as angry protests are taking control of the provinces. Activists expressed concern the IRGC militia exploits the ongoing turmoil to spread terror and hamper oil transfers.
Iraq: Foreign companies must employ local workers

Iraq has approved a proposal which would mean 50 per cent all staff in foreign companies would need to be made up of local workers, Al-Khaleej Online reported yesterday.
“The companies and ministries which do not abide by this decision would bear the legal responsibility for their violations which include fines,” head of the Foreigners’ Department at the Ministry of Labour, Osama Al-Khafaji, said.
The move comes as the government tries to contain popular protests in the south which have been raging for months as civilians call for an end to corruption and greater job opportunities.
Unemployment in Iraq reached 32 per cent last year, according to a parliamentary committee.
The country has been ailing following the US invasion in 2003 followed by a Daesh insurgency which led to the government losing control of large swathes of land to the terrorist group. Iraq declares victory over Daesh in December but many people are still living in camps unable to return to their destroyed towns.

Spokesman for Leader of Sadrist Movement Moqtada al-Sadr, Salah Al-Abedi said Sadr will not join the opposition.
Abedi stressed Sadr will not also be a member of a government that is based on sectarian quota.
He explained that Sadr urges political parties to abandon the previous methods of forming governments and adopt a new approach.
In addition, Abedi underscored that some political parties have agreed with Sadr over his 40 conditions for choosing the next prime minister.
Last week, Sadr has set 40 conditions which the candidate for the post of Iraqi prime minister should be characterized with.
Sadr's conditions included that the candidate should be independent and not affiliated with a particular party, as well as not being a member of parliament.
The Sadrist Movement's leader underlined that the candidate should not have a dual citizenship and not be suspected of financial corruption.
In addition, he stressed the parties should not to interfere in the work of the next prime minister and to nominate five ministers of technocrats, of which the next prime minister will be chosen from them.
Sadr demanded that the candidate should not run in future elections.

Iraqi, Kurdish politicians have over $200bn in corrupt holdings: Saudi paper

The Central Bank of Iraq announced on Thursday that the size of Iraq's total revenues between 2005 and 2017 were more than $700 billion. The bank also criticized parties and influential politicians for wasting public funds and disrupting development projects and construction.
Prime Minister Haider al-Abadi said at his weekly press conference on Tuesday that he would reveal the names of officials that have been referred to the Integrity Commission for wasting public money.
'Iraq's revenue over the years has been controlled by powerful parties, which have formed economic committees to secure contracts for projects that have not been completed and the money has gone to political leaders and officials,' economist Ibrahim Khalil told Al Watan.

In the Kurdistan Region, and despite comparative calm, a portion of public employees’ salaries is deducted by the government through a compulsory savings system that has been in place for more than two years. Germany hands Iraq USD4 mn equipment for reconstruction: ambassador

In a press conference in Baghdad, attended by Iraqi cabinet’s secretary-general, ambassador Cyril Nan was quoted by Alghad Press saying that Germany had handed Iraq heavy-duty equipment worth USD4.7 million to “support recovery efforts at the liberated areas for the local government’s of Anbar, DIyala and Salahuddin.
Iraq’s war against Islamic State militants since 2014 has displaced millions and rendered a large portion of the country’s infrastructure badly damaged. The country had appealed to international donors to rehabilitate devastated infrastructure and relocate displaced civilians.
Germany has been a member of the U.S.-led coalition backing the Iraqi troops in their operations against IS and has offered financial support for rehabilitation efforts.

Former member of the House of Representatives, Jassim al-Bayati, revealed a list of spoilers presented by Prime Minister Haider al-Abbadi to the Iraqi judiciary in order to be held accountable.
Al-Bayati, who is close to the prime minister, said that the list included about 73 names, including influential political figures and senior officials, owners of companies and personalities working in the Iraqi state, indicating that the list includes only those accused of smuggling money out of the country.
He added that the list was not put forward before the parliamentary elections held on May 12, so as not to be considered by some as electoral propaganda.
